Notice from the Department of Commerce of Shandong Province on Issuing the International Market Development Plan for "Ten Thousand Enterprises Going Global in Shandong Trade" by 2025

Municipal commerce authorities:

In order to thoroughly implement the spirit of the Central Economic Work Conference, implement the decisions and deployments of the Provincial Party Committee and Provincial Government, fully serve enterprises in expanding markets, increasing orders, and stabilizing market share, combined with enterprise demand and key markets, our department has studied and formulated the "Ten Thousand Enterprises Going Global to Shandong Trade" international market development plan for 2025. The relevant matters are hereby notified as follows:

1、 Overall idea

withDeeply cultivate new markets, foster new driving forces, and integrate new business modelsTo achieve our work goals, we aim to promote the development of "ten thousand enterprises going global", focus on key markets to accurately formulate development directions and priorities, focus on advantageous industries and high-tech products to accurately drive the export of new quality productivity products, focus on new business models and channels to accurately promote the integration and development of exhibitions and new business formats.

2、 Overall situation

By 2025, there will be a total of 378 international market development projects for "Ten Thousand Enterprises Going Global to Shandong Trade". There are 368 exhibition projects, including 10 hosting exhibitions, 2 key participation exhibitions (content omitted), and 356 key exhibitions; 10 supporting docking activities for hosting exhibitions.

3、 Organize and implement

（1） Carry out special promotion of market development actions. In February 2025, the "Ten Thousand Enterprises Going Global to Shandong Trade" International Market Development Action Promotion Conference will be held to release specific arrangements and related support policies for overseas market development activities in 2025.

（2） Organize and implement overseas exhibitions and supporting docking activities effectively. The Provincial Department of Commerce organizes and hosts exhibitions and supporting docking activities, and dynamically adjusts the activity plan according to changes in the international market and work needs. Each city organizes and implements key exhibitions based on its actual situation.

（3） Intensify fiscal policy support. Provide a 70% subsidy for booth fees for hosting exhibitions and key exhibitions organized by various cities in 2025, with the subsidy ratio for emerging market exhibitions increasing to 80%.

1.主办类展会和配套对接活动使用省级专项资金给予支持。

2.各市组织的重点类展会统筹使用中央专项资金和市级专项资金给予支持。为进一步简化补贴申报流程，提升资金使用效果，各市要将中央专项资金直接对企业进行支持，不再切块至县（市、区），并实施按季度发放补贴。

请各市于2025年1月底前报送2025年度国际市场开拓计划，并于2025年每季度末报送企业参展及资金使用情况。

（四）强化评估和绩效结果应用。按照《山东省商务厅境内外商务活动专项资金管理办法》《山东省商务厅境外展会组织管理办法》规定，完善对展会和配套活动的效果评价机制，对采购商邀约、现场组织、宣传推广、企业成交等方面服务质量进行监督问效。
