Shandong Provincial Department of Industry and Information Technology: Notice on Carrying out the "Ten Chains, One Hundred Groups, Ten Thousand Enterprises" Integrated Chain and Fixed Chain Activities in 2025
Each city's Industry and Information Technology Bureau, Federation of Industry and Commerce, Commerce Bureau, State owned Assets Supervision and Administration Commission, and Qingdao Private Economic Development Bureau:
In order to deepen the implementation of the "chain length system" in the industrial chain and promote the integration and innovation of large, medium, and small enterprises, in accordance with the requirements of the "Notice on Issuing and Implementing the Three Year Action Plan for Shandong Province's" Ten Chains, One Hundred Groups, and Ten Thousand Enterprises "(Lu Gong Xin Fa [2024] No. 6) issued by the Provincial Department of Industry and Information Technology, the Provincial Federation of Industry and Commerce, the Provincial Department of Commerce, and the Provincial State owned Assets Supervision and Administration Commission, jointly organize the" Ten Chains, One Hundred Groups, and Ten Thousand Enterprises "integration and integration activities for 2025. The relevant matters are hereby notified as follows.
1、 Work objectives
Focusing on the province's iconic industrial chains and key areas, as well as characteristic industrial clusters of small and medium-sized enterprises,establishImprove the supply and demand docking channels for large, medium, and small enterprises, gather resources from various parties such as universities, research institutes, service institutions, and financial capital, and enrich and expand the breadth, dimension, and depth of integrated and fixed chains through a combination of online and offline methods. Promote more specialized and innovative enterprises to achieve precise docking, collaborative innovation, and resource sharing with large enterprises, enhance the resilience and security level of industrial and supply chains, and strengthen the competitiveness of characteristic industrial clusters. More than 30 provincial-level docking activities were held throughout the year, and around 600 events were organized in cities and counties, serving over 100000 small and medium-sized enterprises.
2、 Activity content
（1） Organize and carry out special industry chain docking sessions. The leading departments of each industry chain of the Provincial Department of Industry and Information Technology rely on the "chain owners" of iconic and key industry chains, as well as industry leading enterprises, to deeply explore and sort out the "three lists" of supporting procurement needs, key technology breakthroughs, and project collaborative innovation. Along the chain and in different fields, they solicit and invite specialized, refined, and new enterprises with core competitiveness in segmented markets, organize and carry out industry chain docking activities such as industrial mother machines, new energy vehicles, intelligent manufacturing equipment, petrochemicals, and composite materials. The competent departments of small and medium-sized enterprises in each city, together with the same level Federation of Industry and Commerce, Commerce Bureau, State owned Assets Supervision and Administration Commission, will organize and carry out the province wide industrial chain integration and docking activities based on local key industrial chains. The activity name is generally unified as the "Ten Chains, Hundred Groups, Ten Thousand Enterprises" integration and solid chain docking activity.
（2） Carry out special matchmaking sessions between state-owned enterprises, large private enterprises, and small and medium-sized enterprises. In conjunction with the Provincial State owned Assets Supervision and Administration Commission, we will organize and implement the action of integrating and developing the industrial chain of provincial enterprises, focusing on key areas such as new generation information technology, high-end equipment, and advanced chemical materials. We will carry out special docking activities in the industrial chain, and create a number of demonstration projects in supply and demand matching, collaborative supporting, innovative cooperation, industrial empowerment, and integration of industry and finance. Jointly organizing a series of docking activities between large private enterprises and small and medium-sized enterprises with the Provincial Federation of Industry and Commerce, promoting large private enterprises to open up innovation resources and supply chain systems to small and medium-sized enterprises, in areas such as technology research and development, standard setting, and market expansionStrengthen dockingcooperation
（3） Carry out a special docking session on "Shandong Manufacturing · Shandong Trade Global". The Provincial Department of Commerce and the Provincial Department of Industry and Information Technology jointly implement a special action for small and medium-sized enterprises to go global for services, focusing on key industries for foreign trade exports such as machinery and equipment, automotive parts, pharmaceuticals and chemicals, textiles and clothing, and hardware and building materials. They continue to optimize and improve the "Shandong Foreign Trade Excellent Product Library", build an international marketing public service platform, and promote high-quality small and medium-sized enterprises such as provincial-level specialization, refinement, novelty, and individual champions to "fully enter". Sort out the product and demand information of global buyers, establish and improve communication channels and cooperation mechanisms, organize various cross-border docking activities, accurately connect with overseas customer resources, and effectively promote the international development of small and medium-sized enterprises.
（4） Organize integration and docking activities by industry. By leveraging the advantages of industry associations in gathering industry resources, relevant universities, research institutes, "chain owners" enterprises, industry leading enterprises, specialized and new enterprises, investment and financing institutions, and service organizations are invited to participate extensively in industry exchange meetings, exhibitions, and other activities. Through various forms such as supply and demand matching meetings, negotiation meetings, and promotion meetings, the integration and development of upstream, midstream, downstream, large, medium, and small enterprises in the industry are promoted.
（5） Various forms of docking activities are held in various cities and counties. Based on the local industrial foundation and development reality, each city and county aims to target key links in the iconic and key industrial chains, sort out the list of investment enterprises and key projects in the industrial chain, organize characteristic industrial clusters, industrial parks, industry associations, professional institutions, etc. to participate together, hold a series of diverse and distinctive integration and consolidation activities in different levels and fields, implement precise investment attraction along the chain, introduce a number of high-quality upstream and downstream supporting cooperative enterprises and projects, and promote more specialized, refined, new and small and medium-sized enterprises to become the main force of "strengthening the chain and supplementing the chain".
3、 Job requirements
（1） Make good work connections. Establish and improve cross regional and cross departmental communication and coordination mechanisms, actively connect with the Ministry of Industry and Information Technology's "Hundred Sites, Ten Thousand Enterprises" large, medium, and small enterprise integration and docking activities, actively promote cooperation with relevant departments at the provincial and provincial levels, strengthen the linkage at the provincial, municipal, and county levels, and promote the construction of a new pattern of integrated and fixed chains with "resource sharing, complementary advantages, deep integration, and common development".
（2） Plan activities well. The competent departments of small and medium-sized enterprises at all levels, the Federation of Industry and Commerce, the Commerce Bureau, the State owned Assets Supervision and Administration Commission, etc. should improve and perfect the coordination mechanism for the integration and consolidation of the supply chain. Led by the competent departments of small and medium-sized enterprises in each city, relevant departments and units should strengthen communication and cooperation, formulate local work plans for the integration and consolidation of the supply chain, clarify task responsibilities, organizational processes, and work objectives, and ensure that the integration and communication activities are deployed, organized, and effective.
（3） Strengthen work coordination. The Provincial Department of Industry and Information Technology, the Provincial Federation of Industry and Commerce, the Provincial Department of Commerce, and the Provincial State owned Assets Supervision and Administration Commission jointly released the "2025 'Ten Chains, One Hundred Groups, Ten Thousand Enterprises' Integrated Chain and Fixed Chain Docking Activity Plan" (see Annex 1). Each city should focus on local characteristic advantageous industries, organize and mobilize leading backbone enterprises, specialized and new small and medium-sized enterprises, and relevant institutions to actively participate, and determine the list of participating enterprises based on their cooperation willingness and ability matching degree, in order to improve the accuracy and success rate of docking.
（4） Organize entry into the platform. The competent departments of small and medium-sized enterprises in each city, together with the competent departments of commerce, should actively organize and mobilize high-quality small and medium-sized enterprises at the provincial and above levels, such as specialized, refined, new, and single champion enterprises, to log in to the Shandong International Marketing Public Service Platform in accordance with the Shandong International Marketing Public Service Platform Operation Guidelines (see Annex 2) by the end of May（ https://supplier.yopinhub.com ）Register and apply to join the "Shandong Foreign Trade Excellent Product Library", use the online comprehensive service platform to accurately connect with overseas channels and partners, and diversify the development of international markets.
（5） Submit information effectively. Each city shall timely report the progress of the previous month's integrated and fixed chain activities through the province wide innovation service platform for large, medium, and small enterprises (rongtongchuangxin. smesd. com. cn) in accordance with the platform operation guide (see Annex 3) before the 10th of each month.
