Shandong Provincial Department of Science and Technology: Notice on Organizing and Carrying out the Application for Identification of High-tech Enterprises in 2024 in Shandong Province_Policy Information_Notice Announcement

Each city's science and technology bureau, industry and information technology bureau, finance bureau, tax bureau, and relevant units:

In accordance with the provisions of the Measures for the Administration of the Accreditation of High-tech Enterprises (Guo Ke Fa Huo [2016] No. 32, hereinafter referred to as the Accreditation Measures) and the Guidelines for the Administration of the Accreditation of High-tech Enterprises (Guo Ke Fa Huo [2016] No. 195, hereinafter referred to as the Work Guidelines), the relevant matters concerning the accreditation and declaration of high-tech enterprises in 2024 are hereby notified as follows.

1、 Declaration scope

1. Resident enterprises within the administrative area of Shandong Province (excluding Qingdao City) that meet the relevant provisions of Article 11 of the "Recognition Measures" can apply for high-level recognition.

2. If the name of the high-tech enterprise recognized in 2021 changes, the application for recognition must be submitted after the name change of the high-tech enterprise is completed.

3. For high-tech enterprises that have been recognized by the accreditation agencies of other provinces (cities) in 2021 and moved to Shandong Province (excluding Qingdao City) as a whole within the validity period, if they need to apply for accreditation again, they shall be handled in accordance with the provisions of this notice.

2、 Time schedule

This year, the Office of the Leading Group for the Accreditation and Management of High-tech Enterprises in Shandong Province (hereinafter referred to as the Provincial Accreditation Office) accepted the enterprise accreditation applications recommended by various cities (national high-tech zones) in two batches. The deadline for the first batch of acceptance is August 30, 2024, and the deadline for the second batch of acceptance is September 20, 2024. See Annex 1 for the specific accreditation procedures.

The science and technology departments of all cities and national high-tech zones are responsible for the review and recommendation of high-tech enterprises. The deadline for enterprises to submit application materials to the local science and technology department shall be subject to the local notice.

3、 Regarding requirements

1. Further improve the level of high-level identification management services. The science and technology departments of all cities should work with the finance and taxation departments at the same level to do a solid job in enterprise R & D and innovation management services, make full use of live broadcast, WeChat official account, government department website and other means to carry out policy interpretation and guidance, and continue to push and interpret the latest science and technology benefit enterprise policies and information for science and technology enterprises. Deepen the reform of the management service, simplify the review process requirements, quickly respond to the needs of enterprises, optimize the business environment, and promote the innovation and development of enterprises.

2. Further consolidate the main responsibility of the enterprise's declaration. Enterprises must strictly follow the relevant standards and requirements of the "Identification Measures" and "Work Guidelines", prepare and submit application materials (see Annex 2) truthfully and in accordance with the procedures, ensure that the signatures and seals are complete, clear and complete, and the uploaded online application materials are consistent with the paper application The materials are consistent, and are responsible for the authenticity, validity, completeness and legality of the application materials provided. Enterprises must actively cooperate with on-site verification and application material review. If false promises are provided or fraudulent behaviors are found and verified, the Provincial Accreditation Office will follow the ''Accreditation Measures'' and ''Shandong Province Science and Technology Plan Project Scientific Research Integrity Management Measures'' (Lu Ke Zi [2020] No. 105) and other relevant regulations cancel their application qualifications and record them in the record of scientific research dishonesty. At the same time, enterprises should carefully select intermediary agencies to carry out special audit (forensics) work, so as not to affect the determination results due to the qualifications of intermediary agencies and the audit (forensics) reports issued do not meet the requirements of the Work Guidelines, and the invoices for the payment of audit report fees are retained for future reference. For secret-related enterprises, they shall, in accordance with the relevant provisions of the State on secrecy, make the declaration materials confidential to ensure the security of secret-related information. Enterprises are not encouraged to entrust relevant units or individuals to fill in the application materials.

3. The implementation of high-tech enterprises to identify the relevant certification matters to inform the commitment work. According to the relevant requirements of the notice of the Ministry of Science and Technology on the implementation of the notification and commitment system for the certification of high-tech enterprises (Guo Ke Fa Huo [2021] No. 362), the enterprise registration certificates such as business licenses and patent certificates in the application materials for the identification of high-tech enterprises shall be subject to the notification and commitment system. The science and technology departments of all cities (national high-tech zones) shall actively promote and implement the notification and commitment system for certification matters. Enterprises can choose whether to apply the notification commitment system. If it does not choose to apply the notification commitment system, the enterprise shall provide the supporting materials required for the relevant matters in accordance with the provisions.

4. Do a good job of reporting and auditing. The science and technology departments of each city (national high-tech zone) are responsible for reviewing the online application materials submitted by enterprises in the "High-tech Enterprise Recognition Management Work Network", and submit them to the Provincial Science and Technology Department through the network system in time after the review is correct. The science and technology departments of each city (National High-tech Zone), in conjunction with the finance and taxation departments at the same level, strengthen the review of the qualifications of intermediary agencies to verify whether they comply with the relevant provisions of the "Work Guidelines. At the same time, intermediary agencies and other units and individuals that provide consulting services around the identification of high-tech enterprises should carry out practice inspection, policy training and industry self-discipline education in the light of local actual conditions, and further urge relevant institutions to abide by the practice standards. improve the level of practice. The science and technology departments of each city (national high-tech zone) shall reasonably arrange the on-site verification of the declared enterprises within their jurisdiction, truthfully record the problems found in the verification, fill in the "High-tech Enterprise Identification Declaration Verification Opinion Form" (see Annex 3), sign, seal and scan, and submit it together with the recommendation letter and keep it on file for future reference; enterprises that are found to be inconsistent with the declaration materials, fraudulent behavior or do not meet the declaration requirements during the on-site verification shall not be recommended to report, and the fraud in the on-site audit shall be dealt with seriously once it is found. The science and technology departments of all cities should do a good job in the review work, strengthen the sense of responsibility, control the review, prevent the review from becoming a formality and a formality, and earnestly implement the spirit of the eight central regulations, and effectively strengthen the prevention and control of integrity risks in key links and key positions. Entrust or designate any unit, department or individual to prepare application materials for the application enterprise, and shall not directly accept materials submitted by non-reporting units, it also reminds companies to be vigilant against behaviors such as asking for improper money on the grounds of promises to pass high-level identification. Any promises and charges to companies under the guise of the science and technology department are illegal acts, enhance awareness of prevention, beware of being deceived, and ensure the fairness of the declaration work Sex and standardized operation. At the same time, the science and technology departments of all cities (national high-tech zones) should strengthen communication with functional departments such as emergency management, market supervision, and ecological environment at the same level, and issue opinions on whether major safety, major quality accidents or serious environmental violations occurred within the year before the enterprise's application.

5. Intermediaries shall strictly abide by professional norms and provide supporting materials as required. The intermediary agencies referred to in the ''Accreditation Measures'' shall issue special reports based on the facts within the scope of their capabilities, and select a major service area to submit to the science and technology department in accordance with the requirements of Item 12 of the ''Contents and Requirements of Application Materials for High-tech Enterprises'' (see Annex 2) Agency qualification certification materials. Audit (assurance) reports issued by all accounting firms and tax firms, including annual audit reports, special audit reports, etc., must have two-dimensional codes and report codes filed by the Ministry of Finance's Unified Supervision Platform for Certified Public Accountants (https://acc.mof.gov.cn/) or relevant industry associations on the front page of the report. For serious mistakes or fraud in the work, the Provincial Accreditation Office shall, in accordance with the relevant provisions of the "Work Guidelines", announce on the "High-tech Enterprise Accreditation Management Work Network", and shall not participate in the relevant work of high-tech enterprise accreditation within 3 years from the date of the announcement. At the same time, other intermediary agencies that provide services around the identification of high-tech enterprises are not allowed to carry out consulting services in the name of science and technology departments, and it is strictly forbidden to help enterprises practice fraud and provide false identification materials when they are not in line with reality.

6. Submit materials on time. The science and technology departments of each city (national high-tech zone) collect one paper application material of the enterprise for review. See Annexes 2 to 4 for the contents and requirements of the relevant application materials, and submit them through systematic review before the deadline for acceptance. At the same time, the high-level enterprise declaration recommendation letter, recommendation summary table (see annex 5), intermediary review summary table (see annex 6)(the above paper materials are in quadruplicate) together with the intermediary PDF version of the certification materials, the PDF version of the declaration verification opinion form and the electronic version of the enterprise identification declaration materials (the above electronic version of the materials are in duplicate) submitted to the provincial science and technology department, and the recommendation letter and recommendation summary table are copied to the finance and tax department at the same level, the electronic version of the enterprise's identification declaration materials shall be submitted to the municipal tax bureau.
