Municipal (excluding Qingdao) Industry and Information Bureau, Finance Bureau:

According to the "Notice of Shandong Provincial Department of Finance, Shandong Provincial Department of Industry and Information Technology on Printing and Distributing the Implementation Rules of Provincial Financial Support for High-level Technological Transformation and Other Policies" (Lu Cai Gong [2021] No. 1) and the spirit of the 2023 "steady improvement, progress and quality improvement" policy list (the first batch), the relevant matters concerning the organization and declaration of 2023 technological transformation equipment award and subsidy projects are hereby notified as follows.

1、 Scope of Support

Focus on the new generation of information technology, high-end equipment, advanced materials, high-end chemical industry, medicine, construction machinery, light industry, shipbuilding and offshore equipment, new energy, textile and clothing, agricultural machinery equipment and other key industries, enterprises under construction or new construction, the application of a new generation of information technology to transform the construction of intelligent factories, digital workshops and the implementation of industrial Internet-based transformation projects.

2、 Support methods

Within the above scope, and in line with the following declaration conditions and requirements of the technical transformation projects, the use of financial rewards and subsidies to give support. Specific standards: the purchase cost of production, testing, research and development equipment and supporting software and hardware systems, as well as the purchase cost of intellectual property rights and scientific and technological achievements in the process of project construction and transformation (among which, the single purchase cost of corresponding equipment and supporting software and hardware systems is more than 100000 yuan, and the total amount is not less than 10 million yuan), shall be supported according to the proportion of no more than 10%, and the maximum 5 million yuan for a single enterprise.

3、 Declaration conditions

(I) industrial enterprises registered within the administrative region of Shandong Province (excluding Qingdao) with independent legal personality.

(II) technological transformation projects under construction or newly started with a total investment of more than 50 million yuan should, in principle, be provincial-level technological transformation-oriented catalog projects.

(III) projects obtained project filings or approvals between January 1, 2020 and March 31, 2023.

The (IV) has gone through the relevant procedures that should be met before the construction of environmental protection, safety, energy conservation, land, planning and other projects in accordance with the law.

The single purchase cost of equipment and supporting software and hardware systems completed by the (V) project from April 1, 2022 to March 31, 2023 is more than 100000 yuan, and the total amount is not less than 10 million yuan (subject to the invoice time and amount).

(VI) enterprises are not included in the list of serious violations of the law and breach of trust.

(VII) meet the requirements of the "green threshold" system for financial-related enterprise funds.

(VIII) other necessary conditions.

4. declaration materials

Joint declaration documents of municipal industry and information technology and financial departments. The declaration document contains 2 attachments:

Summary of Application for Shandong Technical Transformation Equipment Award and Supplementary Fund Project in (I) 2023 (see Annex 1 for details);

(II) Shandong Province Technical Transformation Equipment Award Supplementary Fund Project Application Report.

An enterprise's project fund application report may be compiled by the enterprise itself or by a qualified engineering consulting agency. Specifically include the following:

1. Basic information of the project unit.

2. The basic situation of the project. It mainly includes the compliance of the project with industrial policies; the content of the project construction, the production scale, product plan, process technology and process, main equipment and selection, raw materials, etc.; the project construction site, construction plan, transformation characteristics, and expected benefits of the project; the project Planned investment scale, investment use plan, and source of funds; project progress; from April 1, 2022 to March 31, 2023, purchase of equipment, supporting hardware and software systems and intellectual property rights, specific conditions of scientific and technological achievements and advanced analysis.

3. During the construction of the project, photocopies of special invoices for production, testing, research and development equipment and supporting software and hardware systems purchased (imported equipment shall be provided with customs declaration forms for imported goods, special payment forms for import duties or tax exemption certificates for import and export goods, photocopies of special payment forms for import value-added tax, special payment forms for import duties or special payment forms for import value-added tax shall be issued from April 1, 2022 to March 31, 2023); the purchase cost of intellectual property rights and scientific and technological achievements shall provide the purchase contract, payment certificate, invoice issued by the seller to the buyer, transfer information of intellectual property rights or scientific and technological achievements, etc. A detailed list shall be provided (see Annex 2 for details, and an electronic version of Excel shall be provided at the same time. The electronic version of Excel shall be submitted to all cities after being summarized).

Project filing or approval documents obtained during the period from January 1, 4.2020 to March 31, 2023 (copies can be provided).

5. Environmental protection, safety, energy conservation, land, planning and other projects should have the relevant procedures before construction (can provide a copy).

6. A copy of the business license of the enterprise (three certificates in one).

7. Project performance target declaration form. (See Annex 3 for details)

8. Other information that needs to be proved.

9. Project authenticity commitment. (See Annex 4 for details)

The above materials should be true, legal and complete, and the copies should be stamped with the official seal of the enterprise, and the catalogue should be compiled and bound in the above order.

5. declaration procedure

Enterprises apply for funds to local industrial and information departments in accordance with the principle of territoriality. After the local industry and information technology, and financial departments conduct on-site inspections and material reviews of the projects declared by the enterprises, they will jointly report the eligible projects to the Provincial Department of Industry and Information Technology and the Provincial Department of Finance.

6. other requirements

(I) projects that have received financial policy support in the field of industry and information technology at the provincial level will not be repeated in principle.

(II) reporting enterprises should actively cooperate with third-party intermediaries to do a good job in the audit work, and fully and truthfully provide equipment procurement contracts, payment vouchers, invoices, accounting vouchers, accounting accounts and other original materials.

(III) enterprises that have received financial support at the provincial level should consciously accept the supervision and inspection of audit, supervision, finance, industry and information departments, and actively cooperate with relevant departments to do a good job in performance evaluation. Enterprises that resort to fraud or take improper means to defraud subsidy funds shall be disqualified from subsidies and shall be investigated for responsibility in accordance with the rules and regulations.

(IV) municipal industry and information departments are requested to submit the joint declaration documents (including 2 attachments, 2 paper versions and 1 electronic version, and the electronic version shall be submitted after being summarized by each city) to the provincial industry and information department before July 14.

(V) matters not covered, in accordance with the "Shandong Provincial Department of Finance, Shandong Provincial Department of Industry and Information Technology on the issuance of provincial financial support for high-level technological transformation and other policy implementation rules notice" (Lu Cai Gong [2021] No. 1) and 2023 "stability to the good, progress to improve quality" policy list (the first batch) shall prevail.
