The competent departments of industry and information technology of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps, relevant units under the Ministry, and relevant industry associations (federations):
In order to implement the spirit of the Central Economic Work Conference and the deployment requirements of the National New Industrialization Promotion Conference, strengthen quality support and standard guidance, promote the pilot innovation and development of the manufacturing industry, build the "Made in China" brand, and promote the high-quality development of the manufacturing industry, we will now do a good job The notice on the improvement of industrial and informatization quality, pilot development and brand building in 2024 is as follows:
1、 Overall requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, implement the decisions and deployments of the Party Central Committee and the State Council, implement the new development concept completely, accurately and comprehensively, and better coordinate quality Effective improvement and reasonable growth in quantity, adhere to quality first, benefit first, implement excellent quality projects in the manufacturing industry, and promote the simultaneous development of pilot test with the innovation chain and industrial chain, strengthen the "Made in China" brand building to provide strong support for accelerating the new industrialization.
2、 Key tasks
(I) implementation of manufacturing excellence quality engineering
1. Enhance enterprise quality awareness. We will carry out the interpretation and publicity of policy standards, organize the release of "100 questions and answers on excellent quality engineering in manufacturing industry", and guide enterprises to establish advanced quality management system. Improve the quality management capability evaluation system of manufacturing enterprises, support industry associations and professional institutions to carry out online and offline integrated training for enterprises through special lectures, online tutoring and other training methods, and improve the quality awareness and literacy of all employees.
2. Improve the quality development ability of enterprises. Guide industry associations, professional organizations to organize advanced quality standards, promote advanced quality management methods and typical experience. Collect and select a number of typical cases of industrial and information quality improvement, compile and publish a set of typical cases of quality improvement, and publicize and promote the practical experience of typical cases. We will carry out national activities for small and medium-sized enterprises with digital empowerment, intellectual empowerment of scientific and technological achievements, and brand assignment of quality standards, so as to enhance the innovation ability and core competitiveness of small and medium-sized enterprises.
3. Promote digitalization of quality management. Continue to promote the "Manufacturing Quality Management Digital Implementation Guide (Trial)" to encourage the joint development of key methods and tools. For key industries, the quality management digital technology solutions are condensed by scene to promote the accurate docking of supply and demand, and the list of quality management digital scenes is sorted out at different levels to clarify the construction points and implementation paths of key scenes. Cultivate industrial Internet platform demonstration benchmark, improve the level of platform solution supply, support enterprises to enhance quality management capabilities.
4. Carry out quality management capability evaluation. According to the echelon path of "experience level, inspection level, guarantee level, prevention level and excellence level", quality management capability evaluation is carried out in more than 1000 enterprises. Through enterprise self-evaluation and on-site evaluation by professional institutions, enterprises are helped to determine the level, promote reform through evaluation, and continuously move towards the middle and high end of the value chain. Explore the chain main enterprise joint upstream and downstream enterprises to jointly carry out quality management ability evaluation, to achieve the quality of the industry chain consistency control.
5. Optimize the evaluation mechanism. Guide the issuance of industry standards for the evaluation of quality management capabilities of manufacturing enterprises, and strengthen the work guidelines for evaluation. To study the establishment of a technical guidance organization for the evaluation of quality management capabilities, establish a sound evaluation mechanism, and standardize the evaluation work. Select and cultivate high-quality evaluation institutions, strengthen the management of evaluation teams, and promote the healthy and orderly development of quality management ability evaluation.
6. Strengthen the application of evaluation results. Build a manufacturing quality management level index, regularly track and monitor the quality development level, and strengthen the monitoring and evaluation of sub-regional and sub-industry indicators and feedback of results. Improve the manufacturing excellent quality public service platform, improve quality information query, problem diagnosis, online evaluation and other service capabilities, accelerate the construction of quality digital maps, strengthen visual management and quality data monitoring, early warning and analysis.
(II) improve product quality with reliability as the core
7. Implementation of reliability "foundation building" and "multiplier" actions. Implement the implementation opinions on improving the reliability of the manufacturing industry, focus on key industries such as machinery, electronics, and automobiles, increase the application of intelligent testing equipment, promote enterprises to implement reliability improvement, improve the reliability of basic products and complete equipment, and form a number of key core products Typical demonstration of reliability improvement. Build a public service platform for quality and reliability in the field of electronic information, and improve basic support and comprehensive service capabilities.
8. Improve product quality in key industries. Promote the implementation of relevant policies in the fields of industrial mother machines, instrumentation, agricultural machinery products, and civil unmanned aircraft, and improve the quality and safety of key products. Deepen the implementation of product quality grading evaluation in key industries such as machinery, steel, building materials, and non-ferrous metals, and promote the establishment of a user adoption mechanism. Organize and carry out product quality inspections of lithium batteries and photovoltaic modules, promote the introduction of the "Measures for the Supervision and Inspection of Radio Transmission Equipment", and strengthen the supervision and inspection of radio transmission equipment.
9. Carry out the "three products" action in the manufacturing industry. In-depth development of raw materials "three products" action, research and development of a batch of raw materials "three products" list. In-depth implementation of consumer goods "three products" action, cultivate and expand the consumer goods industry "three products" strategic demonstration city, promote digital help "three products" typical scene cases, graded to build China's consumer famous products square.
(III) lay a solid foundation for quality development
10. Strengthen the quality standard support and lead. Formulate and revise a batch of product quality standards in the fields of raw materials, machinery, electronics, automobiles, software, etc., and promote the transformation of advanced group standards into industry or national standards. Prepare and publish the guidelines for the construction of the reliability standard system of the manufacturing industry, and strengthen the top-level design of the reliability standard system.
11. Promote the innovative application of quality engineering technology. Formulate implementation guidelines for the improvement of manufacturing process capabilities, and carry out diagnostic activities for the quality control capabilities of key processes of enterprises. Strengthen the application of quality technology foresight results, and draw a roadmap for the evolution of quality technology by industry. Promote the practical quality engineering technical manual of industrial enterprises, and explore the preparation of the recommended catalogue of quality engineering technical achievements.
12. Strengthen the management of industrial product quality control and technical evaluation laboratories. Revise laboratory management methods, strengthen laboratory scientific research attributes, and promote industrial quality and technological innovation. Optimize the laboratory management mechanism, establish a laboratory review system, and improve the overall level of the laboratory. A number of new industrial product quality control and technology evaluation laboratories were approved around key areas to support the high-quality development of key industrial chains.
13. Improve the quality of public service effectiveness. Industry associations and professional institutions are encouraged to carry out quality analysis and comparison of key products, comparative tests, testing and evaluation, and experiential surveys to guide rational consumption choices. Support activities such as quality diagnosis, overall reliability solution, user experience, product quality innovation competition, etc., to create a good atmosphere for quality improvement. Encourage professional institutions to strengthen certification technology and service innovation, support high-end quality certification in consumer goods, equipment, electronics and other fields, and increase the supply of high-quality products.
(IV) to promote the development of pilot innovation in the manufacturing industry
14. Select and sort out the excellent scenes of the pilot test. Refining the key requirements for the pilot phase, selecting a batch of excellent pilot scenarios with high technical level and promotion value, driving breakthroughs in a batch of key technologies, processes, products, standards and solutions, excavating a batch of typical pilot service models, exploring the formation of pilot innovation development paths with industry characteristics, and providing reference guidelines for enterprises to enhance their pilot capability.
15. Layout construction pilot platform. To investigate and sort out the construction mode of the pilot platform, the reserve of pilot capacity and the demand for public services, prepare the implementation guide for the construction of the pilot platform in the manufacturing industry, and lay out the construction of a number of high-level pilot platforms. Select a number of major pilot projects with strong industry driving force, strengthen investment support, and promote industrial innovation technology iteration. Cultivate a number of excellent pilot public service platforms and promote advanced typical experience.
16. Improve the support capacity for pilot development. Strengthen the overall coordination of pilot standards and promote the establishment of a pilot standardization working group for the manufacturing industry. Development of manufacturing pilot standard system construction guide, establish and improve the pilot standard system and release a number of key standards. Promote the establishment of a pilot-scale development promotion organization, guide industry, university, research and application and other forces to participate in policy development and decision-making consultation, carry out pilot-scale common technology research, industry standard formulation, and innovative method research, and support and promote inter-industry communication, exchanges and cooperation, Condense the joint force of pilot development.
17. Optimize the pilot project management mechanism. Prepare chemical pilot project construction management standards, guide localities to standardize the landing process of chemical pilot projects, strengthen supervision during and after the event, moderately inclusive approval of chemical pilot project safety assessment and environmental assessment, and solve the difficult and long cycle of chemical pilot project approval.
(V) to build "made in China" brand
18. Lay a solid foundation for brand building in the manufacturing industry. Promote the optimization and upgrading of the brand cultivation management standard system, and establish and improve the manufacturing brand standard system. Explore the construction of manufacturing enterprises, the future and emerging industry brand database, improve the manufacturing brand monitoring mechanism. Encourage enterprises to strengthen the construction of brand professionals and improve brand building capabilities.
19. Strengthen the cultivation of manufacturing brands. Support industry associations and professional institutions to carry out services such as enterprise brand creation evaluation and diagnosis. Encourage all localities to build regional brands of industrial clusters around characteristic and advantageous industries. Organize and carry out brand cultivation and brand going out to sea activities in advantageous industries to create more "Made in China" brands.
20. Increase brand evaluation and dissemination. Select a group of "Made in China" brands to create typical cases, and explore the release of industrial product brand lists in key areas. Support to carry out brand building salon activities, strengthen the "Made in China" brand creation experience to promote exchanges. Organize China International SME Expo to promote SME brands and product brands. Continue to hold textile and clothing "excellent supply to promote upgrading" activities, food industry "three products" achievement exhibition, "517" food festival food to promote consumption activities.
3、 Regarding requirements
(I) strengthen organizational coordination. Local departments in charge of industry and information technology should implement the work requirements on quality assessment, strengthen overall planning and coordination, formulate annual plans, strengthen process management and effectiveness evaluation, give full play to the advantages of industry associations and professional institutions in supply and demand docking, resource coordination, expert think tanks, etc., provide enterprises with high-quality professional services, and promote the implementation of relevant work. Please report the annual work summary to the Ministry of Industry and Information Technology (Science and Technology Department) before December 10, 2024.
(II) strengthen resource security. The competent departments of industry and information technology in various localities should, in the light of the actual conditions of the region, formulate supporting policies and incentive measures, and make full use of various policy channels. to provide capital, land, talent, finance and other guarantees for quality improvement, pilot development, and brand building. Guide and promote diversified investment, encourage financial capital and social capital to increase support.
(III) create a good atmosphere. Local departments in charge of industry and information technology should step up policy publicity and implementation, summarize and refine the characteristic highlights of quality improvement, pilot development, brand building, and so on, and actively promote effective measures and typical experiences. Strengthen public opinion propaganda, establish positive models, and continue to create a good atmosphere that values quality, advocates pilot trials, and strives for brands.
