Implementing the Work Plan for the "2024 Year of Striving for Quality Improvement in Advanced Manufacturing Industry"
In order to thoroughly implement the "Action Plan for Strengthening the Province with Advanced Manufacturing Industry (2022-2025)" (Lu Fa [2022] No. 15) and the "Implementation Opinions on Accelerating the Promotion of New Industrialization" (Lu Fa [2024] No. 6) issued by the Provincial Party Committee and the Provincial Government, and in accordance with the requirements of the "Opinions on Ten Actions to Promote High quality Development of Industrial Economy" (Lu Ban Fa [2024] No. 1) issued by the General Office of the Provincial Party Committee and the Provincial Government, 2024 will be designated as the "year of tackling difficulties and improving the quality" of advanced manufacturing industry, and the following work plan will be formulated.
1、 Overall requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will comprehensively implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, deeply implement General Secretary Xi Jinping's important discourse on the strategy of building a strong manufacturing country and his important instructions for Shandong's work, take accelerating the formation of new quality productive forces as an internal requirement and important focus, take the construction of a green, low-carbon and high-quality development pilot zone as the overall lever, deeply promote the "Three Ten" actions, continue to implement the top industrial and economic project, and focus on improving the high-end, intelligent, green and cluster development level of the manufacturing industry. In 2024, we will focus on six aspects of industrial innovation, structural upgrading, integration empowerment, ecological optimization, park construction, and open attraction to accelerate the construction of a modern industrial system led by technological innovation and with advanced manufacturing as the backbone. We will strive to lay a more solid foundation for the construction of a modern strong province and contribute more Shandong strength to the overall development of new industrialization in the country.
2、 Key tasks
（1） Concentrate on tackling challenges and improving quality in industrial innovation
1. Promote the construction of high-level innovation platforms. High standard construction of major industrial innovation platforms such as National Technology Innovation Center, Manufacturing Innovation Center, Industrial Innovation Center, and Industrial Metrology Testing Center, striving to create about 7 national key laboratories and 1 national quality standard laboratory within the year, restructuring about 200 provincial key laboratories, and achieving a proportion of 75% led or participated by enterprises. Guide enterprises to increase their R&D investment, establish about 3 new national technology innovation demonstration enterprises, strive to achieve a R&D activity coverage rate of about 51% for industrial enterprises above designated size, and increase the coverage rate of R&D institutions by about 2 percentage points R& D expenditure increased by about 8%. 2. Promote the improvement of high-level innovation capabilities. We will implement 100 major scientific and technological innovation projects in the fields of integrated circuits, industrial mother machines, perovskites, etc., focusing on major basic research, key technology development, and integrated design and research tasks for demonstration applications. Implement actions to enhance the talent efficiency of major scientific and technological innovation platforms and support the construction of modern industrial systems. Carry out a special action to improve the efficiency of the transformation of scientific and technological achievements, issue guiding opinions to promote the transformation of scientific and technological achievements, build a strong team of high-level technical managers, improve the selection, release and promotion mechanism of "Shandong Good Achievements", accelerate the construction of the Shandong Science and Technology Market, support universities and leading enterprises to build a number of concept verification centers and pilot bases, promote universities and research institutes to sort out and activate existing patents, and integrate the output, evaluation and application transformation of major scientific and technological achievements. 3. Strengthen the integration of high-quality and efficient innovation elements. Promote the integrated development of talent chain, education chain, industry chain, and innovation chain, continuously strengthen the mechanism of cross departmental industry university research integration, and deepen cooperation in core technology research, scientific and technological achievement transformation, and resource element docking. Organize upstream and downstream enterprises in the industrial chain to carry out industry university research cooperation in advantageous disciplines across the country. Select and compile a recommended catalog of innovative products for the whole province, organize about 5 precise industry university research docking and new product and technology promotion activities throughout the year, cultivate and promote more than 600 items of the first set of technical equipment, the first batch of new materials, and the first version of high-end software. 4. Strengthen the cultivation of high-level innovative talents. Optimize the "2+N" talent gathering geese formation pattern, create a high-level platform for attracting and gathering talents in Jiqing, focus on the advanced manufacturing field, implement the three-year action plan for gathering top talents and overseas talents, improve the integration and landing mechanism of talents, platforms, and projects, and introduce about 10 top talents in the advanced manufacturing field full-time within the year. Deeply implement the Mount Taishan Industrial Leading Talent Project, explore the optimization of quota system in key areas, and solve the problem of personalized needs of enterprises. About 170 new leading talents are urgently needed in the industry throughout the year, cultivate 15 talent leading enterprises, and continue to create leading talents and high-level innovation teams for industrial technological innovation. Implement the Special Action for Cultivating Excellent Engineers, strive to undertake the national pilot of the Excellent Engineer Evaluation System of the Ministry of Industry and Information Technology, and strive to create a National Excellent Engineer College. 1. Accelerate the quality and efficiency improvement of traditional industries. Focusing on six major industries including metallurgy, petrochemicals, light industry, building materials, textiles and clothing, and machinery, we will develop a "one industry, one policy" transformation and upgrading plan, optimize technical transformation support policies such as equipment rewards and subsidies, loan subsidies, and equity investment, encourage enterprises to carry out large-scale equipment updates and transformations, sort out a batch of high-quality technical transformation typical cases by industry, select a batch of high-level technical transformation service providers, and strengthen the precise docking of supply and demand for all factors of technical transformation. By 2024, we will organize and implement around 12000 technological transformation projects with an investment of over 5 million yuan, driving an increase of approximately 7% in industrial technological transformation investment; Strive to promote the implementation of equipment upgrading and transformation in about 4000 industrial enterprises above designated size, and drive an investment of about 90 billion yuan in industrial technological transformation. 2. Accelerate the consolidation and upgrading of advantageous industries. Focusing on nine major industries including high-end chemicals, automobiles, smart home appliances, industrial mother machines, rail transit, marine equipment, agricultural machinery and equipment, high-end aluminum materials, and modern food, we will strengthen innovation and iteration of new technologies and products, enhance the supply capacity of high-end products, and accelerate the improvement of the competitive advantage of the entire industry chain. Strive to maintain the leading position in the country in terms of the production of major household appliances, high-speed trains, as well as the operating income of the food industry, industrial mother machines, and agricultural machinery and equipment industries throughout the year. The three major indicators of shipbuilding will remain among the top in the country, and the proportion of high-end chemical industry operating income to the total chemical industry will reach about 52%. 3. Accelerate the agglomeration of emerging industry clusters. Focusing on nine major industries including new generation information technology, high-end equipment, new energy and new materials, modern medicine, green environmental protection, new energy vehicles, low altitude economy, safety emergency equipment, and maglev, we will seize the development opportunities of the "new three", continuously expand the scale of the maglev industry, accelerate the layout of new energy equipment industries such as wind power, photovoltaics, and nuclear power, and strive to obtain support from the national high-tech ship special project. We will deepen the promotion of the "Ten Major Projects" of digital industrialization, and the operating income of the information technology industry will increase by more than 10% year-on-year. Accelerate the strengthening of the new energy vehicle industry, focus on key projects of passenger car enterprises, expand the leading advantage of commercial vehicle enterprises, and strive to achieve a total new energy vehicle production of about 600000 vehicles and a lithium battery production capacity of about 140GWh for the whole year. Focusing on seven major industries including metaverse, artificial intelligence, life sciences, future networks, quantum technology, humanoid robots, and deep sea aerospace, we will deeply implement the action plan for cultivating and developing future industries, clarify the industrial technology route, accelerate the demonstration of typical scenario applications, and concentrate on building 15 future industrial clusters with high technological level, strong innovation ability, and great development potential, striving to create a national technology standard innovation base for quantum information. Develop high standard implementation plans for empowering new industrialization with artificial intelligence, research and formulate specific support policies, and accelerate efforts to seize new opportunities. 5. Accelerate the transformation and development of key industries. Promote the steel industry to control the total amount, optimize and improve, save energy and reduce emissions, and ensure the achievement of the national crude steel production control target. We will promote the integration and transfer of production capacity in the coking industry in an orderly manner according to the nodes, and shut down the withdrawal of equipment, strictly implementing the annual production control target of about 32 million tons. Promote the reduction and upgrading of the refining industry from small to large, reduce oil and increase chemical production chain, accelerate the construction of major projects such as the integration of Yulong Island refining and chemical industry, and steadily promote the closure and withdrawal of 2 million tons and below phased out atmospheric and vacuum distillation refining units. Seriously implement the new policies for tire industry management and promote the construction of high-end projects such as high-performance radial tires and off-road tires. Vigorously develop high-end chemical products projects downstream of synthetic ammonia, and complete the annual supply guarantee task of 7.2 million tons of fertilizer issued by the state. We will speed up the construction of a national digital transformation promotion center for small and medium-sized enterprises, bringing together about 500 high-quality service providers and serving 10000 small and medium-sized enterprises throughout the year. To carry out digital transformation training for heads of industrial enterprises, 500000 enterprises were trained during the year, and more than 150000 small and medium-sized enterprises were added to "use numbers to give wisdom on the cloud. We will speed up the transformation of enterprise intelligence into digital networking, cultivate a number of national "digital pilot" enterprises and 5G factories at different levels, build more than 30 "industrial brains" and more than 2000 "Morningstar factories" in key industries, cultivate more than 200 provincial intelligent factories (digital workshops and scenes), and strive to create about 10 national intelligent manufacturing demonstration factories. Centering on the needs of advanced manufacturing industry, we will implement the plan to upgrade 100 enterprises in producer services, identify pilot projects for the integration of advanced manufacturing and service industries at the provincial level, study supporting policies to promote the leapfrog development of producer services, and focus on the headquarters economy. actively attract enterprises and projects in the fields of intelligent logistics, scientific and technological services, inspection and testing, creative design, advertising and marketing, and so on. Hold the fifth "Governor Cup" industrial design competition, solidly carry out activities such as service-oriented manufacturing in Shandong, industrial design into 100 enterprises, and accelerate the promotion and application of typical models. We will continue to promote the cultivation and construction of green manufacturing at the national, provincial and municipal levels, and strive to cultivate 200 green factories above the provincial level, 20 green industrial parks and 30 green supply chain management enterprises. In the chemical industry, rubber and other industries to select 200 enterprises to carry out carbon footprint accounting pilot, 100 enterprises to carry out carbon footprint certification pilot.
