First, industrial production rebounded rapidly and the positive trend was continuously consolidated. In April, the epidemic situation is more severe, the regulation of industrial growth once fell to -0.4, the cumulative growth rate of 4.3, are the lowest in the first half of the year. We actively respond to the impact of the epidemic, focus on promoting the resumption of enterprises to resume production, to ensure the stability of the industrial chain supply chain, to May 12, the province due to the outbreak of production of the regulation of enterprises all resumed work. 第五，重点行业运转良好，支撑基础进一步夯实。上半年，41个工业大类行业中，30个行业增加值实现增长，增长面达到73.2%。一是消费品制造业生产持续加快。上半年，13个消费品行业中10个实现增长，其中，食品制造业、纺织服装服饰业、医药制造业分别增长26%、18.1%和9.8%。二是化工、采矿业继续保持良好增长势头。上半年，化学原料和化学制品制造业、煤炭开采和洗选业增加值同比分别增长15.8%、19.5%。三是装备制造、钢铁、炼化等行业加快恢复。6月份，全省装备制造业增加值同比增长2.6%，增速比上月提高1.7个百分点，持续加速回暖，释放出积极信号。钢铁、炼化生产明显加快，6月份全省粗钢产能利用率达106%，环比提升近5个百分点；43家炼化企业6月份原料油日均加工量38.16万吨，环比提高3.77万吨。四是新动能拉动作用增强。上半年，全省高技术制造业增加值同比增长15.5%，高于规模以上工业10.7个百分点。

下一步，全省工信系统将认真贯彻省委省政府决策部署，聚焦工业稳增长中心任务，聚力抓好运行监测、项目建设、助企纾困等各项工作，强化政策措施落实，全力保障产业链供应链畅通稳定，推动全省工业持续稳健发展，确保全年工业经济运行在合理区间，为稳定经济大盘提供坚实支撑。

我们看到今天通报中，山东省上半年规上工业增加值增长4.8%，工业生产保持了较快增长。在当前经济形势下，主要采取了哪些稳增长的措施？

今年以来，全省工信系统深入贯彻落实省委、省政府工作部署，努力克服疫情等不利因素影响，精准扎实做好稳增长各项工作，上半年全省规模以上工业增加值同比增长4.8%，增速分别比1-4月、1-5月提高0.5个和0.3个百分点，全省工业经济保持稳步回升的良好态势。围绕推动全省工业经济稳增长，我们主要采取了以下措施：

一是抓工业运行调度监测。积极发挥省工业运行指挥部牵头抓总作用，每月召开调度会议，“省直部门横向协同、省市县三级纵向联动”形成工作合力。建立完善“三项机制”：工业运行“日调度、日报告、月通报”工作机制、千户重点企业运行监测机制、全省工业用电和1000家用电大户周调度机制，精准跟踪大企业生产情况，高效研判工业形势，及时发现生产异常、跟踪协调解决。

二是抓重点行业稳产扩量。强化钢铁、汽车、炼化等重点行业生产调控。科学调整钢铁行业产量进度计划，指导重点钢铁企业合理排产，加大上半年生产力度，提高月度产量。研究制定《山东省促进商用汽车消费若干措施》，发放1.2亿元消费券，促进商用汽车消费，带动生产快速回升。加强炼化企业生产指导服务，引导企业提高开工负荷，调整优化设备设施检修时间，努力稳定扩大生产。

三是抓精准高效协调服务。组织开展绿色建材下乡、现代轻工纺织“三品”消费季等活动，助力企业拓销售、扩市场。强化政策供给，联合14部门制定振作工业经济促进平稳增长28条措施。创新建立全省工业运行联系服务机制，成立8个服务组，对口联系16市，帮包百户重点企业，建立“1+N”清单台账，形成问题收集、任务分解、调度通报、跟踪督办的闭环管理机制。建立疫情期间工业企业困难问题帮扶机制和重点产业链供应链企业“白名单”制度，强化与交通、公安、卫健、海关等部门协作配合，省市县三级协同解决1400余家企业4800余条省内供应问题和1000余家企业近5000条跨省跨境供应难题。

四是抓新增长点扶植培育。一方面，指导各市建立“升规纳统”企业储备库，强化对4478家入库企业的激励支持，为工业经济积蓄增长潜力。另一方面，以省级重点工业项目和技改导向目录项目为抓手，梳理去年四季度竣工和今年计划竣工的重点工业项目清单，细化到月，挂图作战，靠上推动竣工项目抓紧达产，进一步稳定工业运行“基本盘”。

财政是经济运行的晴雨表，财政指标是对经济运行情况的客观反映，请谈谈上半年山东省财政运行情况，特别是主要财政指标情况。

今年以来，全省各级财政部门坚决贯彻落实中央决策部署和省委、省政府工作要求，坚持财政政策靠前发力、精准发力，积极应对经济下行、疫情冲击、政策性减收等不利因素，在全力支持稳住经济基本盘的同时，也稳住了财政收支盘。上半年，全省一般公共预算收入3950亿元，剔除增值税留抵退税因素后同口径增长6.3%，按自然口径计算下降8.2%；全省一般公共预算支出6059亿元，增长5.1%。财政运行主要呈现四个方面特点：

一是财政收入韧性“强”。从收入增速看，全省财政收入同口径增长6.3%，比一季度小幅下降0.6个百分点，保持了较强韧性，总体好于预期、高于全国。从收入进度看，在实施大规模减税降费的情况下，全省财政收入完成全年预算的51%，顺利实现“时间过半、任务过半”。从收入结构看，除增值税受留抵退税影响增速明显放缓，同口径增长0.8%外，个人所得税、房产税、城镇土地使用税、土地增值税收入分别增长10.5%、17.3%、14.3%、12%。各级积极盘活存量资产，拓宽收入来源，国有资源（资产）有偿使用收入增长23.6%，较好支撑了财政收入稳定运行。

二是重点支出保障“好”。全面落实政府过紧日子要求，大力压减一般性和非急需、非刚性支出，采取有力措施压减开支、降低成本，腾出资金优先保障重点领域支出，将财政资源用在“刀刃上”。上半年，全省民生支出4723亿元，占财政支出的比重达到78%，比上年同期高0.6个百分点。其中，教育支出1313亿元，增长11.7%；住房保障支出148亿元，增长19.6%；农林水支出502亿元，增长10.2%，均高于财政支出平均增幅。各级多渠道筹集资金支持疫情防控，全省公共卫生支出增长52.6%。上半年全省直达资金规模达到2212亿元，超过去年全年资金总量，支持实施2.2万个惠企利民项目，2.6万家企业、6226万人次受益。

三是基层财政运行“稳”。健全完善财力保障、审查监控、库款调度、发展激励、责任追究、应急处置等“六项机制”，紧盯财力薄弱市县、关键敏感节点，加大财力下沉和资金调拨力度，为基层财政平稳运行提供“压舱石”。今年以来，省财政共下达市县各类转移支付2833亿元，比上年同期增加761亿元，增长36.7%，全力支持基层“三保”稳运行。从预算执行情况看，上半年全省县级“三保”实际支出2446亿元，增长6.4%，各项工资和基本民生政策得到较好落实。

四是财政政策落实“快”。全力保障留抵退税“大头落地”。建立增值税留抵退税专项资金“单独调拨、逐月预拨、滚动清算、实时监测”机制，支持各级不折不扣兑现留抵退税政策，确保资金直达市场主体。上半年，全省实现留抵退税1408亿元，约65%的退税资金投向生产领域；加上其他减税降费、缓缴税费政策，共为市场主体减负约1958亿元，助力企业纾困发展。全力保障稳经济一揽子政策落地。坚持稳字当头、稳中求进，着力用好政策工具箱、打足提前量，早出台政策、早下拨资金、早落地见效，省级财政安排资金1529亿元，全力保障“稳中求进”四批政策清单财政政策落地，与其他政策叠加发力，带动扩大有效投资，稳定宏观经济大盘。全力保障重大项目建设落地。采取有效措施切实加快政府债券发行使用，今年中央财政下达我省新增专项债券额度3069亿元，全部截至6月底已发行完毕，支持“七网”、保障性安居工程、社会事业等领域2463个重点项目建设，为扩投资、稳经济提供了“及时雨”。

总的看，上半年全省财政运行状况总体良好，反映出各级各部门迅速落实稳经济一揽子措施取得积极成效。下一步，我们将持续抓好财政收支管理，全力推动“稳中求进”政策清单财政政策落实，加力保障和改善民生，坚决守牢安全发展底线，推动经济社会持续健康发展。

为稳定宏观经济大盘，中央和地方出台了一揽子政策措施，其中，组合式税费支持政策是其中的重要内容，请问我省贯彻落实情况如何？取得了哪些成效？

王元强

今年以来，为应对经济下行压力、稳住宏观经济大盘，国家作出实施新的组合式税费支持政策的重大决策部署，综合运用退税、缓税、减税、降费等方式支持实体经济发展。我省第一时间制定实施方案，健全工作机制、优化宣传服务、强化资金保障，全力推动国家政策落地生效。在此基础上，深入挖掘减负潜力，出台多项地方减负措施，合力助企纾困、共渡难关。初步统计，上半年全省累计退税、减税、缓税、降费约1958亿元，其中，完成留抵退税1408亿元，是去年全年退税总量的2.5倍，有力提振了市场信心，对稳增长稳市场主体保就业发挥了重要作用。

一是小微企业广泛受益。小微企业量大面广，是稳经济的重要基础、稳就业的重要支撑。为支持小微企业发展，我们打出了退税减税“组合拳”。一方面，快速退税。今年4月1日起实施的大规模留抵退税政策，将小微企业作为重点对象，优先安排，及时退付，在3个月时间内实现“应退尽退”“愿退尽退”，4-6月，全省有11.5万户小微企业获得留抵退税，退税户数占到退税企业总户数的94%。另一方面，大幅减税。免征小规模纳税人增值税，加大小型微利企业所得税减免力度，将减半征收“六税两费”政策范围由小规模纳税人扩展到小型微利企业和个体工商户，此外，我省还单独出台政策，2020-2022年连续三年免征小规模纳税人房产税、城镇土地使用税。多项政策集中发力，小微企业税费负担明显降低、资金压力有效缓解，生存和发展能力进一步增强。

二是重点行业减负明显。今年的退税减税降费政策除支持小微企业外，还瞄准重点行业靶向用力。一方面，聚焦制造业等行业重点发力。4-6月，制造业等6个行业的退税规模占全部退税的58%，其中，制造业占比达到27%；上半年，还为制造业中小微企业缓缴税费330亿元，“一退一缓”有力减轻了企业资金流困难，为行业提质增效加油助力。另一方面，聚焦交通物流行业综合施策。交通物流是经济的大动脉，今年以来，受疫情、油价等因素影响，交通物流行业经营较为困难。为让交通物流企业快速“回血”，我们实施了多项税收优惠政策，如免征公共交通运输服务、快递收派服务增值税，暂停铁路、航空运输企业预缴增值税，将交通运输、仓储和邮政业纳入全额退税范围等，“真金白银”的支持有效对冲了疫情等不利影响，畅通了交通物流微循环，为保障产业链供应链稳定发挥了积极作用。

三是研发创新增添动力。今年支持研发创新的一系列税收政策扩围、加力、延期，其中，研发费用100%加计扣除政策适用范围由制造业扩大至科技型中小企业；固定资产加速折旧政策力度更大，中小微企业新购置的500万元以上的设备器具允许按一定比例一次性税前扣除；我省出台的高新技术企业城镇土地使用税减半征收政策到期延续。我们会同税务、科技等部门多方联动，通过线上解读、线下辅导等方式，帮助企业用足用好各项支持政策，助力企业加速驶入创新发展“快车道”。

下一步，我们将继续会同相关部门强宣传、优服务，持续推动组合式税费支持政策落到实处，进一步提振市场信心、激发市场活力，巩固全省经济企稳向好势头，助力稳住宏观经济大盘。

上半年，全省外贸进出口同比增长17%，实现快速发展，请问商务部门在推动外贸保稳提质方面主要采取了哪些措施？

王红

上半年，全省进出口15734.9亿元，同比增长17%。其中，出口9449.6亿元，增长25.4%；进口6285.3亿元，增长6.3%。进出口、出口、进口增幅分别高于全国7.6个、12.2个、1.5个百分点。

今年以来，主要开展了三方面工作：一是创新外贸政策供给。出台“外贸固稳提质2022年行动计划”，提出32条针对性强、覆盖面广、协同度高的稳外贸政策措施。在全国率先推出“汇率避险担保试点”政策，建立“政府+银行+担保”的运作模式，鼓励融资担保机构为中小微外贸企业汇率避险提供担保服务。聚焦中小企业融资难问题，出台“齐鲁进口贷”政策，首次将进口贸易纳入政府性融资担保支持范围，为符合条件的资源能源性商品、机电高技术装备、农产品等进口企业提供担保、再担保，金融机构在依法合规、风险可控前提下提供优惠利率，目前已发放授信过亿元。开展首批山东省对外开放强县评选认定，加大财政、金融支持和要素保障，支持外贸主导产业转型发展。二是助力企业拓市场保份额。实施境外百展市场开拓计划，积极探索展会举办新模式，提升企业参展成效。今年以来，在日本、德国、坦桑尼亚、匈牙利先后举办4场线上线下相结合展会，通过“线下实体展位+现场展品展示+专业人员服务+网上视频对接”方式，为200多家家用电器、建材五金、纺织服装、医养健康、食品农产品等行业企业和1.2万人次境外客商提供互动交流平台，达成出口意向7000多万美元。围绕RCEP进出口双向促进、机电和高技术产品、外贸新业态等专题举办20场云展会，帮助企业用好海外仓、市场采购贸易、齐鲁号欧亚班列等资源，拓展东盟、南亚、上合、非洲、拉美等新兴市场。举办RCEP政策解读与利用实务培训、“抓机遇防风险拓市场稳增长”系列培训，引导企业用好政策、防范风险。上半年，对前五大市场美国、东盟、欧盟、韩国、日本出口分别增长19.6%、54%、19.8%、11.7%、11.5%，对RCEP区域出口增长30.9%，对“一带一路”沿线市场出口增长37.6%。三是提升外贸新业态发展层次。制定《2022年度山东省重点培育的跨境电子商务主体实施细则》，开展省级跨境电商平台、产业园、公共海外仓认定工作。印发《山东省跨境电商孵化机构试点单位培育认定管理暂行办法》，推动各市组织企业开展跨境电商孵化式培训并给予政策支持。上线运行山东省海外仓综合服务平台，目前注册上线海外仓企业86家，链接物流商、报关行和融资保险机构22家。在东盟、中东、非洲等公共海外仓设立山东品牌商品展示中心，鼓励企业采取“前展后仓”方式，深度开拓当地及周边市场。举办2022山东跨境电商生态大会、2022日本（山东）进口商品博览会、第二届山东省跨境电商大赛，开展特色产业带跨境电商培育行动，优化行业生态，促进产业转型。

下一步，围绕完成全年外贸保稳提质任务目标，我们将重点在各项政策落地落实、多元化国际市场开拓、外贸新业态培育、为企纾困服务等方面持续发力，争取全年外贸保持良好增长势头，实现全年外贸发展目标。

5月份，我省出台了促进汽车、家电消费的若干措施，消费券发放得到群众积极响应。请省商务厅介绍一下汽车、家电消券发放情况，目前收到的成效是怎么样的？

王红

汽车、家电等大宗商品占社会消费品零售额比重高，是扩大内需、稳定消费的重点，也与广大居民生活密切相关。为落实省委、省政府第三批“稳中求进”高质量发展政策清单，推动汽车、家电消费快速回暖，省商务厅联合省发展改革委、省财政厅、省统计局制定了促进汽车和家电消费的若干措施，发放汽车家电消费券，推动全省消费市场恢复。

一是企业响应积极。汽车、家电、餐饮、零售等流通企业，以政府消费券发放为契机，踊跃报名参加各类消费券发放核销活动。据统计，全省参加汽车促销活动企业达到2680家，参加家电促销活动企业2640家，参加消费券核销活动的零售、餐饮企业和商户达到5.6万家。

二是居民抢“券”踊跃。通过广播电视、网络传媒等多渠道发布政府消费券发放信息，城乡居民反响热烈，踊跃抢“券”领“券”。济南市3批发放5500万元汽车消费券，均在30秒内抢光。青岛市发放的2.5万张家电券、1.1万张餐饮券分别在1小时、42秒内抢光。

三是“乘数效应”凸显。6月4日，启动了“2022惠享山东消费年暨家电消费节”活动，围绕汽车、家电、餐饮等板块，整合商协会、金融机构、生产流通企业和电商平台等促销资源，叠加打折、换新、红包等让利优惠，举办77场主题促销活动。消费“政策+活动”，推动商超客流快速回升，消费市场迅速回暖。

四是政策效果突出。平台数据显示，截止7月17日，平台审核消费者领券购车14.5万辆，发放消费券4.9亿元，拉动汽车消费218.6亿元；发放家电消费券2.1亿元，拉动家电消费18.9亿元。6月份，全省限额以上企业实现汽车类商品销售额增长29.9%，家电类商品零售额增长32.4%。

汽车家电消费券发放，不仅直接激发了汽车、家电销售增长，同时提振整个消费信心，拉动了消费市场的增长，带动6月份社零额增速比5月份提高9.3个百分点。参与企业和群众普遍反映，消费券发放对消费起到强心针作用，实现政府得民心、企业得市场、群众得实惠，收到多赢效果。

从发布数据看，今年上半年，我省CPI同比上涨1.4%，涨幅比去年同期扩大0.5个百分点，请具体介绍一下原因并谈一下对后期价格走势的看法。

物价关系百姓切身利益，也是经济的“晴雨表”。今年上半年，全省科学统筹疫情防控和经济社会发展，加强生活必需品市场运行监测，及时启动应急保供机制，主要民生类商品供应充足，市场供需基本平衡，物价水平总体稳定，CPI同比上涨1.4%，涨幅较去年同期扩大0.5个百分点，仍处于比较温和的上涨区间。

全省居民消费价格涨幅同比温和提升，我们分析，主要是受以下三方面因素影响。一是能源价格高位运行，成为推高CPI涨幅的最主要因素。上半年，受国际地缘政治因素影响，国际能源价格大幅上涨，并带动国内能源价格同步上行，全省能源价格同比上涨14.9%，上拉CPI涨幅约1.1个百分点，同比提高0.8个百分点，是拉动CPI上涨的最主要因素。二是生鲜类食品价格有所上涨，一定程度拉高CPI涨幅。上半年，全省食品价格同比下降0.1%，呈稳中略降态势，但部分生鲜类商品价格明显上涨，其中鲜果价格上涨11.5%，鲜菜价格上涨7.3%，两者合计拉动CPI上涨约0.4个百分点。三是部分服务价格温和上涨。随着服务消费需求不断增加，叠加人工、水电等成本上升影响，上半年，装潢维修费、家政服务、美容美发洗浴、母婴护理服务价格分别上涨6.9%、3.7%、3.4%和2.4%，对CPI也起到一定程度的上拉作用。

对后期CPI的走势，我们分析，山东作为工业大省和农业大省，自我保障、自我循环能力强，有条件、有能力做好稳价保供工作，全省CPI有望继续保持在合理区间内运行。从食品价格看，主要农产品生产稳定，夏粮再获丰收，粮食库存充足，稳住了物价基本盘。随着生猪产能调减效应逐步显现，猪肉价格将进入筑底回升阶段，但生猪产能总体仍较充裕，预计短期内猪肉价格大幅上涨可能性较小。从非食品价格看，随着疫情防控形势的好转，旅游、在外住宿等服务消费需求将持续恢复，市场消费信心不断增强，加上居民收入稳步增加，预计将带动服务价格小幅上涨。上游原材料价格上涨的传导影响，仍将给工业消费品价格带来一定上涨压力，但主要工业消费品供给较为充足，预计价格涨势总体可控，大幅上涨的可能性不大。

综合以上这些因素，我们预计下半年CPI仍呈温和上涨态势。
