Notice from the Department of Industry and Information Technology of Shandong Province on Holding the 9th "Maker China" Shandong Province Small and Medium sized Enterprise Innovation and Entrepreneurship Competition

In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council on promoting high-quality development of small and medium-sized enterprises, further enhance the innovation capabilities and professional level of small and medium-sized enterprises, and serve the national new industrialization construction, in accordance with the spirit of the "Notice on Holding the 9th 'Maker China' Small and Medium sized Enterprise Innovation and Entrepreneurship Competition" (Xin Zhong [2024] No. 13) issued by the Network Security Industry Development Center of the Ministry of Industry and Information Technology (MIIT Information Center), the Shandong Provincial Department of Industry and Information Technology will hold the 9th 'Maker China' Shandong Province Small and Medium sized Enterprise Innovation and Entrepreneurship Competition. The relevant matters are notified as follows:
1、 Purpose of the competition
By holding the "Maker China" SME Innovation and Entrepreneurship Competition in Shandong Province, we will further stimulate innovation potential and entrepreneurial enthusiasm, create an innovative atmosphere, gather entrepreneurial resources, create a platform for SMEs and makers to provide exchanges, exhibitions, project incubation, and industry finance docking, explore and cultivate a number of excellent projects and teams, promote the birth of new products, new technologies, new models, and new business types, promote the transformation, upgrading, and growth of small and medium-sized enterprises into specialized, new and medium-sized enterprises, support the financing and innovation of large and medium-sized enterprises, promote further focusing on the No. 1 project of industrial economy, help build a modern industrial system, and contribute to the strength of small and medium-sized enterprises in writing the chapter of Chinese path to modernization.

3、 Competition conditions and requirements
（1） Requirements for Enterprise Group Participation
1. Registered within China and in compliance with the "Classification Standards for Small and Medium sized Enterprises"
Small and medium-sized enterprises;
2. The participating project has entered the market and has good development potential;
3. Possess independent intellectual property rights and no property disputes;
4. No bad record.
Conditions for (II) Maker Group
1. Law-abiding individuals or teams of universities and scientific research institutes can participate in the competition. The same person is not allowed to participate as multiple team core members. In principle, the number of team core members reflected in the award-winning certificate shall not exceed 7;
2. The creativity, products, technology and related intellectual property rights of the participating projects belong to the core members of the team, and there is no intellectual property dispute with other units or individuals;
3. Enterprise teams or enterprise innovation projects are not allowed to participate in the maker group competition.
(III) other requirements
The same project or similar project of the same enterprise can not be repeated to participate in other regional competitions, special competitions, overseas regional competitions. Projects that have won the third prize or above (inclusive) in the previous "Maker China" Shandong Province Small and Medium-sized Enterprise Innovation and Entrepreneurship Competition are not allowed to participate, the top 500 projects in the country in the past three years are not allowed to participate, and enterprises or individuals listed on the list of dishonesty are not allowed to participate. Participants who plagiarize other people's innovations and use other improper means to defraud awards will be disqualified upon discovery.
4. event arrangements
The 9th "Maker China" Shandong Province Small and Medium-sized Enterprise Innovation and Entrepreneurship Competition is divided into two main types: "Enterprise Group" and "Maker Group". The entry for the competition will be started simultaneously. The detailed schedule of the trials and finals and the competition plan will be notified separately.
(I) project registration. Eligible enterprises and creators log on to the official website of the competition (https://www.cnmaker.org.cn/) for unified registration (see Annex 1 for the registration process of the competition); Complete registration materials should be submitted when signing up, and the accuracy and authenticity of the information filled in should be responsible. The deadline for entry is July 31, 2024.
(II) tryouts. Divided into material review and roadshow review. The expert jury set up by the organizing committee will review the business plans and other participating materials of all participating projects through centralized review, and select the projects that enter the roadshow evaluation stage according to the results ranking. The roadshow review is held offline, and the projects that enter the finals are selected in the form of comments, questions and scoring by experts on the roadshow, and are publicized on the website of Shandong Provincial Department of Industry and Information Technology.
(III) finals. Using the method of "on-site roadshow defense, on-site scoring, and on-site announcement of fairness", the first prize, second prize, third prize, winning prize and other awards are selected, and awards are given to the winning projects. The organizing committee will select the best and recommend the final award-winning projects to participate in the 9th "Maker China" SME Innovation and Entrepreneurship Competition National Finals.
5. policy incentives
(I) financial incentives. The competition sets up the first prize, the second prize, the third prize and the winning prize, and gives financial rewards to the winning projects.
(II) focus on cultivation. The winning enterprises in the competition will be included in the "provincial high-quality small and medium-sized enterprises gradient cultivation library" to provide accurate services and growth assistance; Organize award-winning outstanding projects to benchmark in advanced regions to learn experiences and practices such as technological innovation in cutting-edge industries, integrated development of industrial chains, transformation and upgrading of enterprises and innovation of management models.
(III) publicity display. Contact the main news media of the province to track and report the participating projects, "double innovation" resources and docking results, coordinate the extensive promotion of multiple types of media, and be on the "Maker China" national innovation and entrepreneurship public service platform, and the provincial small and medium-sized enterprise public service platform Wait for the exhibition.
(IV) investment and financing docking. Recommend high-quality enterprises and projects to government investment funds, venture capital institutions, banks, etc., organize online and offline industry-finance docking activities, and drive various investment and financing institutions to provide diversified services for participating enterprises.
(V) landed in the park. It is recommended to settle in national and provincial small and micro enterprise entrepreneurship and innovation demonstration bases, new industrialization industry demonstration bases, Sino-foreign small and medium-sized enterprise cooperation zones, etc., to enjoy the latest entrepreneurial support policies and entrepreneurial incubation services, and accelerate the realization of industrialization.
Technical services for the transformation of (VI) results. Coordinate the national and provincial public service demonstration platforms for small and medium-sized enterprises to provide technical services such as testing, technology transfer, digital transformation, industrial design, as well as incubation and landing services such as investment and financing docking, law, human resources, finance, and intellectual property rights, and arrange entrepreneurial mentors and technology, investment, and management experts to provide docking counseling services.
(VII) "special new" cultivation and identification support. The support policies for the top 500 and top 50 enterprises of "maker China" to apply for specialized new small and medium-sized enterprises and specialized new "small giant" enterprises shall be implemented in accordance with the Interim Measures for the management of gradient cultivation of high-quality small and medium-sized enterprises.
6. job requirements
1. The Municipal Bureau of Industry and Information Technology and relevant units shall strictly follow the requirements of the Notice, prepare and plan the competition around the main theme of the competition, and actively mobilize small, medium and micro enterprises and creators to participate in the competition activities. In principle, the number of provincial-level specialized new enterprises in each city shall not be less than 10% of the total number of provincial-level specialized new enterprises within the local validity period. At the same time, cities should pay attention to the role of various news media, strengthen the publicity and promotion of the competition, expand the influence of the competition, and create a good atmosphere for the innovation and entrepreneurship development of small and medium-sized enterprises.

Encourage the municipal bureaus of industry and information technology and relevant units to organize municipal preliminary competitions and carry out various forms of exchange and docking activities. The outstanding projects selected by the municipal preliminary competition will directly participate in the roadshow evaluation of the selection competition without participating in the material evaluation. The number of participating enterprises and projects in the municipal preliminary competition will be included in the assessment of outstanding organizational units of the competition. Please fill in the "Record Form for the Preliminary Competition of the 9th" Creator China "Shandong Small and Medium-sized Enterprise Innovation and Entrepreneurship Competition" (Annex 2) and send it to the Organizing Committee's mailbox for zxqy@shandong.cn before 17:00 on June 30, 2024. During the municipal preliminary competition, the organizing committee can provide guidance for the competition and assist in the formation of an expert jury.
3. All event organizers must adhere to the principle of frugality, strictly implement the spirit of the eight central regulations, prohibit apportionment and arbitrary fees from enterprises; adhere to the principle of public welfare, do not charge participants any fees, and strictly regulate the event process.
