Provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and industrial and information technology and market supervision authorities of Xinjiang Production and Construction Corps:
In order to implement the spirit of the 20th National Congress of the Communist Party of China, systematically promote the digital transformation and intelligent upgrading of the manufacturing industry, accelerate the construction of a modern industrial system, and comprehensively enhance the supply capacity of intelligent manufacturing, according to the "14th Five Year Plan" for the development of intelligent manufacturing, the Ministry of Industry and Information Technology and the State Administration for Market Regulation jointly launched the 2023 intelligent manufacturing system solution unveiling and leadership work. The relevant matters are hereby notified as follows:
1、 Task objective
Focusing on the construction needs of intelligent factories and smart supply chains in key industries, we will focus on 21 directions for tackling intelligent manufacturing system solutions (see Annex 1 for details), explore and cultivate a group of advantageous units that master key core technologies and have strong independent and controllable supply capabilities, promote the deep integration of process, equipment, software, and network technologies, break through a batch of advanced and applicable intelligent manufacturing system solutions that can be replicated and promoted on a large scale, and enhance the professional and standardized intelligent manufacturing integration service capabilities.
2、 Declaration conditions
（1） The applicant should be an enterprise or research institute registered within the territory of the People's Republic of China, with independent legal personality, good economic benefits in the past three years, and a good credit record. Its main business includes the research and development, supply, and service of intelligent manufacturing system solutions.
（2） The applicant should have a good foundation in technological innovation and implementation of intelligent manufacturing system solutions, necessary site, equipment, and personnel conditions, comprehensive capabilities in engineering research and development, testing, and implementation, successful application cases in the corresponding industry and field, and be willing to evaluate, accept, and promote the content of the application for unveiling tasks.
（3） The applicant has not had any major or particularly serious safety production accidents, major or particularly serious environmental accidents, or any illegal or irregular behavior in the past three years.
3、 Organize and implement
（1） The applicant can refer to the "Key Industries and Research Directions for Intelligent Manufacturing System Solution Unveiling and Leading" (Attachment 1) and the "Application Form for Intelligent Manufacturing System Solution Unveiling and Leading Projects" (Attachment 2) to prepare the application materials, and complete the online application before November 15, 2023.
(II) each subject can only declare 1 project, and each project can propose solutions in different industries for up to 3 key research directions. The subject of the declaration shall be responsible for the authenticity of the contents of the declaration and ensure that the declaration materials do not involve state secrets or commercial secrets.
(III) the competent departments of industry and information technology of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang production and Construction Corps, in conjunction with the competent departments of market supervision, to organize the recommendation of projects declared in their respective regions. The number of projects that can be recommended by all provinces, autonomous regions, and municipalities directly under the Central Government shall not exceed 20, and the number of projects recommended by cities under separate state planning and the Xinjiang Production and Construction Corps shall not exceed 5.
The (IV) recommendation unit shall complete the online review before November 30, 2023, submit the Summary of Recommendations for Projects in Charge of Uncovering Intelligent Manufacturing System Solutions (Annex 3) in writing to the Ministry of Industry and Information Technology (Equipment Industry Division I), and mail the Application Form for Projects in Charge of Uncovering Intelligent Manufacturing System Solutions stamped with the official seal of the competent department to the Institute of Comprehensive Technology and Economics of Machinery Industry Instruments, a technical support unit. The recommendation work should follow the principle of government guidance and enterprise voluntariness, give priority to recommending independent and controllable projects with outstanding innovation ability, broad market prospect and obvious industry leading role, and fully consider the industry coverage. The recommending unit shall strengthen the guidance, supervision and service for the final selected and unveiled units, and give priority support to policies and elements under the same circumstances.
The Ministry of Industry and Information Technology of (V) and the General Administration of Market Supervision jointly organized the selection and publication of the intelligent manufacturing system solution unveiling unit and unveiling task list.
The (VI) unveiling unit shall complete all tasks within 2 years after the announcement in accordance with the requirements of the research objectives and indicators proposed in the application form. If one of the research directions involves applications in multiple industries, it is necessary to carry out application verification in at least 2 enterprises in each industry to achieve clear results.
The Ministry of Industry and Information Technology of the (VII) and the General Administration of Market Supervision jointly organized and carried out the acceptance work of unveiling the list, and selected the best and publicized the winning units.
(VIII) enterprise declaration, progress report, acceptance application and online review are all based on the intelligent manufacturing data resources public service platform (https://solution.miit-imps.com).
