In order to accelerate the implementation of the innovation-driven development strategy, strengthen the dominant position of enterprises in scientific and technological innovation, and enhance the technological innovation capabilities of enterprises, according to the "Administrative Measures for the Recognition of Technological Innovation Demonstration Enterprises (Trial)" (Ministry of Industry and Information Technology, Joint Branch [2010] No. 540, hereinafter referred to as the "Administrative Measures") and the "Notice of the General Office of the Ministry of Industry and Information Technology on Organizing the Identification of National Technological Innovation Demonstration Enterprises and the Review and Evaluation of National Technological Innovation Demonstration Enterprises in 2023" (Ministry of Industry and Information Technology Branch Letter [2023] No. 260), now organize the identification, review and evaluation of national technological innovation demonstration enterprises in 2023 and the identification, review and evaluation of provincial technological innovation demonstration enterprises. The specific matters are notified as follows:

1. National Technology Innovation Demonstration Enterprise

(I) identification work

The application for recognition of national technological innovation demonstration enterprises should have key core technology research and outstanding achievements in industrialization in key areas of the manufacturing industry, and the basic conditions and application materials that the enterprise should have shall be implemented in accordance with the relevant provisions of the "Administrative Measures. The Municipal Bureau of Industry and Information Technology recommends 1-2 enterprises to declare among the identified provincial-level technological innovation demonstration enterprises. Provincial enterprise groups and central enterprises in Shandong may directly recommend and submit. The Provincial Department of Industry and Information Technology organizes experts to demonstrate in accordance with the "Management Measures" and recommends them on the basis of merit.

(II) review and evaluation

1. The scope of review and evaluation is the national technological innovation demonstration enterprises identified and approved by the review in 2020 (Annex 3).

2. The Municipal Bureau of Industry and Information Technology organizes relevant enterprises to fill in the evaluation materials and provide necessary accessories and certification materials. The relevant data indicators are up to the end of 2022, of which the financial data are filled in in accordance with the audited 2022 accounting statements. For a national technology innovation demonstration enterprise that has been renamed or reorganized, please provide the name change and relevant certification materials.

3. According to the Administrative Measures, enterprises that fail to pass the review and evaluation will be announced to revoke the title and delist.

2. provincial demonstration enterprise of technological innovation

(I) identification work

On the basis of the voluntary nature of enterprises, the Municipal Bureau of industry and information technology recommends enterprises with key core technology research and obvious achievements in industrialization in key areas of manufacturing industry to declare. The basic conditions of enterprises shall refer to the relevant provisions of the administrative measures. Provincial enterprise groups and central enterprises in Shandong may directly recommend and submit.

(II) review and evaluation

1. The scope of review and evaluation is the provincial technological innovation demonstration enterprises identified in 2020 (Annex 7).

2. The Municipal Bureau of Industry and Information Technology organizes relevant enterprises to fill in the evaluation materials and provide necessary accessories and certification materials. The relevant data indicators are up to the end of 2022, of which the financial data are filled in in accordance with the audited 2022 accounting statements. For provincial-level technology innovation demonstration enterprises that have been renamed or reorganized, please provide the name change and relevant certification materials.

3. Enterprises that fail to pass the review and evaluation will be announced to revoke the title and delist.

Submission of 3. materials

(I) National Technology Innovation Demonstration Enterprise

The municipal industry and information bureaus, provincial enterprise groups and central enterprises in Shandong are requested to submit the summary form and application materials (annexes 1 and 2, paper version in triplicate and electronic version in two copies), review and evaluation materials (annex 4, paper version in duplicate and electronic version in two copies in two copies) and recommendation documents to the provincial industry and information department before October 16.

(II) provincial demonstration enterprise of technological innovation

Please submit the summary table and application materials (Annexes 5 and 6, one electronic CD), review and evaluation summary table and materials (Annexes 8 and 9, one electronic CD) and recommended documents to the Provincial Department of Industry and Information Technology by October 16.
