Shandong Provincial Department of Industry and Information Technology: Notice on Accelerating the Layout and Construction of Manufacturing Pilot Platforms

In order to implement the Implementation Opinions on Pilot Innovation and Development of Manufacturing Industry (MIIT Lianke [2024] No. 11), and in accordance with the Implementation Plan for Pilot Innovation and Development of Manufacturing Industry in Shandong Province (Lugongxinfa [2024] No. 12) and the Notice of the General Office of the Ministry of Industry and Information Technology on Accelerating the Layout and Construction of Manufacturing Pilot Platforms (MIIT Kehan [2024] No. 346), accelerate the layout and construction of a batch of pilot certification platforms (hereinafter referred to as pilot platforms) urgently needed for high-quality development of manufacturing industry, and improve the level of scientific and technological achievement transformation and industrialization, the relevant work is hereby notified as follows:
1、 Overall requirements
以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大和二十届二中、三中全会精神，聚焦推进新型工业化的核心任务，坚持需求导向、场景牵引、系统布局、因地制宜，统筹推进中试平台建设，有效发挥市场主导作用和政府引导作用。通过汇聚创新资源，完善转化机制，发挥溢出效应，贯通概念验证、实验室研发、中试验证、产业化应用全链条，形成综合性、专业化的中试服务体系，切实提高科技成果转化和产业化水平，加强科技创新和产业创新深度融合，加快发展新质生产力。
2、 Construction Goal
Around the key areas urgently needed for national strategy and industrial development, guide eligible construction entities to adopt corresponding construction models, development strategies, and measures according to local conditions, and promote the construction of pilot platforms in a "one class, one policy" manner. By 2027, we will build around 5 provincial-level pilot platforms with strong demonstration and radiation effects in key industries, and strive to create national level pilot platforms in advantageous industries. Promote the engineering breakthroughs and industrial applications of technological achievements in traditional, emerging, and future industries, effectively improve the technological value and quality level of innovative achievements, accelerate the resolution of difficulties in the transformation and implementation of achievements, and significantly enhance the innovation capability of the manufacturing industry and the modernization level of the industrial chain.
3、 Work arrangement
（1） The industrial and information technology bureaus of each city propose the layout of pilot platform construction based on the construction guidelines for manufacturing pilot platforms (Attachment 1) and key industry direction construction points (Attachment 2), combined with local characteristics and advantages, highlighting the nature and functions of public services, clarifying the construction mode and path, formulating and improving relevant procedures for pilot platform cultivation, and improving the mechanism for cultivating reserves and dynamic adjustment with both input and output, to promote the construction of pilot platforms.
（2） The industrial and information technology bureaus of each city shall send the electronic version and stamped scanned copy of the provincial or key cultivation pilot platform directory and reserve construction status (Attachment 3) to the email of the Science and Technology Department of the Provincial Department of Industry and Information Technology before October 10, 2024.
