Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Issuance of 2024 "Innovation Service Coupons" _ Policy Information _ Notice Announcement

Industry and Information Technology Bureaus of various cities, Qingdao Private Economy Development Bureau, relevant service agencies and enterprises:

In order to guide and support small and medium-sized enterprises to accelerate innovation and development, in accordance with the requirements of the "Notice of the People's Government of Shandong Province on Issuing the Policy List for Promoting Economic Consolidation and Accelerating Green, Low Carbon and High Quality Development in 2024 (First Batch)" (Lu Zheng Fa [2023] No. 13), the following notice is hereby issued regarding the organization and distribution of 2024 "Innovation Service Vouchers":

1、 Support direction

The "Innovation Service Voucher" in 2024 will be mainly used to support small and medium-sized enterprises in conducting digital level evaluation, digital empowerment, market development, industrial design, and brand promotion.

1. Digital level evaluation and diagnostic services: In accordance with the requirements of the "Shandong Province Guidelines for Evaluating the Digital Transformation Level of Small and Medium sized Enterprises" (Lugongxinxin [2024] No. 129), support small and medium-sized enterprises with certain information technology foundations and urgent transformation needs, especially high-quality enterprises such as specialized, refined, and innovative "little giants", to carry out digital transformation evaluation and diagnostic pilot projects; Support characteristic industrial clusters with high industry agglomeration and great development potential to take the lead in conducting evaluation and diagnosis pilot projects.

2. Industrial design and brand promotion services: Support high-quality small and medium-sized enterprises, especially single champion enterprises, to carry out key product concept design, brand design, visual design, and digital brand cultivation, promotion, and publicity.

3. Market development services: Support small and medium-sized enterprises to carry out brand consulting, new media promotion, online marketing promotion and other market expansion services.

4. Other services needed to support the innovative development of small and medium-sized enterprises.

二、发放范围

（一）在山东省内注册登记，具有独立法人资格的中小企业；

（二）连续经营1年以上，运营规范，符合财政涉企资金“绿色门槛”制度要求；

（三）符合国家有关部委关于中小企业划型标准规定；

（四）国家级专精特新“小巨人”、单项冠军企业不受企业划型标准限制。

三、发放方式及额度

（一）发放形式。创新服务券是财政资金补助中小企业购买相关专业化服务的电子支付凭证，按照“先到先得、用完为止”原则，通过电子券形式发放；服务券实行实名发放、登记使用和备案管理，不得转让、流通和挪作他用，单个企业在一个发放周期内只能领取一张服务券。

（二）发放额度。对开展数字化转型评测诊断试点的企业给予全额补贴，单张服务券额度最高10万元；对开展工业设计与品牌推广服务的单项冠军企业，单张服务券定额补贴5万元；对开展评测诊断试点的特色产业集群，单个集群评测诊断的企业数量不得低于10家、服务券补贴总额最高不超过50万元。

四、发放流程及使用方式

1.发放流程。创新服务券通过“山东省中小企业数字化水平评测平台” （https://sdszhzxxh.com）进行发放。企业按照《平台操作指南》（见附件1）进行注册、填报并上传有关材料，经市地主管部门审核通过后领取创新服务券，并根据企业需求选择解决方案和产品。其中，参与评测诊断试点的特色产业集群，由所在县（市、区）工信部门自主选择评测诊断试点服务商（见附件3），会同服务商共同研究确定试点产业集群企业名单，并参照《试点产业集群企业填报模版》（见附件2）于9月20日前报送至邮箱，统一组织企业在平台申领服务券。

2.使用方式。企业通过平台下单选择对应服务方向的解决方案和产品，3个工作日内未下单的抢券企业，服务券视为无效券，统一收回且不得再次重复申领。服务商确定接单后，与企业签订服务合同并上传至平台，合同履行完毕后，通过平台提交服务实施或产品交付过程相关证明材料，经企业确认并对服务进行满意度评价后，提交服务券兑付申请。

3.发放时间。服务券分批滚动发放、发完为止。首批发放时间为9月14日上午10:00-11:00。参与评测诊断试点特色产业集群的企业服务券即时发放，不受上述时间限制。

5、 Regarding requirements

（一）各市局要加强领导，组织专精特新“小巨人”、单项冠军等优质中小企业积极参与，推动本地企业与服务商对接合作，实施服务券领取、使用、评价等全流程监督管理，确保服务券使用真实、有效，并积极制定出台配套政策措施。

（二）服务商接单后，要积极与企业进行对接，于7个工作日内完成合同签订、下单支付等流程，并上传有关证明材料。服务商应严格遵守法律法规和行业规范，确保服务的诚信度和质量，对服务券发放、实施过程中发现的弄虚作假等违规行为，收回资金并依法依规严肃处理。

（三）省工业和信息化厅将会同省财政厅委托第三方机构，采取全面核查与现场抽查相结合的方式对服务券项目实施、兑付使用及效果等进行审核评价。在服务券兑付环节创新探索开展“免申即享”试点，符合兑付条件的，服务券补贴资金直接拔付至服务商。
