Shandong Provincial Department of Science and Technology: Notice on Organizing the Application Work for the Second Batch of the 2024 Shandong Provincial Key Research and Development Plan (Competitive Innovation Platform) Project

In order to thoroughly implement the spirit of the third Plenary session of the 20th CPC Central Committee, implement the deployment requirements of the provincial party committee and provincial government, increase support for national scientific and technological innovation platforms, and better serve and support the construction of 11 landmark industrial chains in our province, in accordance with the "Notice of the People's Government of Shandong Province on Printing and Distributing the" 14th Five-Year "Science and Technology Innovation Plan of Shandong Province" (Lu Zheng Zi [2021] No. 164), "Shandong Province Key R & D Plan Management Measures" (Lu Ke Zi [2023] No. 3) And other relevant regulations, it is now facing the national science and technology innovation platform in Shandong Province, and organizes the application of the 2024 Shandong Province Key R & D plan (competitive innovation platform) project (second batch).

1、 Project Category

This application project is a competitive innovation platform project, which is included in the key research and development plan of Shandong Province for management.

The project implementation period is generally 3 years, and the implementation period ends on September 30, 2027.

2、 Declaration requirements

（1） The project is organized and implemented for the National Key Laboratory in Shandong, the Jinan Base of Hefei National Laboratory, and the National High speed Train Technology Innovation Center. If the innovation platform is a non independent legal entity, the platform shall lead the establishment unit to organize the application and implementation.

（2） The project application should closely focus on the major needs and key scientific issues of the development of Shandong's 11 iconic industrial chains, in line with the mission and research direction of the national level science and technology innovation platform, and carry out forward-looking, strategic, and key technology research.

（3） The cooperating units should have independent legal personality, and the number of cooperating units for each project should not exceed 4 in principle. The leading declaration unit shall review and be responsible for the declaration qualifications of the cooperating units, and sign a joint declaration agreement with all cooperating units. The joint application agreement must clearly stipulate the tasks, objectives, responsibilities, and funds (including provincial allocated financial funds and self raised funds) that each party undertakes, and the validity period of the agreement must cover the project implementation cycle.

Non enterprise led technology innovation platforms support joint application with legally registered and independent legal entities in Shandong Province to promote the landing and transformation of scientific research achievements in Shandong.

（4） The project should be submitted as a whole, with no more than three topics. The project has one person in charge, and each topic has one person in charge. The project leader is generally the director of the National Key Laboratory in Shandong, the Jinan Base of Hefei National Laboratory, and the National Technology Innovation Center, and may serve as the leader of one of the projects; The project leader should be the team leader of the platform or a full-time employee with the necessary qualifications. The members of the research team are mainly full-time R&D personnel of the innovation platform.

(V), the research and development content of this type of declared project shall not be the same or similar to the provincial science and technology plan project that has been approved or the project of other relevant provincial units. The same project can only be declared through the recommendation of one competent department, and multiple declarations and repeated declarations are not allowed.

(VI) the national key laboratory, Hefei National Laboratory Jinan Base, and National Technology Innovation Center led by units in the province, the project funding amount is about 16 million yuan each, and the national key laboratory project funding amount participating in the construction is about 8 million yuan each.

The (VII) reporting unit shall prepare the budget according to the actual needs. The budget of the project funds shall include the budget of the project cooperation unit. If the project project support funds do not reach the amount of funds applied for, the project application unit and the cooperation unit shall promise to solve the difference by increasing self-financing funds.

(VIII) Encourage project implementation to be closely integrated with the cultivation of scientific and technological enterprises and the introduction of talents. Encourage units outside the province with cooperation basis to participate in project application as cooperative units; Encourage young scientists to apply for projects as project leaders; Full-time employees shall be provided with valid materials for full-time employment by the employing units in the province, and non-full-time employees shall be provided with valid materials for employment by both units and submitted as project application certification materials.

Administrative organs at all levels and their personnel (including other personnel exercising the functions of science and technology plan management) shall not lead or participate in the declaration of projects.

(IX) project reporting unit and project leader shall sign the letter of commitment of good faith. Project application units and project leaders should have good scientific research integrity, there is no record of serious dishonesty in scientific research during the disciplinary execution period, no "green threshold" system is not supported or relevant social credit "blacklist" records.

The (X) declaration unit shall be responsible for the authenticity of the indicators, data, relevant certificates and attachment materials involved in the declaration materials, and shall bear the consequences caused by providing false materials. In the process of accepting and reviewing the application project, in principle, the application unit and person in charge cannot be changed, and the content of the application materials cannot be changed.

3、 Declaration process

(I) fill in the project online. The person in charge of the project logs into the personal application account number in the management system (https://cloud.kjt.shandong.gov.cn/platform/) of Shandong science and technology cloud platform-Shandong key research and development plan (competitive innovation platform), and fills in the project application form and budget application form online according to the relevant prompts and requirements of the system. all the attachment materials required in the application materials are uploaded in electronic scanned copies. The provincial science and technology department will use the declaration form and attachment materials filled in online as the basis for follow-up form review and project review. After the system is opened, the online filling will be completed within the specified time.

(II) reporting unit audit. After all the application materials are completed, the project leader shall submit them to the reporting unit for review in a timely manner. The deadline for revision of the application unit is 17:00 on September 5, and the application materials cannot be submitted again after the deadline.

Recommended by (III) authorities. After examination and approval by the reporting unit, the reporting materials shall be submitted to the relevant competent authorities. The competent departments at all levels shall review and recommend them step by step according to the procedures, and finally the competent departments at the first level shall approve and recommend them to the provincial science and technology department. The deadline for review and recommendation by the first-level competent department is 17:00 on September 6, and the overdue system will be automatically shut down.

4、 Precautions

(I), project application units and competent departments at all levels are requested to reasonably arrange the application time, complete the filling, modification, submission, return and review work in advance, and avoid centralized return, submission and review near the deadline.

(II), in order to reduce the burden on scientific research personnel, relevant paper materials are not required for this application. After the project initiation plan is preliminarily determined, a full set of paper materials shall be provided for filing and preservation of the project initiation project. The paper materials shall be completely consistent with the online application materials, otherwise the project initiation qualification shall be canceled.

(III), the Provincial Department of Science and Technology does not entrust any unit or individual to engage in agency services such as project declaration and project establishment; it is not advocated or recommended that the reporting unit entrust any unit or individual to provide intermediary services with compensation. Please keep alert to the reporting unit to avoid being cheated and causing unnecessary losses. For acts that seriously infringe upon the reputation of the Provincial Department of Science and Technology and damage the interests of the Provincial Department of Science and Technology, we will investigate its legal responsibility in accordance with the law.

(IV) cadres and employees of institutions directly under the Provincial Department of Science and Technology participate in the project declaration, they shall be implemented in accordance with the relevant provisions of the Provincial Department of Science and Technology Party Group's "Implementation Measures for Regulating Cadres and Workers' Innovation and Entrepreneurship. Participate in the project application personnel should take the initiative to report to the unit and the provincial science and technology department.
