Shandong Provincial Department of Industry and Information Technology: Notice on organizing the declaration of green manufacturing units at the national level in 2024.

Each city's industrial and information technology bureau, relevant units:

In order to comprehensively strengthen the construction of the green manufacturing system, accelerate the establishment of a gradient cultivation mechanism for green manufacturing units, and promote the development of industrial green transformation, in accordance with the Ministry of Industry and Information Technology's "Interim Measures for the Gradient Cultivation and Management of Green Factories" (Ministry of Industry and Information Technology Section [2024] No. 13) (Hereinafter referred to as the "Measures"), the declaration of green manufacturing units at the national level in 2024 is now organized. Relevant matters are notified as follows:

1、 Overall requirements

The declaration of green manufacturing units includes green factories, green industrial parks and green supply chain management enterprises, and the reporting units shall meet the corresponding conditions in the measures. Enterprises and parks shall, on a voluntary basis, use self-evaluation or select third-party institutions with evaluation capabilities to evaluate against relevant standards, submit self-evaluation reports or third-party evaluation reports, and refer to the relevant requirements and templates of third-party evaluation reports. In principle, the declared enterprises and parks shall be the provincial green manufacturing units before 2023 (inclusive).

2、 Declaration requirements

（1） Green Factory

For those that have issued industry standards for the evaluation of green factories (check on the website of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology), the evaluation shall be conducted in accordance with the requirements of industry standards, and other industries shall be evaluated in accordance with the General Principles for the Evaluation of Green Factories (GB/T36132-2018).

（2） Green Industrial Park

According to the relevant requirements of the evaluation of green industrial parks, the local government should organize industrial parks with good industrial foundation, perfect infrastructure and high level of green manufacturing to declare, and give priority to industrial parks with a large number of green factories.

（3） Green supply chain management enterprise

Enterprises in three industries, including electronics and electrical appliances, machinery, and automobiles, are evaluated according to the "Green Supply Chain Management Enterprise Evaluation Index System" (check on the website of the Energy Conservation and Comprehensive Utilization Department of the Ministry of Industry and Information Technology). Other industries are evaluated in accordance with the evaluation of green supply chain management enterprises. Relevant requirements are evaluated. The local government should organize enterprises with great influence, strong business strength, complete industrial chain, good green supply chain management foundation and playing a leading role in the industrial chain in automobile, machinery, electronics, textile, communication and other industries to declare, and give priority to recommending leading enterprises with a large number of green factories among suppliers.

（4） Third party evaluation agency

The third-party evaluation institution shall carry out its work in accordance with the requirements for the third-party evaluation of green manufacturing, prepare the evaluation report with reference to the relevant template requirements, and be responsible for the authenticity and accuracy of the contents and results of the evaluation report. Third-party evaluation institutions should strictly implement the requirements of no more than 15 units participating in the national-level green manufacturing evaluation nationwide. The local industry and information department shall strengthen the compliance review of third-party institutions, and shall not believe the evaluation results issued by them if they do not meet the relevant requirements.

3、 Declaration Procedure

(I) unit declaration. Enterprises and parks shall conduct self-evaluation or entrust third-party evaluation in accordance with relevant requirements, submit any kind of self-evaluation report or third-party evaluation report to the local industry and information department, and provide relevant supporting materials. The application report refers to Annex 1, Annex 2, Annex 3 and other relevant requirements (download from the notice bulletin board on the website of Shandong Provincial Department of Industry and Information Technology).

(II) city recommended. The local bureau of industry and information technology conducts a preliminary examination of the application materials, issues recommendation opinions to enterprises and parks that meet the requirements, fills in the "2024 National Level Green Manufacturing Unit Recommendation Summary Form" (see Annex 4), and submits the application materials (one paper version and one electronic version) to the Green Development Promotion Office of the Provincial Department of Industry and Information Technology.

(III) assessment recommendations. The Provincial Department of Industry and Information Technology organizes the review and demonstration of the application materials, and conducts on-site verification when necessary. For those that meet the requirements, they shall be submitted to the Ministry of Industry and Information Technology after study and deliberation. After the recommended list is determined, the recommended enterprises and parks shall complete the reporting work on the industrial energy conservation and green development management platform (https://green.miit.gov.cn/) as required. In the early dynamic management, the national-level green manufacturing units due to investment, mergers and acquisitions, management or other reasons, resulting in significant changes in the actual production and business scope, production address or organizational boundaries compared with when included in the green manufacturing list, the unit shall submit the self-evaluation report (refer to the relevant evaluation report of the green manufacturing unit) together.

4、 Other requirements

The local industry and information bureau should strengthen the examination and control of the declared enterprises and parks, fully solicit the opinions of the local ecological environment, emergency management, market supervision and other departments, and strictly control the recommended quality of green manufacturing units. All application and recommendation materials (in duplicate, including electronic version) shall be submitted to the Provincial Department of Industry and Information Technology before August 5, 2024.
