Shandong Provincial Department of Industry and Information Technology: Notice on Soliciting Technology, Talent Demand, and Recommended New Technologies and Products from Iconic Industry Chain Enterprises in Shandong Province
Each city's industrial and information technology bureau, relevant units:
In order to thoroughly implement the requirements of the "Shandong Province Iconic Industry Chain Industry University Research Collaborative Innovation Action Plan" (Lugong Xinji [2022] No. 203), strengthen the collaborative innovation of industry university research, solve the technical and talent needs of enterprises, and promote the industrialization of innovative achievements in universities and research institutes. We are now conducting a collection of technology, talent demand, and recommended new technologies and products for iconic industrial chain enterprises throughout the province. The specific matters are notified as follows:
1、 Involving the industrial chain and segmented industries
1. New generation information technology industry chain (focusing on integrated circuits, high-end software, computers, and peripherals);
2. Textile and clothing industry chain;
3. High end equipment industry chain (mainly involving automobiles, rail transit equipment, CNC machine tools, energy-saving and environmental protection equipment);
4. Advanced materials industry chain (focusing on high-performance fibers, composite materials, and new metal materials);
5. Light industry chain (mainly involving the fields of food, papermaking, smart home appliances, and furniture);
6. High end chemical industry chain;
7.医药产业链（重点涉及医药、医疗器械）；
8.工程机械产业链；
9.船舶和海工装备（重点涉及船舶、海洋工程装备领域）；
10.新能源装备产业链（重点涉及风电装备、核电装备、氢燃料电池装备）；
11.农机装备产业链。
2、 Scope of solicitation
（1） Technical requirements: Based on careful research and analysis of the industry and its own situation, enterprises need to sort out and propose technical, process, material and other needs that domestic universities and research institutes need to help solve.
（2） Talent demand: Relevant demands mainly focus on solving key technological and transformational development issues faced by enterprises, and those that can be met through general recruitment do not need to be filled in.
（三）可推介的新技术新产品：2021年1月以来研发的技术先进、产权明晰、质量可靠、市场前景广阔的新技术新产品均可。
3、 Work Procedure
（1） Enterprise reporting.
1.提报技术、人才需求需填写山东省标志性产业链企业技术、人才需求情况表（见附件1、3），相关需求要尽可能具体，明确相关技术参数、存在的瓶颈问题及其他要求等，方便匹配合适的专家人才团队。若有对接省外院校计划，建议明确到具体院校名称。
2.提报可推介的新技术新产品需填写山东省标志性产业链企业新技术新产品推介情况表（见附件5）。
（二）各市审核。各市工业和信息化局要认真组织本市有意向的企业提报有关材料，确保材料真实可靠，以市为单位汇总（需填写附件2、4、6）反馈至邮箱。
（3） Demand push. The Provincial Department of Industry and Information Technology will sort and summarize the materials submitted by each city, and, on the premise of voluntary disclosure of needs by enterprises, will work with the Provincial Department of Education, the Provincial Department of Science and Technology, and higher education institutions and research institutes inside and outside the province to connect. For those with definite intention needs, they will communicate separately, promote our province's enterprises and push relevant needs, attracting domestic industry university research advantages resources to gather in our province.
（四）组织活动。省工业和信息化厅将根据工作要求和企业定向需求，委托行业协会进行正式推介新技术新产品，并组织相关企业赴省内外高等院校、科研院所，专家教授团队走进省优势产业集群或链主企业，开展全省标志性产业链产学研精准对接及新技术新产品推介活动，推动产学研深度融合发展，带动产业技术进步和创新能力提升。
四、有关要求。请企业本着自愿原则，如实认真填报，表格请报所在地市工信局，不接收企业单独报送。请各市做好相关需求梳理工作，轻工产业链相关表格汇总后请于3月15日前发至科技处邮箱，其他产业链相关表格汇总后于4月1日前发至邮箱。
