Work Plan for Digital Transformation of Industrial Enterprises in the Province (2024-2026)
In order to thoroughly implement the spirit of the provincial work conference on the high-quality development of the digital economy and the provincial conference on the promotion of new industrialization, speed up the implementation of the action plan for the digital transformation of the manufacturing industry, comprehensively promote the popularization and upgrading of the digital transformation of industrial enterprises, and help the development of new industrialization, the following work plan is formulated.
1. development status
A comprehensive assessment shows that in 2023, the coverage rate of digital transformation of industrial enterprises in the province is 87.3, which is the main task of transformation and upgrading, of which the deep transformation rate is 42%. The proportion of enterprises that have not implemented the transformation is 12.7, which is the main target group for the popularization of the transformation.
2、 Overall requirements
According to the working idea of "one hand grasping popularization and one hand grasping promotion", we insist on from easy to difficult, classified policies, rolling implementation and comprehensive coverage. We will carry out the popularization of digital technology application for "one enterprise, one file" for enterprises that have not implemented transformation, help upgrade the level for enterprises that have implemented transformation, accelerate the cultivation of "point benchmark, online demonstration and face model", and lead and drive the overall improvement of digital transformation level of industrial enterprises. Strive to achieve the digital transformation of the province's regulated industrial enterprises through three years of hard work, "should know everything", "willing to turn everything" and "can turn everything". The transformation coverage rate will reach about 98%, and the deep transformation rate will reach more than 50%. The integrated development of industrialization and industrialization and the digital transformation index of manufacturing industry continue to be in the forefront of the country.
3、 Implementation path
Build and make good use of one center (national digital transformation promotion center for small and medium-sized enterprises), build and optimize one working system (four lists of "one set of index system, one bank of enterprises to be transferred, one resource pool of service providers, one set of transformation guidelines" and the "seven-step" working method of three mechanisms of "counseling diagnosis, application promotion and annual evaluation"), and launch one characteristic brand ("gongfu Shandong"), multi-dimensional, all-round and integrated to promote the popularization of digital transformation of industrial enterprises.
(I) High Standards to Build National Center for Digital Transformation of Small and Medium-sized Enterprises
1. Build a strong and good use of the number promotion center. According to the "123" structure (I .e. one market-oriented entity, two carriers of "online and offline", and three forces of digital economy industrial park, private non-enterprise units and service provider alliance), the "online" public service platform will be accelerated to improve, the construction of offline innovation experience center will be accelerated, about 500 high-quality service providers will be gathered, and an integrated service ecology such as scene experience, supply and demand docking, talent training, etc, at the end of March 2024, the front-line innovation experience center has the conditions to open to the outside world, serving more than 10000 small and medium-sized enterprises throughout the year. Within 3 years, it gathered about 1300 high-quality service providers, formed more than 5000 high-quality solutions, provided "one-stop" transformation services, and trained more than 10000 entrepreneurs.

2. Prepare and publish index system. On the basis of drawing lessons from the Small and Medium-sized Enterprise Digital Level Evaluation Index of the Small and Medium-sized Enterprises Bureau of the Ministry of Industry and Information Technology, and the national standard "Digital Transformation Maturity Model and Evaluation", formulate and release the digital transformation level evaluation index system of industrial enterprises in our province, and build an evaluation platform Provide services to enterprises. By March 2024, the design of the index system and the mutual recognition of similar standards will be completed, and the evaluation will be open throughout the year, with free diagnostic evaluation for industrial enterprises, so as to help enterprises and cities understand their development stage and regional development level.
3. Establish a database of enterprises to be transformed. For enterprises that have not implemented digital transformation, implement "one enterprise, one file" management, and achieve "one-to-one" guidance services in online evaluation, on-site diagnosis, entrepreneur training, service provider docking, free experience and other links, and strive to promote more than 1000 enterprises to carry out digital transformation every year. For enterprises that have implemented digital transformation, further tap the needs of transformation and upgrading, implement "one project, one file" management, expand the supply of various elements, speed up the implementation of projects, and give priority to provincial and municipal benchmarking demonstrations with obvious results, and give support in accordance with regulations.
4. Form a resource pool of service providers. For the national collection of digital transformation of high-quality service providers, by the end of February 2024 to complete the first batch of service provider map list and continue to update. We will increase the opening up of industrial enterprise scenes, encourage high-quality service providers to provide free diagnostic services for entering enterprises, explore the "early adopters" mechanism of "small, fast, light and accurate" (miniaturization, speed, light weight and precision) products and solutions, and regularly publish the "free trial before purchase" service list by industry and category to accurately push.
5. Draw guidelines for digital transformation. Organize national high-end think tanks, draw and publish guidelines for the transformation and upgrading of enterprises at all stages, guide enterprises at all stages to apply digital technology to improve the digital level of operation and management, production and manufacturing, R & D and design, supply chain management, collaborative office, etc., focus on solving the digital software that should be prioritized and the weak links of business capabilities that should be prioritized, and help enterprises take the "first step" and "key step" of transformation and upgrading ". By the end of April 2024, the 1.0 version of the transformation and upgrading path guide will be released, and iterative upgrades will be carried out in due course.
6. Accurate guidance diagnosis promotion. At the provincial level, about 10 scene roadshows, on-site meetings and other activities are held every year according to the classification of industries and industrial chains. "Training and guidance" will coordinate the promotion of the digital transformation of enterprises and increase the tilt towards traditional industries such as light industry, textiles and building materials. At the municipal level, according to the management mechanism of "one enterprise, one file" and "one project, one file", the role of "10,000 digital specialists" will be further brought into full play and service providers will be organized, actively promote the "free trial before purchase" model to support the development of digital transformation projects.
7. From the point line surface application promotion. For key enterprises to cultivate "digital pilot" enterprises, smart factories, 5G factories and morning star factories at different levels, to create a benchmark. To carry out the "work to give a hundred scenes" action, in accordance with the "industry questions, platform answers" ideas, each year to cultivate about 100 typical scene solutions, to create online demonstration. Build more than 50 provincial-level "industrial brains", cultivate about 50 "digital economy headquarters", and use digital technology to provide services such as centralized procurement and unified marketing, shared logistics and warehousing, and supply chain finance, so as to create a model. Comprehensive use of capital awards, financial services, supply and demand docking and other ways to promote the implementation of pilot projects, the formation of benchmarking demonstration, drive large-scale promotion.
8. Annual evaluation of iterative upgrades. In October of each year, a digital transformation level assessment for the province's regulated industrial enterprises is carried out, and the analysis is sorted out by region, industry and industry chain, so as to find out the current situation and trend of digital transformation development, understand the needs and difficulties existing in the digital transformation of enterprises, continuously iterate and upgrade measures, regularly update the "enterprise library to be transformed" and project library, and accurately locate the development stages of enterprises, strive to increase the transformation coverage and deep transformation rate by 2-3 percentage points per year.
(III) Launching "Gong Fu Shandong" Characteristic Brand
9. Give full play to the leading role of "Gong Fu Shandong. We will continue to implement the industrial Internet platform training project, cultivate about 50 new provincial-level industrial Internet platforms every year, improve the "provincial platform-national characteristic professional platform-national double cross-platform" echelon training mechanism, and encourage advantageous platforms to accelerate the promotion of industry influence. Adhere to the two-wheel drive of "building a platform and using a platform", based on unified identification and organization, give full play to the role of market-oriented entities such as Shandong and "double-span" platforms, promote the entry of industrial Internet into enterprises, parks and industries, assist in the digital transformation process of enterprises with brand building, and build a "Shandong" model of "open cooperation, sharing and win-win.
4、 Guarantee measures
(I) strengthen the organization and implementation. Establish a three-level linkage mechanism of provinces, cities and counties (districts and cities). The provincial level is responsible for overall promotion, establishes work accounts according to time nodes, regularly dispatches and reports progress, and coordinates and solves difficult problems. The city and county levels are responsible for implementation, encourage innovative work initiatives based on actual conditions, accelerate the improvement of digital transformation coverage and in-depth transformation rates, and ensure that the implementation of various tasks is effective.
(II) optimize policy supply. Make good use of the provincial policy list of "promoting economic consolidation and improvement, accelerating green, low-carbon and high-quality development", and give awards and supplements to national benchmarking, scenario solutions, technological transformation, industrial brains, network infrastructure, etc. The coverage of digital transformation will be included in the provincial supervision and incentive, the creation of new industrialization demonstration areas and other assessment items. Cities are encouraged to study policies and measures to support digital transformation.
(III) improve digital literacy. Comprehensively carry out digital transformation training for industrial enterprise leaders, adopt a "online and offline" combination model, and focus on universal training for enterprise leaders who have not implemented transformation, focusing on solving problems such as those who do not want to transfer and are unwilling to transfer, and for those who are in a critical period of transformation In the case of enterprise leaders, focus on carrying out promotion training, focusing on solving problems such as non-transfer and non-transfer, and accelerating the realization of universal promotion and full coverage of training for industrial enterprises.
(IV) form a working force. The industry and information departments of provinces, cities and counties (districts and cities) have strengthened their work linkage, regularly carried out a series of activities such as scene release, publicity and promotion, on-site observation, training and exchange, and organized enterprises to "look at samples and learn samples" by region and industry ". Give full play to the supporting role of high-end think tanks to provide professional guidance and services for the digital transformation of industrial enterprises in the province.
This plan will come into force on February 19, 2024 and will be valid until December 31, 2026.
