Notice from the Department of Industry and Information Technology of Shandong Province on the Pre declaration Work for the Recognition (Review) of Specialized, Refined, Unique and New "Little Giant" Enterprises
Each city's industrial and information technology bureau and relevant units:
In order to effectively carry out the cultivation of specialized, refined, unique and new "little giant" enterprises in 2025, we are now organizing the pre application work for the recognition (review) of specialized, refined, unique and new "little giant" enterprises. The relevant matters are notified as follows:
1、 Enterprises participating in pre declaration
We plan to apply for recognition as the seventh batch of specialized, refined, and new "little giant" enterprises, as well as the first and fourth batches of specialized, refined, and new "little giant" enterprises that have been recognized by the Ministry of Industry and Information Technology and have applied for review upon expiration.
2、 Basic conditions and standards
（1） Registered and possessing independent legal personality within Shandong Province, in compliance with the "Regulations on the Classification Standards for Small and Medium sized Enterprises" (MIIT Joint Enterprise [2011] No. 300);
（2） The enterprise has not been included in the list of abnormal business operations or serious dishonest entities, and the products (services) provided do not belong to the categories prohibited, restricted, or eliminated by the state. At the same time, there have been no major safety (including network security, data security), quality, environmental pollution, or illegal or irregular behaviors such as tax evasion in the past three years;
（3） The seventh batch of specialized, refined, unique, and new "little giant" enterprises must be specialized, refined, unique, and new small and medium-sized enterprises within the validity period for declaration and recognition;
（4） The applying enterprise must meet the relevant recognition standards for specialized, refined, unique, and new "little giant" enterprises in the "Implementation Rules for the Gradient Cultivation Management of High quality Small and Medium sized Enterprises in Shandong Province", and the relevant indicators must be strictly controlled according to the "Partial Indicators and Requirements Explanation" in Annex 4 of the "Implementation Rules". There is currently no requirement for the target of "average growth rate of main business income in the past 2 years not less than 5%" for enterprises that have undergone expiration review.
3、 Regarding requirements and other matters
（一）由于优质中小企业梯度培育平台专精特新“小巨人”企业模块暂未开放，参加预申报企业需按附件要求，提供新申报或复核申请书及相关佐证材料（2024年度审计报告无法提供的暂以财务报表代替）；
（二）各市中小企业主管部门要紧紧围绕主导产品符合工业“六基”、制造强国战略和网络强国建设的企业，进行广泛动员、组织初审把关、积极推荐申报；
（三）请各市中小企业主管部门于2025年3月7日前将经过初审的企业申请书（可编辑版及PDF版的附件1、附件2，企业需加盖公章）、汇总表（可编辑版及PDF版的附件3、附件4）以及相关佐证材料（每家企业一个PDF文件），以U盘形式通过邮政特快专递（EMS）邮寄至省工业和信息化厅中小企业处（创新创业指导处），地址：历下区省府前街1号山东省工业和信息化厅，联系人：王烁，0531-51782520；
（四）省厅将组织力量进行基础要求把关，符合条件的申报材料将提请专家进行预审核，并对企业申报材料给出修改意见建议，帮助企业进一步提高申报材料质量。根据工信部正式通知要求，组织相关企业在工业和信息化部优质中小企业梯度培育平台申报。
