Shandong Provincial Department of Industry and Information Technology: Notice on Carrying out the Identification and Review of the Cultivation of Specialized and Special New Small and Medium-sized Enterprises in 2024_Policy Information_Notice Announcement

In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on "stimulating the emergence of more specialized and new small and medium-sized enterprises", and fully implement the task deployment of "promoting the specialized and special development of small and medium-sized enterprises" in this year's government work report of the State Council, according to the "interim measures for the management of gradient cultivation of high-quality small and medium-sized enterprises" (Ministry of Industry and Information Technology Enterprises No. 2022 No. 63), Shandong Province, hereinafter referred to as the "Detailed Rules for Implementation"), the organization is now carrying out the identification and review of the cultivation of specialized new small and medium-sized enterprises in 2024. Relevant matters are notified as follows:

1、 Declaration and recommended candidates

Innovative small and medium-sized enterprises within the validity period (or have been declared this year and meet the announcement conditions) can apply for specialized new small and medium-sized enterprises in 2024. Provincial "specialized and new" SMEs identified in 2020 and 2021 may apply for review. After the issuance of this year's list of specialized and new small and medium-sized enterprises, the original provincial title of "specialized and new" small and medium-sized enterprises in 2020 and 2021 will automatically become invalid.

The applicant enterprise must comply with the relevant accreditation standards for fine new small and medium-sized enterprises Secondary specialized school the Implementation Rules. For enterprises recommended by various cities and strictly meet the conditions, the "threshold system" will be reviewed and announced.

2、 Work Procedure

(I) province high-quality small and medium-sized enterprise gradient cultivation library (https://www.yztdpt.cn/,以下简称“培育库”) specialized new small and medium-sized enterprise application window will be open from March 21 to April 15. Eligible enterprises log into the cultivation database, and the newly applied enterprises fill in the application form for specialized and special new small and medium-sized enterprises and upload relevant supporting materials on the "Application Information for High-quality Small and Medium-sized Enterprises" page. Enterprises applying for review fill in the review application form and upload relevant supporting materials on the "Certification Expiration Management-Review" page. On this basis, enterprises submit relevant application materials according to the specific requirements of the competent departments of small and medium-sized enterprises in each city, county (city, district) (the paper version of the application form can be downloaded and printed in the cultivation library), and the paper materials and online reporting data should be completely consistent.

(II) the competent departments of small and medium-sized enterprises in various cities to carefully conduct preliminary examination and verification of the materials provided by the enterprises according to the detailed rules for implementation, and put forward recommendation opinions. Before April 26 (Friday), the recommendation documents stamped with the official seal, the recommendation summary table (Annex 1), the review summary table (Annex 2, the above are all in duplicate in paper version and one editable electronic version), and the enterprise application form (in duplicate in paper version), by postal express mail (EMS) to the small and medium-sized enterprises (innovation and entrepreneurship guidance) of the provincial department of industry and information technology, the supporting materials will be submitted to the scanned electronic version (original scan, 1 PDF document for each enterprise).

（3） According to the Implementation Plan of the Provincial Government Office on Promoting the Use of Public Credit Reports as a Substitute for Proof of No Illegal or Irregular Records by Business Entities, the competent departments of small and medium-sized enterprises in each city can organize enterprises to issue "Public Credit Reports (Proof of No Illegal or Irregular Records)" for verification, or contact the development and reform department to verify the relevant situation in the past three years, and reflect the results in the recommended documents, to determine whether the declared enterprise has "no major safety (including network security, data security), quality, environmental pollution and other accidents, as well as tax evasion and other illegal and irregular behaviors".

(IV) Provincial Department of Industry and Information Technology will organize the review, spot check and publicity of recommended enterprises and related materials. If there is no objection to the publicity, it shall be announced as the specialized new small and medium-sized enterprises in 2024 and the specialized new small and medium-sized enterprises that have passed the review in 2024.

3、 Job requirements

The competent departments of small and medium-sized enterprises at all levels in the (I) must attach great importance to it, actively carry out policy publicity and interpretation, and extensively mobilize enterprises to declare; they must earnestly perform their duties, adhere to conditions and standards, and strictly review and check. The Provincial Department of Industry and Information Technology will notify the quality of recommended materials, the pass rate of recommended companies, and the situation that recommended companies obviously do not meet the standards of the "Implementation Rules" in each city this year.

The (II) audit insisted on fairness and impartiality, randomly selected experts, and did not entrust any third-party organization to carry out training. Enterprises do not charge any fees for applications. They only need to truthfully fill in relevant data and forms and provide corresponding information. They are not allowed to declare through intermediaries. The review will focus on this. The competent departments of small and medium-sized enterprises at all levels should strengthen their services and assist enterprises in need to understand policies and prepare materials.

(III), for the provincial "specialized and special new" small and medium-sized enterprises in 2020 and 2021 that have not been recommended for review, the competent departments of small and medium-sized enterprises in each city shall specify the reasons for not recommending in the review summary table.

(IV) recognized specialized and special new SMEs are valid for 3 years. If there are no other special circumstances, they will be reviewed in 2027.
