According to the requirements of documents such as "Shandong Peninsula Industrial Internet Demonstration Zone Construction Plan (2022-2025)" and "Shandong Manufacturing Digital Transformation Action Plan (2022-2025)", this plan is formulated to further implement the special action of "Gong Fu Shandong" and further improve the "provincial platform-national characteristic professional platform-national" double-span "platform" echelon training system of our province's industrial Internet platform to better support the digital transformation of manufacturing industry.
1、 Overall requirements
Conscientiously implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement the decision-making and deployment of the provincial party committee and the provincial government on the innovative development of the industrial Internet, anchor "go ahead and open a new bureau", take the building of a national leading industrial Internet platform system as the traction, and promote The platform focuses on large-scale participation in monitoring, and insists on "promoting development through evaluation and improving energy levels through training, to promote the provincial industrial Internet platform basic capacity, service level significantly improved. By 2025, more than 300 provincial-level key platforms, more than 40 national-level characteristic professional platforms, and about 5 national-level "double-span" platforms will be cultivated. A multi-level and systematic platform system will be initially established, leading the development of the industrial Internet. To a deeper level, wider scope and higher level.
2、 Key tasks
(I) Establishment of Shandong Industrial Internet Platform Peiyou Library
1. Set classification and grading echelon. The platform training library sets up three gradients: national platform, provincial key platform and provincial reserve platform. Provincial key platforms and provincial reserve platforms are divided into three categories: characteristic, professional and comprehensive. For provincial key platforms, on the basis of classification and according to the maturity of the platform, each category is set up with level 1, level 2 and level 3, of which level 3 is the highest level.
2. Determine the path of cultivation and excellence. The provincial reserve platform can be declared up to the provincial key platform, which will be given priority in the review. The characteristic and professional platforms in the provincial key platforms can be declared up to the comprehensive platform. For provincial key platforms with maturity level 3, priority is given to recommending and applying for national "double span" platforms or characteristic professional platforms.
3. Develop platform selection criteria. Focus on the platform's basic capability, service capability, application direction, network security and other dimensions, refer to the national "double-span" platform, characteristic professional platform selection method, highlight the platform enabling application effect, further improve the provincial platform selection criteria, as the platform evaluation, evaluation basis.
4. Promote the platform to select the best storage. All the evaluated provincial and above platforms will be included in the platform training library, including 4 national "double-span" platforms, 29 national characteristic professional platforms and 155 provincial key platforms (Annex 2). Organize and carry out the platform warehousing declaration work once a year. According to the selection criteria of provincial key platforms, carry out platform evaluation on the declaration platform. According to the evaluation results, the platform will be selected as the provincial key platform. Other platforms will be included in the training library as the provincial reserve platform as appropriate.
5. Implement dynamic platform management. Regularly monitor the cultivation and application of platforms, remind platforms with insignificant development results and stagnant cultivation progress, and retire those that no longer meet the selection criteria of provincial platforms. The identification of provincial key platforms is valid for three years, after which the Provincial Department of Industry and Information Technology will organize a review. For provincial key platforms within the validity period, major changes related to the selection criteria, such as renaming, merger, reorganization, inter-provincial migration, etc., shall be reported within 3 months. In the event of a major or more safety production accident or serious breach of trust, tax evasion and other violations of laws and regulations, the refund shall be made directly.
(II) platform monitoring and evaluation
1. Build platform monitoring system. Compile the industrial Internet platform dictionary of Shandong Province, build an index system around the key work of landmark industrial chain development and digital transformation, and form a list of key elements. Continuous dynamic monitoring of the platform, monitoring the number of industrial APP, the number of connected equipment, the number of service enterprises, the number of solutions and other core elements, as a reference basis for recommending the application of national platforms.
2. Building an effectiveness evaluation system. Based on the platform operation data of the access system, cross-industry and cross-regional data linkage analysis is carried out, the effectiveness evaluation index system is constructed, dynamic evaluation is carried out and "digital portrait" is carried out to form a visual cultivation effect and visually display the development of various indicators of the platform enterprise.
3. Carry out key platform evaluation. For national-level platforms and provincial-level key platforms, platform evaluations are carried out regularly every year to evaluate the maturity of the platform's basic capabilities, service capabilities and application capabilities, and the evaluation results are used as the basis for evaluation of incentives and rewards, platform classification, etc.
(III) strengthening classification and grading
1. Increase fiscal policy guidance. In accordance with the requirements of the provincial financial policy to support the development of the industrial Internet, a comprehensive evaluation of the provincial and above key platforms, the main business income, the number of industrial equipment connections, the number of users and developers, the number of services to small and medium-sized enterprises and other indicators of the comprehensive ranking of the platform, the provincial finance according to the policy standards to give funds to supplement.
2. Classification and grading are excellent for standard training. Select a group of professional and characteristic provincial platforms with strong basic capabilities, good development results and experience that can be popularized as benchmarks, organize platforms of the same category and the same industry to look at samples, strengthen cooperation and exchanges, share high-quality resources of the platform, and promote common improvement; For provincial platforms of different categories and industries, organize benchmarking learning from national "double-span" platforms and characteristic professional platforms, identify the development direction of the platform, and improve the development level of the platform.
3. Aim at weak points and cultivate them accurately. Relying on the platform monitoring system, exploring and measuring the platform development index, etc., identifying the bottleneck problems restricting the high-quality development of the platform, entrusting a third-party professional organization to conduct diagnostic evaluation, giving targeted opinions and suggestions, and helping the platform to speed up the development of short boards. Promote similar platforms to find problems, make up for weaknesses, and promote advantages, and comprehensively improve the construction level of various platforms at all levels.
4. Support the upgrading of development levels. Promote the platform to participate in-depth in the "Gongfu Shandong" activities, jointly hold summit forums, scene reverse roadshows, supply and demand hand-in-hand docking, industrial Internet "integration" into the park and other activities to speed up the application and promotion of the platform. Regularly publish industrial Internet scenario requirements, guide the platform to enrich product supply, develop lightweight application services, develop easy-to-deploy solutions, and provide diversified products for large-scale enterprise applications.
5. Cultistrate a batch of benchmarking demonstrations. To carry out the "Top Ten" selection of industrial Internet platforms, and to select the Top Ten Leading Platforms, Top Ten Emerging Platforms, Top Ten Industrial Internet APP, etc. through the platform monitoring system. Focus on provincial key platforms with great development potential and obvious advantages, actively help open up markets, promote applications, and support the creation of national key platforms for provincial key platforms with three levels of maturity.
6. Encourage innovative promotion models. Focusing on platform design, intelligent manufacturing, personalized customization, network collaboration, service extension, and digital management, we will promote platform joint application enterprises to create solutions for "new platform technologies, new models, and new scenarios. Encourage the platform to explore the promotion mode of free or less charge in the early stage and share the revenue proportion in the later stage, so as to enhance the platform application stickiness and market development ability.
3、 Guarantee measures
(I) and improve the promotion mechanism. The Provincial Department of Industry and Information Technology will coordinate the promotion of the province's industrial Internet platform training work, and the municipal industry and information bureaus must establish corresponding working mechanisms to form a joint force for platform training. Give full play to the role of social organizations, gather relevant scientific research institutes, industry associations, expert think tanks and other high-quality service resources, and build a multi-party platform training system.

Strengthen the use of government financial special funds, guide financial institutions to develop exclusive products such as "industrial loans", and increase support for high-quality platforms. Encourage qualified localities to innovate financial support methods, do a good job in platform cultivation reserves, promote the implementation of key platform projects, and strive to create more platforms with national influence.
(III) strengthen publicity and guidance. The industrial Internet platform will be included in the key work of the digital transformation of the manufacturing industry and the construction of the industrial Internet demonstration zone, strengthen policy interpretation, publicize and promote typical experiences and practices, continue to expand awareness, influence and landing, stimulate the development momentum of platform enterprises, and promote more platforms to be put into storage.
