Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Certification of the First (Set) Technical Equipment in Shandong Province for 2024

Each city's industrial and information technology bureau, provincial finance directly managed county, and economically developed county's industrial and information technology bureau:

In order to accelerate the high-quality development of the high-end equipment industry in our province, better leverage the supporting role of the first (set) policy, and increase support for major technical equipment in solving the "bottleneck" key links in our province, after research, it has been determined to organize the 2024 Shandong Province first (set) technical equipment certification work. The following notice is hereby issued:

1、 Declaration scope

The first (set) technological equipment refers to the complete machine equipment, core systems, and key component products that have achieved significant technological breakthroughs domestically, have independent intellectual property rights, and have not yet formed a competitive advantage in the early stages of entering the market. Key support will be given to products in the fields of industrial mother machines, new energy vehicle components, agricultural machinery and equipment, engineering machinery, intelligent manufacturing and robots, ship and marine equipment, rail transit equipment, aerospace equipment, electrical energy equipment, hydrogen energy and fuel cells, energy-saving and environmental protection equipment, medical equipment, safety emergency equipment, instruments and meters, petrochemical equipment, etc.

2、 Declaration conditions

（1） The applying unit should meet the following basic conditions:

Units registered within the administrative region of Shandong Province for more than one year, with independent legal personality, standardized corporate governance structure, sound financial management system, no illegal business activities in the past three years, no major accidents in quality, safety, environmental protection, etc. The financial condition of the enterprise is good, and it has a high credit rating.

（2） The product application should meet the following basic conditions:

1. The product technology is advanced. The declared product has reached the domestic advanced level or above or the international advanced level among similar products, and has achieved independent supply capability, with good market prospects.

2. The product has independent intellectual property rights. Production enterprises have independent intellectual property rights directly related to the declared products at home and abroad in accordance with the law, or have obtained intellectual property rights through legal transfer, without any intellectual property disputes.

3. The product quality is safe and reliable. The declared product has been tested by a qualified inspection institution recognized by the quality and technical supervision department at or above the provincial level, or by a testing institution recognized by the user for equipment performance testing. Products that meet the requirements of national special industry management must have a product production license approved and issued by the relevant industry regulatory department; Products that are subject to mandatory product certification by the state must pass the mandatory product certification. Medical device products provide both product technical requirements and full performance testing reports.

（3） Priority support for applying units:

Priority support will be given to equipment declared by enterprises recognized by the Ministry of Industry and Information Technology as individual champions in the manufacturing industry, specialized and innovative small giants, and recognized by the Provincial Department of Industry and Information Technology as specialized and innovative, gazelle, and unicorn enterprises under the same conditions.

3、 Declaration Procedure

（1） The industrial and information technology bureaus of various cities, as well as the industrial and information technology bureaus of counties directly under provincial finance and economically developed counties, conduct preliminary reviews of the application for the recognition of the first (set) technical equipment of enterprises. It is necessary to comply with the requirements of the "green threshold" system for financial enterprise funds, and submit local application documents, the "Shandong Province First (Set) Technical Equipment Declaration Summary Form" (Attachment 1), and detailed information on product declaration, including declaration forms, commitment letters, and supporting documents (Attachment 2), to the Provincial Department of Industry and Information Technology. Provincial finance directly managed counties and economically developed counties shall submit materials directly, and at the same time, copy the industrial and information technology bureaus of each city. Provincial enterprises apply for recognition through their respective cities.

（2） The industrial and information technology bureaus of various cities, as well as the industrial and information technology bureaus of counties directly under provincial finance and economically developed counties, should strengthen the organization and management of the first (set) technical equipment certification work. Units that falsify or use improper means to obtain project certification will have their certification results revoked and their application qualifications cancelled within two years.

（3） Please submit two copies of the submitted documents, Attachment 1, and enterprise application materials to the Equipment Industry Department of the Provincial Department of Industry and Information Technology before November 11th (directly submit the materials to the provincial finance directly managed counties and economically developed counties, and copy them to the industrial and information technology bureaus of each city). The electronic version (PDF+WORD version) should be burned onto a CD and sent. Late submissions will not be accepted.
