According to the Interim Measures for the Management of Gradient Cultivation of High quality Small and Medium sized Enterprises (Enterprise [2022] No. 63 of the Ministry of Industry and Information Technology), the Implementation Rules for the Management of Gradient Cultivation of High quality Small and Medium sized Enterprises in Shandong Province (Lu Gong Xin Fa [2022] No. 8, hereinafter referred to as the "Implementation Rules"), and the Notice of the Ministry of Industry and Information Technology on Carrying out the Cultivation of the Sixth Batch of Specialized, Refined, Unique and New "Little Giant" Enterprises and the Review of the Third Batch of Specialized, Refined, Unique and New "Little Giant" Enterprises (Enterprise Letter [2024] No. 142 of the Ministry of Industry and Information Technology), the relevant matters regarding the cultivation of the sixth batch of specialized, refined, unique and new "Little Giant" enterprises and the review of the third batch of specialized, refined, unique and new "Little Giant"

1、 Enterprise application requirements

（1） Specialized, refined, and new small and medium-sized enterprises within the validity period of our province (excluding Qingdao city) (or those already declared this year) can apply for the sixth batch of specialized, refined, and new "Little Giant" enterprises; The third batch of specialized, refined, and new "little giant" enterprises can apply for review. Qingdao enterprises shall apply according to the relevant notification requirements of Qingdao city. No fees will be charged for related applications.

（2） High quality SME gradient cultivation platform of the Ministry of Industry and Information Technology（ https://zjtx.miit.gov.cn/ ）The application window for specialized and new "Little Giant" enterprises on the platform will be open from April 25th to May 19th. The requirements for offline submission shall be subject to the specific requirements of the competent departments of small and medium-sized enterprises in each city, and the offline and online data shall be consistent.

（3） Enterprises are required to truthfully and independently fill in and provide relevant supporting materials, and are not allowed to apply through third-party organizations. The Ministry of Industry and Information Technology and the Provincial Department of Industry and Information Technology have not entrusted any institution to carry out specialized and innovative application business. During the initial review and audit, fairness and impartiality are guaranteed through methods such as "double random (random grouping review, random selection of experts)" and "blind review". Enterprises are advised to beware of unscrupulous intermediaries spreading false information and illegally profiting.

（4） The applying enterprise must meet the relevant recognition standards for specialized, refined, unique, and new "little giant" enterprises in the Implementation Rules. The relevant indicators need to be strictly controlled according to the "Partial Indicators and Requirements Explanation" in Annex 4 of the Implementation Rules.

（5） To reduce the burden of enterprise application, enterprises do not need to provide supporting materials such as "domestic segmented market share certificate of the previous year" issued by third-party institutions, domestic invention patent certificate, etc. (for overseas invention patents, integrated circuit design layout and other Class I intellectual property rights, they still need to provide). Enterprises only need to fill in the description and truthfully report the quantity to ensure the authenticity and standardization of the data. The data for applying for enterprise patents will be based on the data provided by the intellectual property department.

（6） The Ministry of Industry and Information Technology will provide free online application training for enterprises through a high-quality gradient cultivation platform for small and medium-sized enterprises; The Provincial Department of Industry and Information Technology has set up a consultation hotline for application, with the number 0531-88825756, and will organize a series of public welfare application guidance.

（7） The financial data of the enterprise is based on the audit report issued by the accounting firm. Please register the accounting firm on the unified regulatory platform for the registered accountant industry under the Ministry of Finance（ https://acc.mof.gov.cn ）After completing the registration, upload the coded electronic original to the high-quality gradient cultivation platform for small and medium-sized enterprises. If it is inconsistent, it will affect the application results. Please remind the accounting firm to include the two indicators of main business income and main business cost in the audit report.

（8） If it is found that a company has falsified its declaration data, the titles of innovative small and medium-sized enterprise, specialized and innovative small and medium-sized enterprise, specialized and innovative "little giant" enterprise, etc. will be cancelled, and the company will be prohibited from reapplying for at least three years. The relevant situation involving accounting firms will be reported to the industry regulatory authorities.

2、 Recommended work arrangement

（一）各市中小企业主管部门对照《实施细则》，认真对企业提供的材料进行初审核实，提出推荐意见；要切实履行责任、严格把关，加大对企业财务数据真实性、技术创新性的审核力度，确保申请书填报数据与佐证材料一致，提升推荐质量。

（二）各市中小企业主管部门于5月29日前，将加盖公章的纸质版推荐文件（一式2份）、企业申请书（附件1，一式4份，申请企业需加盖公章）、企业复核申请书（附件2，一式4份，申请企业需加盖公章）、推荐汇总表（附件3，一式2份）、复核情况汇总表（附件4，一式2份），连同以上文件的可编辑电子版1份、佐证材料扫描电子版（每家企业1个PDF文件）1份，通过邮政特快专递（EMS）邮寄至省工业和信息化厅中小企业处（创新创业指导处）。

（三）省工业和信息化厅通过组织实地抽查、第三方数据验证、财务报表对照、违法违规和异常经营情况分析论证、专家评审会等方式，对各市推荐的企业申请材料进行审核，并将通过审核的企业向工业和信息化部推荐。

（四）对于已成为工业和信息化部制造业单项冠军示范企业或单项冠军产品的企业，不再推荐新申请第六批专精特新“小巨人”企业；对于与已认定的专精特新“小巨人”企业存在控股关系的企业，以及同一集团内生产相似主导产品企业，不予推荐；对于第三批专精特新“小巨人”企业，不推荐复核的，需说明原因。

(VI), the third batch of specialized new "little giant" enterprises applying for review of the "average growth rate of the main business income in the past 2 years is not less than 5%" indicators do not require, mainly considering the impact of the new coronary pneumonia factors. The sixth batch of newly applied "little giant" enterprises still need to meet the target requirement of "the average growth rate of main business income in the past two years is not less than 5%.

3、 Precautions

（一）企业申报平台为工业和信息化部优质中小企业梯度培育平台（非我省培育库），建议申报企业提前登录并确认登录账号、密码。

（二）各级中小企业主管部门要高度重视，积极开展政策宣传解读，广泛动员企业申报；要加大服务力度，组织力量为申报企业提供全覆盖的免费咨询辅导服务。对本年度各市推荐材料质量、推荐企业通过率、推荐企业出现明显不符合《实施细则》标准的情况等，将进行通报。

（三）在复核通过名单印发前，原第三批专精特新“小巨人”企业称号依然有效；复核通过名单印发后，原第三批专精特新“小巨人”企业称号自动失效，以复核通过名单内企业为准。
