China Machinery Industry Federation: Notice on Conducting the Evaluation of Special Grade Technicians in the Machinery Industry in 2025 _ Policy Information _ Notice Announcement

All relevant units:

In order to strengthen the construction of the high skilled talent team in the machinery industry, fully leverage the leading and exemplary role of high skilled leading talents, and combine with the needs and development trends of the technical and skilled talent team construction in the machinery industry, the China Machinery Industry Federation has decided to carry out the evaluation of special grade technicians in the machinery industry for the year 2025. The relevant matters are hereby notified as follows:

1、 Working principles

（1） With the goal of promoting the development of new quality productivity, we aim to cultivate skilled leading talents required for the high-quality development of the machinery industry, play a leading and exemplary role, and drive the overall development of high skilled talents.

（2） Establish a fair, just, and open evaluation system. Gradually improve the grading system for vocational competency evaluation in the mechanical industry.

（3） Create a favorable atmosphere for the skilled talent industry. Give full play to the positive guiding role of public opinion, create a good atmosphere of respecting labor and talents, and vigorously promote the spirit of model workers, labor spirit, and craftsmanship.

2、 Scope of Evaluation and Participants

（1） Professional scope for conducting reviews

Within the scope of vocational competency evaluation in the mechanical industry, select occupations with a large quantity, wide coverage, and urgent needs (see Annex 1 for details), involving industries such as automobiles, machine tools, electrical appliances, engineering machinery, general components, printing equipment, intelligent manufacturing, inspection and testing.

（二）参评对象

参评对象包括在企业生产科研一线从事技术技能工作的高技能领军人才以及参与企业生产或研发项目的一线教师。

3、 Organizational structure

机械行业特级技师评审委员会，委员由机械工业人才评价工作专家库成员构成。评审委员会办公室设在中国机械工业联合会机械工业人才评价中心（以下简称“评价中心”）。

四、工作安排

1.推荐报名阶段（2月-4月）：各有关单位依据特级技师申报条件推荐参评人选，出具推荐意见；

2.资质审核阶段（5月）：评审委员会办公室对推荐人选申报材料进行复核；

3.公示阶段（6月）：评审委员会办公室对资质合格人选的信息进行网上公示；

4.评审阶段（7月-9月）：评审委员会对公示无异议参评人选进行综合评审；

5.颁发证书（10月）：评价中心对综合评审合格人员颁发机械行业职业能力特级技师证书。

五、相关要求

根据机械行业特级技师评审办法（详见附件2），申报人员应如实提交个人材料，不得窃取他人的业绩、成果等一系列证明材料，不得通过不正当手段违规取得晋升资格，一经核实立即取消申报资格且2年内不得参评。
