Shandong Provincial Department of Industry and Information Technology: Notice on Soliciting Industrial Model (MaaS) Service Platform and "Industrial Brain" Solution in the Industrial Sector

Each city's industrial and information technology bureau and relevant units:

In order to implement the spirit of the "Opinions on Accelerating the High Quality Development of the Digital Economy" issued by the Provincial Party Committee and Provincial Government, accelerate the empowerment of artificial intelligence big model technology for industrial transformation and development, and promote the construction of the "industrial brain" of the entire province's industries, we are now soliciting a batch of industrial field big model (MaaS) service platforms and "industrial brain" solutions from excellent digital service providers and relevant units inside and outside the province, to accelerate the convergence of universal and characteristic supply side capabilities for the transformation and upgrading of industrial clusters (industrial chains). The relevant matters are notified as follows:

1、 Call for Content

This solicitation focuses on the cultivation of new quality productivity and empowerment of new industrialization through big model technology, platform level applications with MaaS (Model as a Service) as the main service capability, empowering the construction and operation of industry "industrial brains" centered on supporting intelligent decision-making for industrial development, and promoting the deepening promotion of big model technology in the industrial field. The solicitation direction is as follows:

（1） Industry based (comprehensive) service platform

Targeting a single industry cluster (industry chain), relying on large-scale model technology, focusing on the upgrading of industrial intelligence or the construction and operation needs of industry "industrial brains", focusing on specific industry needs such as precise governance, collaborative transformation, and enterprise digital intelligence empowerment, providing an integrated and comprehensive service platform for market services, social services, and government services.

（2） Scenario based (business oriented) service platform

Targeting multiple industrial clusters (industrial chains), relying on big model technology, focusing on the upgrading of industrial intelligence or the construction and operation needs of industry "industrial brains", focusing on the needs of industry mapping, dynamic monitoring, precise investment attraction, enterprise management, production and manufacturing, warehousing and logistics, and providing cross industry and business level service platforms.

2、 Declaration conditions

（1） The applicant should be registered within the territory of the People's Republic of China, have independent legal personality, have good economic strength, technological research and development, and integration and innovation capabilities, have good credit in the past three years, have no illegal or disciplinary violations (based on the results of the Credit China and Credit Shandong inquiries), and be responsible for the authenticity of the application materials.

（2） The declared service platform shall be progressiveness, innovative and practical, with practical application cases and demonstration and promotion value. The technology and patents related to the applied service platform belong to the applicant and team, with independent intellectual property rights and no intellectual property disputes.

3、 Job requirements

（一）组织申报。推荐工作遵循政府引导、企业自愿原则，由各市工业和信息化局、有关科研院所和行业协会等组织实施，并做好材料审查和推荐工作。

行业类（综合型）服务平台申报主体填写《行业类（综合型）服务平台申报书》（附件1）。场景类（业务型）服务平台申报主体填写《场景类（业务型）服务平台申报书》（附件2）。申报主体应于2024年12月3日前将申报材料电子版发送至联系邮箱。申报材料应齐全完整、描述翔实、逻辑严谨、重点突出。

（二）专家评审。省工业和信息化厅组织专家对申报材料进行审核，必要时进行现场核查。

（三）名单公布。省工业和信息化厅对评审通过的服务平台名单通过官方网站进行发布。

4、 Other matters

（一）请各市工信局高度重视，积极组织辖区内单位申报，各市申报数量不限。鼓励有条件的市制定相应政策，支持工业领域大模型（MaaS）服务平台暨“产业大脑”解决方案应用推广。

（二）省工业和信息化厅不定期邀请部分优秀厂商参加全省实数融合供需对接系列活动宣贯或巡展，同时通过山东“产业大脑”能力中心对评审通过的服务平台持续宣介。
