Notice from the Department of Industry and Information Technology of Shandong Province on the Acceptance and Evaluation of the 2024 "Industrial Empowerment Hundred Scenes" Manufacturing Digital Transformation Pilot Project

Each city's industrial and information technology bureau, finance bureau, and pilot project undertaking unit:

In accordance with the requirements of the pilot work of "Gongfu Baijing" digital transformation of manufacturing industry, and in accordance with the Measures and Implementation Rules of Shandong Province for the Management of Digital Transformation Funds of Industrial Internet enabled Manufacturing Industry, the acceptance work of the pilot project of "Gongfu Baijing" digital transformation of manufacturing industry in 2024 is organized and carried out. The relevant matters are notified as follows:

1、 Scope of acceptance review

In the first batch of 48 unaccepted "Gongfu Baijing" digital transformation pilot projects in 2024 (Attachment 1), the projects that have been implemented and submitted acceptance materials on time (this acceptance is the final acceptance of the first batch of projects at the end of one year, and those who fail to submit acceptance materials in a timely manner will be deemed to have abandoned the acceptance);

In the second batch of 36 "Gongfu Baijing" digital transformation pilot projects in 2024 (Attachment 2), the projects that have been completed and submitted acceptance materials on time (those that have not been completed in the second batch of projects can participate in the acceptance in the second half of 2025, to be notified separately).

2、 Work schedule arrangement

（1） The leading party shall submit materials. The pilot project undertaking unit shall refer to the acceptance document (Attachment 3), and after confirming that the project has been completed and meets the acceptance conditions, the leading service provider shall fill out the acceptance report (Attachment 4) and summary table (Attachment 5). Among them, the acceptance report needs to be accompanied by proof of project task completion (including deliverables, implementation effectiveness, implementation process documents, etc.) and project investment proof materials (a special audit report on project investment issued by an accounting firm commissioned by the leading service provider) according to the template requirements. After completion and verification, the pilot project undertaking unit will submit the acceptance report and summary table in both paper and electronic versions with official seals to the industry and information technology department of the city where the leading service provider is located.

（2） Recommended cities. The municipal departments of industry and information technology, together with the financial departments at the same level, reviewed and jointly wrote the document, and submitted it to the Industrial Internet Office of the Provincial Department of Industry and Information Technology and the Industrial and Commercial Trade Office of the Provincial Department of Finance (the electronic version was sent to the designated email address) before April 25. Two paper copies of the recommendation document and one paper copy of the project acceptance material were sent to the Industrial Internet Office of the Provincial Department of Industry and Information Technology through EMS.

（3） Comprehensive evaluation. The Provincial Department of Industry and Information Technology organized the establishment of an acceptance review team to carry out acceptance work. Through various methods such as material review and on-site acceptance, a comprehensive review was conducted around the completion of project unveiling tasks, project investment, and other aspects.

（4） Application of results. According to the Regulations of Shandong Province on the Management Measures and Implementation Rules for the Digital Transformation Fund of the Industrial Internet enabled Manufacturing Industry, for projects that have completed the expected task objectives, comprehensive project investment, construction achievements and other contents, according to the expert comprehensive evaluation results of "excellent, good, and passed", a one-time award and subsidy support of up to 1 million yuan, 500000 yuan, and 300000 yuan will be given to each project according to no more than 30% of the project investment.

3、 Other matters

1. The application materials must be provided strictly in accordance with the template format and list requirements, and other matters can be accompanied by explanatory materials.

2.牵头服务商应符合财政涉企资金“绿色门槛”制度要求，联合体成员有下列情形之一的不得验收通过：近三年内发生过较大以上安全生产事故，存在严重失信记录，被列入经营异常名录。对于弄虚作假或采取不正当手段骗取试点资格和奖补资金的，将按照相关规定严肃处理。

3.支持资金拨付到牵头单位，由牵头单位按照联合体协议或其他约定进行资金管理和分配，联合体各成员单位需配合做好项目审计工作。

4.压实主体责任，申报主体对申报材料的真实性、完整性和合规性负责，因提供的审计报告被有关部门认定为虚假、重大失实报告，或存在审计程序严重缺失、审计证据明显不足等问题造成项目被取消或资金被收回的，责任由申报主体自负。

5.验收通过的项目将优先推荐国家或省级相关试点示范，所形成的典型场景解决方案、“小快轻准”产品、工业APP等，将通过“工赋山东”专项活动、数字化转型专题培训、工业互联网及数字化转型公共服务平台、推介会、观摩会等多种方式进行宣传推广。
