Regulations on the Promotion of Advanced Manufacturing Industry in Shandong Province

Article 1 In order to accelerate the promotion of new industrialization, cultivate and develop new quality productive forces, build a modern industrial system, and build an advanced manufacturing province, this regulation is formulated in accordance with relevant laws and administrative regulations, combined with the actual situation of this province.
Article 2 Our province supports and guides the manufacturing industry towards high-end, intelligent, and green development, adopting advanced manufacturing models, applying new production factors, and accelerating the formation of an industrial production system and new industrial forms with new quality productivity as the core driving force.
To promote the development of advanced manufacturing industry, the principles of market leadership, government guidance, innovation guidance, openness and integration, regional coordination, land sea coordination, green and low-carbon, and safety and efficiency should be followed.
Article 3 The provincial people's government shall organize relevant departments to formulate the development plan for advanced manufacturing industry in the province, clarifying development goals, industrial layout, key tasks, guarantee measures, etc.
The people's governments at or above the county level shall strengthen the organizational leadership of the promotion of advanced manufacturing industry, establish and improve the mechanism for coordinating and promoting the development of advanced manufacturing industry, strengthen the monitoring, analysis, judgment and policy guidance of key areas of advanced manufacturing industry, coordinate and solve major problems in the promotion of advanced manufacturing industry, promote the expansion, quality and efficiency improvement of advanced manufacturing industry, and maintain the basic stability of the proportion of manufacturing industry added value to regional GDP.
The competent department of industry and information technology of the people's government at or above the county level is responsible for coordinating, serving, managing, and supervising the promotion of advanced manufacturing within its administrative region. Other relevant departments and units of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in promoting advanced manufacturing industry.
Article 4 The provincial people's government shall organize relevant departments to transform and enhance traditional industries such as metallurgy, petrochemicals, light industry, building materials, textiles and clothing, and machinery according to the province's advanced manufacturing development plan, cultivate and strengthen emerging industries such as new generation information technology, high-end equipment, new energy and new materials, modern medicine, new energy vehicles, commercial aerospace, and low altitude economy, and advance the layout of future industries such as artificial intelligence, metaverse, humanoid robots, hydrogen energy, biomanufacturing, life sciences, and quantum technology.
省、设区的市人民政府应当建立健全先进制造业发展专家咨询机制，对本地区先进制造业发展进行前瞻研究，并对先进制造业发展的总体规划、实施计划等进行论证评估。
Article 5 The people's governments at or above the county level shall establish and improve a gradient cultivation mechanism for advanced manufacturing enterprises, cultivate specialized, refined, unique and new small and medium-sized enterprises, single champion enterprises, leading enterprises, as well as high-quality enterprises such as technology-based small and medium-sized enterprises, high-tech enterprises, and technology leading enterprises.
County level and above people's governments and their relevant departments should take effective measures to guide backbone enterprises to play a leading role, build an integrated development ecology between large enterprises and small and medium-sized enterprises, and encourage large enterprises to incorporate high-quality small and medium-sized enterprises into the industrial and supply chain system.
Article 6 The provincial people's government and its relevant departments should promote the development of key industrial chains in advanced manufacturing, establish and improve the industrial chain leader system, strengthen cross regional, cross level, and cross departmental collaboration, coordinate and solve difficulties and problems in the construction of major projects and industrial development in the industrial chain, and promote the construction, supplementation, extension, and strengthening of the chain as a whole.
The development and reform, science and technology, industry, and information technology departments of the people's governments at or above the county level should focus on the fundamental and cutting-edge fields of advanced manufacturing, focusing on core basic components, basic components, basic materials, basic software, basic processes, industrial technology foundations, and major technological equipment, implementing industrial foundation reconstruction and major technological equipment research and development, strengthening the assessment and prevention of security risks in the industrial chain and supply chain, and enhancing the resilience and security level of the industrial chain and supply chain.
Article 7 The provincial people's government and its relevant departments should focus on cultivating industrial clusters with international and domestic competitiveness and influence around advantageous industries such as high-end chemicals, automobiles, smart home appliances, industrial mother machines, rail transit, marine equipment, agricultural machinery and equipment, high-end aluminum materials, modern food, etc., and accelerate the formation of a cluster development pattern with reasonable regional layout, clear leading industries, resource element aggregation, and characteristic dislocation development.
Provincial and district level municipal governments should strengthen planning and guidance for the development of advanced manufacturing industries in development zones, clarify industrial development positioning, provide support in factor supply, technological innovation, infrastructure construction, and other aspects, promote the intensive agglomeration development of manufacturing industries, expand and strengthen leading industries, drive the coordinated development of related industries, form characteristic industries with their own advantages, and cultivate key industrial chains and advanced manufacturing clusters.
The people's governments of prefecture level cities and counties (cities, districts) shall coordinate the planning and layout of industrial clusters in their administrative regions, promote market-oriented, differentiated, and characteristic development; Guide industrial clusters to establish industry cluster promotion organizations based on leading enterprises, scientific research institutions, industry associations, industry alliances, consulting agencies, and other entities, and innovate industrial cluster governance models.
Article 8 The provincial people's government and its relevant departments should establish and improve the mechanism for industrial technology innovation, focus on key areas of manufacturing, integrate and gather innovation resources, promote key common technologies, cutting-edge leading technologies, modern engineering technologies, and disruptive technological innovation, promote the deep integration of scientific and technological innovation and industrial innovation, and accelerate the realization of high-level scientific and technological self-reliance.
County level and above people's governments and their relevant departments should strengthen the main position of manufacturing enterprises in scientific and technological innovation, guide manufacturing enterprises to increase research and development investment, support them to establish research and development institutions such as manufacturing innovation centers, enterprise technology centers, technology innovation centers, and industrial technology basic public service platforms, and form innovation consortia with universities, research institutions, and upstream and downstream enterprises in the industrial chain to jointly carry out basic research, tackle common core technologies in the industry, and enhance the independent innovation capabilities of enterprises.
县级以上人民政府及其有关部门应当建立健全制造业创新成果转化激励机制，加强知识产权、专有技术保护和运用，加快布局建设概念验证、中试验证平台，完善首台（套）、首批次、首版次应用政策，加大政府采购自主创新产品力度，提高科技创新成果转化成效和产业化水平。
Article 9 县级以上人民政府应当推动创新链、产业链、资金链、人才链融合发展，建立健全人才政策体系，加大先进制造业人才的培养、引进和使用力度，弘扬企业家精神和工匠精神，统筹推进企业家、经营管理人才、技术创新人才、卓越工程师、高技能人才等人才队伍建设，加快培育人才引领型企业。支持先进制造业企业自主开展职业技能等级认定。
县级以上人民政府人力资源社会保障、教育、科学技术、工业和信息化等部门应当创新产教融合人才培育模式，指导高等学校、中等职业学校、职业培训机构等，结合先进制造业人才需求，加强新工科建设，合理设置学科、专业和教学培训内容，强化技能培训和职业教育；鼓励校企深度合作，推动建设先进制造业公共实训基地，鼓励在具备条件的企业建设高技能人才培养基地，推行现代学徒制和企业新型学徒制；完善技能人才评价体系，发挥职业技能竞赛引领作用，多渠道培养一流产业技术工人队伍。
支持高等学校、中等职业学校、科研机构、行业协会、商会以及其他组织，开展与先进制造业相关的协同创新、管理咨询、产业分析、产权保护和交流合作等活动。
Article 10 县级以上人民政府应当建立制造业重点项目库，健全重点项目协调推进机制，引导各类市场主体投资先进制造业领域，推动重点项目顺利实施。
省、设区的市人民政府工业和信息化主管部门应当加强重点行业技术改造投资引导，完善企业技术改造重点项目导向目录并实施动态管理。
县级以上人民政府根据先进制造业发展需要和财力状况，统筹安排资金，支持企业采用新技术、新工艺、新设备、新材料，推动设备更新、工艺升级、数字赋能和管理创新。
现有制造业企业增资扩能同等享受招商引资相关政策。
Article 11 省人民政府及其有关部门应当深化对外区域合作，推进高质量共建“一带一路”，打造重大国际交流合作高能级平台，引导外资投向先进制造业领域，鼓励境外企业和科研机构在本省设立综合研发机构；支持制造业企业主动融入国际产业链、供应链、创新链，推动产业合作由加工制造向研发设计、品牌培育等延伸，提升制造业企业跨国经营能力和国际竞争力。
县级以上人民政府应当加强先进制造业领域招商引资工作的组织领导，优化投资环境，精选招商领域，健全社会化、市场化、专业化招商引资机制，统筹政策制定、项目招引、产业培育和服务保障，提升招商引资效能。
Article 12 县级以上人民政府及其有关部门应当加强质量基础设施建设，完善质量监督管理体系，强化制造业企业质量主体责任，督促企业建立健全质量安全预警、产品全生命周期质量追溯、售后服务等制度。
县级以上人民政府应当建立健全品牌发展机制，引导制造业企业实施以产品和服务质量为基础的品牌发展战略，提升企业品牌设计和运营能力，打造具有国际国内知名度和影响力的高端品牌。
支持制造业企业主导或者参与制定国际标准和国家标准；鼓励制造业企业和行业协会、产业技术联盟等制定适应市场需求和技术发展方向的企业标准和团体标准。
Article 13 县级以上人民政府及其有关部门应当统筹推进人工智能、工业互联网、大数据等数字技术与制造业深度融合，支持新一代移动通信网络、光纤网络、数据中心等新型基础设施建设，加大制造业数字化转型服务商培育力度，推动制造业企业技术创新、生产制造、运营管理、市场服务等环节数字化改造、网络化集成，全面释放实体经济和数字经济融合效能。
县级以上人民政府及其有关部门应当推动发展智能制造，培育高水平智能制造装备生产企业，研发应用智能装备和智能产品；鼓励企业实施关键工序自动化、关键岗位机器人替代、生产过程智能优化控制、供应链管理智能化等改造升级，推动制造业产业模式和企业形态变革。
Article 14 县级以上人民政府及其工业和信息化、发展改革、生态环境等部门应当以绿色低碳转型为目标，推动重点行业节能降碳，支持工业园区循环化改造，培育绿色工厂、绿色工业园区、绿色供应链管理企业等，推进绿色制造体系建设。
鼓励制造业企业开展低碳、零碳、负碳等先进适用技术研发和推广应用，支持使用新能源，实施节能降碳技术改造，加强水资源、工业固体废物和可再生资源高效循环利用。
Article 15 县级以上人民政府及其有关部门应当推动先进制造业与现代服务业融合发展，促进科技服务、现代物流、检验检测、现代金融、人力资源、法律服务等生产性服务业发展，鼓励和支持制造业企业发展工业设计、个性化定制、共享制造等服务型制造新模式。
Article 16 县级以上人民政府及其有关部门应当采取措施合理降低制造业综合成本，建立健全要素市场化配置机制，开展以质量和效益为导向的企业分类综合评价，合理高效配置土地、劳动力、资本、技术、数据等要素资源，优化能源供给和用能权、用水权、排污权等交易机制。
Article 17 县级以上人民政府组织编制国土空间规划时，应当统筹考虑先进制造业发展需求，科学合理划设工业用地控制线，保障制造业用地空间。
县级以上人民政府应当分级分类保障制造业项目用地需求，优先使用存量，合理安排增量，鼓励采用长期租赁、租赁和出让结合、先租赁后出让、弹性年期出让等方式为制造业企业供应土地。
县级以上人民政府应当严格遵守生态保护红线、环境质量底线、资源利用上线和生态环境准入清单，加强制造业项目选址选线、生态环境保护措施的指导，协调解决污染物排放指标配置等问题，为先进制造业发展提供保障。
Article 18 县级以上人民政府应当建立完善财政投入机制，优化完善财政支持方式，采取财政奖补、引导基金、股权投资、财金联动等措施，支持先进制造业发展。
发挥新旧动能转换基金带动作用，引导社会资本投资先进制造业，加大对先进制造业重点项目支持。
Article 19 支持制造业企业通过首发上市和发行公司债、企业债、非金融企业债务融资工具等方式融资。
支持银行业金融机构与产业投资基金、证券、保险、政府性融资担保机构等合作，加大对先进制造业的信贷支持力度，推动银行业金融机构提高先进制造业中长期贷款和信用贷款占比，鼓励其依托先进制造业产业链核心企业开展仓单质押贷款、应收账款质押贷款、票据贴现、保理、国际国内信用证等产业链金融业务。
鼓励银行业金融机构综合采用银团贷款、联合授信等模式，为制造业重点企业、重大项目提供专业化金融服务。
Article 20 本条例自2024年12月1日起施行。
