Notice of Shandong Provincial Department of Industry and Information Technology on Organizing the Application of Provincial Green Manufacturing Units in 2024_Policy Information_Notice Announcement

Each city's industrial and information technology bureau, relevant units:

In order to comprehensively strengthen the construction of the green manufacturing system, accelerate the establishment of a gradient cultivation mechanism for green manufacturing units, and promote the development of industrial green transformation, in accordance with the requirements of the "Interim Measures for the Gradient Cultivation and Management of Green Manufacturing Units in Shandong Province" (hereinafter referred to as the "Measures"), we are now organizing the implementation of 2024 Annual provincial green manufacturing unit declaration work. Relevant matters are notified as follows:

1、 Overall requirements

The declaration of green manufacturing units this year includes green factories, green industrial parks and green supply chain management enterprises, and the reporting units shall meet the basic conditions in the measures. Enterprises and parks shall, on a voluntary basis, use self-evaluation or select third-party institutions with corresponding capabilities to evaluate against relevant standards, and submit self-evaluation reports or third-party evaluation reports. Each city selects and recommends the best in accordance with the principle of "selecting the best from the best, preferring to avoid abuse". In principle, the recommended enterprises and parks should be included in the municipal green manufacturing list.

2、 Declaration requirements

（1） Green Factory

For those that have issued industry standards for the evaluation of green factories (check on the website of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology), the evaluation shall be conducted in accordance with the requirements of industry standards, and other industries shall be evaluated in accordance with the General Principles for the Evaluation of Green Factories (GB/T 36132-2018). The recommended number of each city does not exceed 20.

（2） Green Industrial Park

According to the relevant requirements of green industrial park evaluation, each city should organize industrial parks with good industrial foundation, perfect infrastructure and high level of green manufacturing to declare, and give priority to industrial parks with a large number of green factories. The recommended number of each city is not more than 4.

（3） Green supply chain management enterprise

Enterprises in three industries, including electronics and electrical appliances, machinery, and automobiles, are evaluated according to the "Green Supply Chain Management Enterprise Evaluation Index System" (check on the website of the Energy Conservation and Comprehensive Utilization Department of the Ministry of Industry and Information Technology). Other industries are evaluated in accordance with the evaluation of green supply chain management enterprises. Relevant requirements are evaluated. All cities should organize enterprises with great influence, strong business strength, complete industrial chain, good foundation of green supply chain management and playing a leading role in the industrial chain in automobile, machinery, electronics, textile, communication and other industries to declare, and give priority to recommending leading enterprises with a large number of green factories among suppliers. The recommended number of each city is not more than 5.

（4） Third party evaluation agency

The third-party evaluation institution shall carry out its work in accordance with the requirements for the third-party evaluation of green manufacturing, prepare the evaluation report with reference to the relevant template requirements, and be responsible for the authenticity and accuracy of the contents and results of the evaluation report. The industry and information departments at all levels shall strengthen the compliance review of third-party institutions, and shall not believe the evaluation results issued by them if they do not meet the relevant requirements.

3、 Declaration Procedure

(I) unit declaration. Based on the principle of "voluntary participation", enterprises and parks conduct self-evaluation or entrust third-party evaluation in accordance with relevant requirements, and submit any kind of self-evaluation report or third-party evaluation report to the Municipal Bureau of Industry and Information Technology, and provide relevant support materials. The application report refers to Annex 1, Annex 2, Annex 3 and other relevant requirements (download from the notice bulletin board on the website of Shandong Provincial Department of Industry and Information Technology).

Recommended by (II) cities. The municipal bureaus of industry and information technology conduct a preliminary examination of the application materials, issue recommendation opinions to enterprises and parks that meet the requirements, fill in the "2024 Provincial Green Manufacturing Unit Recommendation Summary Form" (see Annex 5), and submit the application materials (one paper version and one electronic version) to the Green Development Promotion Office of the Provincial Department of Industry and Information Technology.

(III) assessment published. The Provincial Department of Industry and Information Technology organizes the review and demonstration of the application materials, and conducts on-site verification when necessary. For those that meet the requirements of green manufacturing evaluation, they will be publicized on the website of the Shandong Provincial Department of Industry and Information Technology after research and deliberation, and will be announced after the publicity has no objection.

4. dynamic management

(I) fill in the dynamic management table. From 2021 to 2023, all provincial green manufacturing units that have not been shortlisted at the national level must fill in the dynamic management form (see Annex 4)(download from the notice bulletin board on the website of Shandong Provincial Department of Industry and Information Technology) and submit the report step by step through the industrial energy conservation and green development management platform (website: https://green.miit.gov.cn).

(II) verification of name change and de-listing. If the name of the green manufacturing unit changes, the change explanation shall be submitted; If the actual production and business scope, production address or organizational boundary is significantly changed due to investment, merger, management or other reasons, a re-evaluation report shall be submitted (refer to the evaluation report of the green manufacturing unit); Each city shall verify and report the matters that have been removed from the list in the Measures; the Provincial Department of Industry and Information Technology will conduct a unified review of the above situation and publish the results of the review.

(III) review. Review the 2021 provincial green factories that have been completed for three years. The review targets are the green factories that have not yet been shortlisted at the national level. The Provincial Department of Industry and Information Technology organizes the review according to the dynamic management situation, carries out on-site verification as appropriate, dynamically adjusts the list according to the actual situation and publishes the review results, and extends the qualified products for three years.

5、 Other requirements

Industrial and information departments at all levels should strengthen the examination and control of declared enterprises and parks, fully solicit the opinions of local ecological environment, emergency management, market supervision and other departments, and strictly control the recommended quality of green manufacturing units. Cities should seriously organize dynamic management, strict data review, qualification review, review and other work. All application and recommendation materials and dynamic management materials shall be submitted to the Provincial Department of Industry and Information Technology before July 3, 2024.
