Conditions for determination of 1. declaration

The declared enterprises shall meet the conditions listed in the administrative measures for the identification of gazelle and unicorn enterprises in Shandong Province, which is in line with the national and provincial strategic development direction. The enterprises announced in the Notice on the Announcement of Gazelle and Unicorn Enterprises in Shandong Province in 2020 (Lu Gong Xin Chuang [2020] No. 222) may apply for review, and the review procedures and conditions are the same as the new identification.

This year's key support areas: focus on the province's "6997" modern industrial system (6 traditional industries-metallurgy, petrochemical, light industry, building materials, textiles and clothing, machinery and other fields, 9 advantageous industries-high-end chemicals, automobiles, smart home appliances, Industrial machine tools, rail transit, offshore equipment, agricultural machinery equipment, high-end aluminum, modern food and other fields, 9 major emerging industries-new generation information technology, high-end equipment, new energy and new materials, modern medicine, green environmental protection, new energy vehicles, low-altitude economy, safety emergency equipment, magnetic levitation and other fields, 7 future industries-meta-universe, artificial intelligence, Life sciences, future networks, quantum technology, humanoid robots, deep sea sky and other fields), a group of outstanding high-growth enterprises are selected as provincial gazelle and unicorn enterprises.

2. Declaration and Identification Procedure

The declaration work is led by the Provincial Department of Industry and Information Technology and organized by the Shandong Provincial Local Financial Administration and the Jinan Branch of the People's Bank of China. In accordance with the procedures of independent application by enterprises, examination, check, selection and recommendation by the competent departments of small and medium-sized enterprises in each city in conjunction with relevant departments, and evaluation organized by the Provincial Department of Industry and Information Technology in conjunction with relevant departments.

The enterprise application window of Shandong gazelle and unicorn enterprise reporting system (https://www.sdsdldjsqy.com) will be open from September 10 to September 30, and eligible enterprises will log in to the system to fill in the information. On this basis, enterprises submit relevant application materials according to the specific requirements of the competent departments of small and medium-sized enterprises in each city, county (city, district) (the application form can be downloaded, printed, sealed and uploaded in the filling system).

The competent departments of small and medium-sized enterprises in each city conduct preliminary examination and verification of the enterprises and put forward recommendations; whether the declared enterprises "meet the relevant national and provincial regulations on energy conservation, environmental protection and production safety, and have good tax credit and social credit." uniformly solicit the opinions of relevant units, verify the relevant situation, and reflect the results in the recommendation documents. The competent departments of small and medium-sized enterprises in all cities are requested to log into the system to complete the recommendation before October 12. The competent departments of small and medium-sized enterprises in all cities in the (I) should attach great importance to it, be serious and responsible, earnestly take the organization and recommendation of provincial gazelle and unicorn enterprises as a powerful starting point to promote the high-quality development of small and medium-sized enterprises, and strictly do a good job in organizing declaration and preliminary examination and recommendation. To ensure the quality of materials, strictly recommend and declare materials, so that data standards, perfect content, the situation is true. To strict time limit requirements, in accordance with the provisions of the time to submit recommendations and application materials, overdue will not be accepted.

The (II) review shall adhere to fairness and impartiality, randomly select experts, and do not set up "special channels" for any third party ". Enterprises do not charge any fees for their applications, they only need to fill in the form truthfully and provide information. It is not necessary and recommended to apply through any intermediary agencies.

All levels of the (III) should strengthen policy interpretation, declaration guidance, and supervision and management, take effective measures to improve the quality of service enterprises, and effectively prevent bad intermediaries from seeking improper benefits around the declared enterprises, and discover and be strict with the intermediary violations found in the declaration and identification process.
