In order to accelerate the digital transformation and development of small and medium-sized enterprises in our province, in accordance with the requirements of the Shandong Provincial People's Government's "Notice on Printing and Distributing the 2024" Promoting Economic Consolidation and Improvement, Accelerating Green, Low-Carbon and High-Quality Development "Policy List (First Batch)", combined with the preliminary On the basis of pilot work, we hereby organize the solicitation of high-quality service providers and pilot enterprises for the digital transformation of small and medium-sized enterprises in 2024. The relevant matters are notified as follows:
1. key tasks
(I) for the province to collect digital transformation pilot industrial clusters and enterprises. Focusing on the characteristic industrial clusters of small and medium-sized enterprises, key areas of the manufacturing industry, and key links of the industrial chain, we will continue to recommend and select a group of clusters and enterprises with urgent digital transformation needs, huge development potential, and obvious economic and social benefits throughout the province. Pilot demonstration. High-quality enterprises such as national characteristic industrial clusters, specialized and new "little giants" and national manufacturing individual champions are given priority to be included in the pilot.
(II) solicits high-quality digital transformation service providers for small and medium-sized enterprises nationwide. Guided by the needs of the digital transformation of small and medium-sized enterprises, we will continue to solicit and strictly select a number of high-quality digital transformation service providers with core service capabilities, mature solutions, successful cases in related industries and able to provide high-quality services continuously and stably, so as to provide professional, accurate and efficient digital services for industrial clusters and small and medium-sized enterprises in our province.
2. declaration process
1. Eligible service providers and enterprises should log in to the digital level evaluation platform for small and medium-sized enterprises in Shandong Province (https://sdszhzxxh.com), register and fill in the relevant contents in accordance with the platform operation guide (Annex 2).
2. For eligible characteristic industrial clusters, fill in the "Application Form for Digital Transformation of Characteristic Industrial Clusters in Shandong Province" (Annex 3), and mail it to the Provincial Department of Industry and Information Technology before August 19 after being reviewed and stamped by the Municipal Bureau of Industry and Information Technology (Address: No. 1, Shengfuqian Street, Lixia District, Jinan City, Service System Construction Department of Shandong Provincial Department of Industry and Information Technology).
3. In line with the principle of voluntary enterprises, the Municipal Bureau of industry and information technology has extensively organized clusters and enterprises to apply for pilot projects, and reviewed and recommended the pilot clusters and enterprises declared by the city.
4. The Provincial Department of Industry and Information Technology will organize relevant industry experts to conduct reviews and demonstrations, publish the list of service providers and solutions and service products for the digital transformation of small and medium-sized enterprises, and determine the list of pilot clusters and enterprises.
3、 Regarding requirements
1. Service providers outside the province should have branches or resident service teams in Shandong Province to carry out production and operation activities, and their financial status is good, and there is no serious breach of trust.
2. Excellent solutions and products that have been selected for the first two batches in 2023 will not be declared again.
3. The products (services) declared by the service provider should focus on enabling specialized and special new "little giants", manufacturing individual champions and key industrial chains, characteristic industrial clusters, or cross-industry, cross-field, general-purpose "small, fast and light" products (services), and provide corresponding typical cases.
4. Service providers and enterprises applying for the pilot project shall, in accordance with the requirements of the Application Guide (Annex 1) and the application procedures, carefully prepare the materials required for the application, complete the online application before August 19, and send the sealed electronic documents to the sdszhzxxh@163.com. The application contents shall be detailed, accurate and comprehensive.
