Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Application for the 2024 National Digital Transformation Benchmark Provincial Financial Award and Subsidy Funds
Each city (excluding Qingdao) industrial and information technology bureau, relevant units:
In order to implement the requirements of the Provincial Government on Several Measures to Accelerate the Digital Transformation of Manufacturing Industry, and in accordance with the Measures and Implementation Rules of Shandong Province on the Management of Funds for the Digital Transformation of Manufacturing Industry Enabled by Industrial Internet, we are organizing the declaration of 2024 national level digital transformation benchmark provincial level financial subsidies. The relevant matters are notified as follows:
1、 Scope of Support
Our province has been selected as a "Digital Navigation" enterprise in the "2024 Real Number Integration Typical Case List" by the Ministry of Industry and Information Technology. The specific list can be found on the official website of the Ministry of Industry and Information Technology, "Notice of the General Office of the Ministry of Industry and Information Technology on Publishing the 2024 Real Number Integration Typical Case List" (MIIT Letter [2025] No. 29).
2、 Support methods
For newly selected "Digital Navigation" enterprises in 2024, a one-time bonus support of up to 2 million yuan will be given according to regulations.
3、 Declaration conditions
The declaring unit shall meet the following conditions:
（1） Normal business status and in line with the direction of industrial development;
（2） There have been no major or above safety production accidents in the past three years, no serious breach of trust records, and have not been included in the list of abnormal business operations;
（3） Meet the requirements of the "green threshold" system for financial enterprise funds;
（4） The same project should not have received provincial-level financial support in the early stage, and duplicate or disguised duplicate applications are strictly prohibited.
4、 Declaration Procedure
（1） Unit declaration. Please organize local eligible units to fill out the "2024 National Digital Transformation Benchmark Provincial Financial Award and Subsidy Fund Application Form" (Attachment 1) and the "Application Information Summary Form" (Attachment 2) in accordance with the requirements of the notice. The applying unit shall submit the application materials (paper and electronic versions) to the local Industry and Information Technology Bureau in accordance with the work arrangements of each city, and shall be responsible for the authenticity and compliance of the application materials.
（2） Project recommendation. The relevant municipal bureau of industry and information technology, in accordance with the territorial management principle (including provincial units and central units in Shandong), conducts a preliminary review of the authenticity, integrity and conformity of the applicant and the application materials. Before February 28, 2025, the recommendation documents and application materials in hard copy (in duplicate) will be submitted to the Industrial Internet Office of the Provincial Department of Industry and Information Technology, and the electronic version will be sent to the designated mailbox.
（3） Review and release. According to the requirements of the regulations, the national benchmark adopts a simplified application and evaluation procedure. After the compliance review of the applicant and application materials by the Provincial Department of Industry and Information Technology is passed, a list of projects to be supported is proposed according to the procedure. After public announcement without objection, the list of projects to be supported and funding allocation suggestions are submitted to the Provincial Department of Finance. After review by the Provincial Department of Finance, award and subsidy funds are issued according to the procedure.
5、 Other requirements
（1） The applicant should strictly follow the requirements of budget performance management and cooperate to do a good job in performance evaluation.
（2） Applicants who receive provincial financial support should consciously accept supervision and inspection from audit, supervision, finance, industry and information technology departments. For applicants who falsify or use improper means to obtain reward and subsidy funds, their subsidy qualifications will be cancelled, and they will be held accountable in accordance with the law and regulations, and the funds already disbursed will be recovered.
（3） Applicants who receive provincial financial support should fully leverage their role as benchmarks and models, further enhance their level of transformation, summarize and output mature experiences and replicable and promotable solutions, lead and drive more enterprises to carry out transformation practices, and cooperate with relevant publicity and promotion work.
