According to the spirit of the "Shandong Provincial Technical Transformation Fund Management Measures and Implementation Rules" and the 2024 "Promoting Economic Consolidation and Improvement, Accelerating Green, Low-Carbon and High-Quality Development" policy list (second batch), we are now organizing the application for 2024 industrial equipment Updating and technological transformation awards and supplementary funds projects, the relevant matters are notified as follows.
1、 Scope of Support
Focusing on key industries such as petrochemicals, steel, non-ferrous metals, building materials, machinery, automobiles, light industry, and textiles, equipment updates and technological upgrades are implemented around high-end upgrading, intelligent transformation, green transformation, and intrinsic safety improvement.
2、 Support methods
For the purchase costs of production, research and development, testing, energy consumption, power generation, transmission and distribution equipment and supporting software systems, intellectual property rights, scientific and technological achievements in the process of project construction and transformation (the single purchase cost is more than 100000 yuan, and the total amount is not less than 10 million yuan), support will be given according to the proportion of no more than 10%, with a maximum of 5 million yuan for a single-family enterprise. Among them, the technological transformation projects implemented by enterprises that undertake the high-quality development actions of the national manufacturing key industrial chain can be implemented at a ratio of up to 10%.
3、 Declaration conditions
(I) industrial enterprises registered within the administrative region of Shandong Province (excluding Qingdao) with independent legal personality.
(II) technological transformation projects with a total investment of more than 50 million yuan; technological transformation projects implemented by enterprises undertaking the high-quality development of the national key manufacturing industry chain and major issues determined by the provincial party committee and the provincial government may be appropriately lowered, but the total investment of the project shall not be less than 5 million yuan.
(III) projects obtained project filings or approvals between January 1, 2021 and June 30, 2024.
The (IV) has gone through the relevant procedures that should be met before the construction of environmental protection, safety, energy conservation, land, planning and other projects in accordance with the law.
(V) enterprises enter into contracts with suppliers for the purchase of equipment or renovation services; the project obtains invoices for the period 1 April 2023-30 June 2024 and transfers funds to the supplier's account.
(VI) enterprises are not included in the list of serious violations of the law and breach of trust.
(VII) meet the requirements of the "green threshold" system for financial-related enterprise funds.
(VIII) other necessary conditions.
4. declaration materials
Joint declaration documents of municipal industry and information technology and financial departments. The declaration document contains three attachments:
(I) paper and electronic versions of the application summary form for 2024 industrial equipment renewal and technological transformation award subsidy projects (Annex 1);
(II) 2024 industrial field equipment renewal and technological transformation award fund project application report. The materials must be true, legal and complete, stamped with the official seal of the enterprise, compiled and bound as required (Annex 2). The report can be prepared by the enterprise itself or by an engineering consulting agency with relevant qualifications.
(III) the purchase contract for equipment purchase or renovation services, the special VAT invoice for equipment purchased by the enterprise, and the electronic version of the bank flow schedule of funds transferred to the supplier (Annex 3).
5. declaration procedure
Enterprises apply for funds to local industrial and information departments in accordance with the principle of territoriality. After the local industry and information technology, and financial departments conduct on-site inspections and material reviews of the projects declared by the enterprises, they will jointly report the eligible projects to the Provincial Department of Industry and Information Technology and the Provincial Department of Finance.
6. other requirements
(I) the same enterprise can only choose one support method of provincial technological transformation funds to declare during the year; projects that have received provincial financial policy support in the field of industry and information technology will not be repeatedly supported in principle.
(II) reporting enterprises should actively cooperate with third-party intermediaries to do a good job in the audit work, and fully and truthfully provide equipment procurement contracts, payment vouchers, invoices, accounting vouchers, accounting accounts and other original materials.
(III) enterprises that have received financial support at the provincial level should consciously accept the supervision and inspection of audit, supervision, finance, industry and information departments, and actively cooperate with relevant departments to do a good job in performance evaluation. Enterprises that resort to fraud or take improper means to defraud subsidy funds shall be disqualified from subsidies and shall be investigated for responsibility in accordance with the rules and regulations.
(IV) municipal industry and information departments are requested to submit the joint application documents (including 3 attachments, 2 paper copies, 1 electronic version, and the electronic version is summarized by each city) to the provincial industry and information department before July 26.
Matters not covered in the (V) shall be subject to the "Shandong Provincial Technical Transformation Fund Management Measures and Implementation Rules" and the 2024 "Promoting Economic Consolidation and Improvement, Accelerating Green, Low-Carbon and High-Quality Development" policy list (second batch).
