Notice from the Department of Industry and Information Technology of Shandong Province on Holding the Third Shandong Province Artificial Intelligence Innovation and Entrepreneurship Competition
Each city's industrial and information technology bureau and relevant units:
In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and work harder to create a new highland for the development of artificial intelligence, according to the "Notice on Printing and Distributing" (Luwill [2023] No. 20), the Shandong Provincial Labor Union Working Committee "Notice on the Labor and Skills Competition of Provincial Organs", after research, decided to hold the third Shandong Province Artificial Intelligence Innovation and Entrepreneurship Competition. The relevant matters are hereby notified as follows:

3、 Event arrangement
Composition of (I) events
Track One: Innovation Group
Based on the innovative projects, technologies, and application scenarios independently completed by the team, participants are encouraged to stimulate innovative thinking, master innovative methods, and demonstrate the team's innovative practical ability, regardless of industry and field.
Taking into account the scientific nature, advanced nature, practical significance, replicability and other factors of the entries, the entries must comply with the relevant national laws and regulations and industrial policies, and shall not infringe upon the relevant intellectual property rights of others. In case of violation, all legal responsibilities shall be assumed.
Track 2: Entrepreneurship Group
The participating teams use self-completed innovative and entrepreneurial projects, and the registration time of the team's unit is required to be within 5 years. Participants are encouraged to devote themselves to entrepreneurial practice, improve their entrepreneurial ability, and show the value of life.
Track 3: Special Race
Special events are divided into application tracks and developer kit innovation tracks. Among them, the application track participants include enterprises, institutions, universities and scientific research institutions. Developer Kit Innovation Track participants are individual university and social developers, and developers are free to form teams.
(II) entry requirements
1. Participants are enterprises, institutions, universities, scientific research institutions, developer teams and individuals engaged in artificial intelligence in Shandong Province.
2. Entries that have won similar competitions at the provincial level or above and won relevant awards cannot participate in this competition.
3. The number of teams participating in the competition is limited to 5, and each contestant is not allowed to participate in the same competition question repeatedly.
4. The registration must ensure that the information provided is accurate, true and effective, and the team name must not contain sensitive or uncivilized words.
5. Entries must comply with relevant national laws, regulations and industrial policies, must not infringe other people's patent rights, copyrights, trademark rights and other intellectual property rights, and ensure the authenticity, accuracy and completeness of the submitted works. The creativity, technology and related intellectual property rights of the entries belong to the participating teams. In case of plagiarism, embezzlement, provision of false materials or violation of relevant laws and regulations, the qualification will be canceled immediately. If there is any violation, all legal responsibilities will be borne.
6. The valid works submitted at the last time shall prevail.
(III) schedule
The competition cycle is set to 6 months (April 2023-September 2023) and is divided into four stages.
1. The competition registration and submission phase, April-July 2023.
2. Expert review phase, August 2023.
3. In the preliminary stage, in early September 2023, on-site defense, expert scoring, selection of items according to scores, and participation in the finals.
4. In the final stage, in mid-to-late September 2023, on-site defense, expert scoring, and selection of items according to scores.
4. Reward Settings
（1） Award Setting
1. Innovation group and entrepreneurship group. There are 1 first prize, 2 second prize, 7 third prize, 10 most potential awards and several excellent awards.
2. Special competition group. There are 3 gold awards, 4 silver awards, 5 bronze awards, 30 winning awards for the application track, and 10 winning awards for the developer kit innovation track.
(II) incentives
1. Finals of Innovation Group and Entrepreneurship Group
The first prize contestant (the first finisher of the work) is recommended to apply for the "Shandong May 1st Labor Medal" according to the procedure, and a one-time reward will be given. The first contestant (work) will be awarded 10000 yuan for the first prize, 5000 yuan for the second prize and 3000 yuan for the third prize.
2. Special Tournament Finals
The total amount of the prize pool to be set up is 250000 yuan.
3. Invite well-known entrepreneurs and investors to form a group of entrepreneurial mentors to provide entrepreneurial guidance services for the finalists. The Organizing Committee of the competition will provide docking and promotion services with investment and financing institutions for the winning projects. The winning projects of the competition will be recommended by the organizing committee to settle in the professional industrial park and enjoy the relevant support policies.
4. The winning teams and projects of the competition can be included in the project database and talent pool of Shandong Artificial Intelligence Association, and regularly recommended to relevant units. At the same time, we will get the opportunity to enter the maker space and enjoy services such as entrepreneurship counseling, media promotion, financing docking, industrial resource docking, and technical support.
5. The winning enterprises will receive free services from Huawei's artificial intelligence computing resources (30P in total), providing artificial intelligence training scenarios and one-to-one guidance training.
5、 Job requirements
There is no charge for (I) contest. The transportation and accommodation expenses of the participants shall be borne by the unit or individual participants.
