In order to thoroughly implement a series of decisions and deployments of the Provincial Party Committee and the Provincial Government on supporting the healthy development of the private economy and small and medium-sized enterprises, and continue to do a good job in the gradient cultivation of high-quality small and medium-sized enterprises, in accordance with the relevant decisions and deployments of the Provincial Party Committee Economic Work Conference and the Government Work Report, according to the "Shandong Province" Specialized and Special New "SME Cultivation Program" (Lu Feigong Group Fa [2022] No. 1), "Shandong Province" Specialized and Special New "SME Certification Management Measures" (Lu Gong Xin Fa [2020] No. 7), "Shandong Province Gazelle, Unicorn Enterprise Certification Management Measures" (Lu Gong Xin Fa [2020] No. 8), etc, we hereby give the following notice on the cultivation and identification of "specialized and special new" small and medium-sized enterprises in Shandong Province and "gazelle" and "unicorn" enterprises in Shandong Province in 2022:
1. 2022 "Specialized, Special and New" Small and Medium-sized Enterprises in Shandong Province
（1） Declaration conditions
The declared enterprise shall meet the conditions listed in the administrative measures for the identification of small and medium-sized enterprises in Shandong Province (Lugong Xinfa [2020] No. 7). Among them, the average operating income growth rate of enterprises in the past two years has been adjusted to not less than 5%, and other conditions remain unchanged. The "specialized and special new" small and medium-sized enterprises in Shandong Province recognized in 2018 can apply for review, and the conditions for participating in the review are the same as those for the new recognition.
This year's key support areas: leading products give priority to the weak points of manufacturing industry, belonging to the "five basic" areas of industry (core basic components and components, key basic software, key basic materials, advanced basic technology and industrial technology foundation); Or in line with the ten key industrial areas of the manufacturing power strategy and the "top ten" key industrial areas of the province's new and old kinetic energy conversion; or belong to the industrial chain supply chain key links and key areas of "fill short board" "forging long board" "fill in the blank white" products, or around the key industrial chain to carry out key basic technology and product industrialization research, or belong to a new generation of information technology and the real economy deep integration of innovative products.

Enterprises declare on their own according to the principle of voluntariness. The competent departments of small and medium-sized enterprises in each city are responsible for organizing the preliminary verification and recommendation work, and adhere to the standards and strictly check the application enterprises. Enterprises that have been listed as single champion enterprises or products in the manufacturing industry of the Ministry of Industry and Information Technology and our province are no longer recommended.
1. Enterprise declaration. The newly declared and participated in the review of enterprises, through the Shandong Province High-quality Small and Medium-sized Enterprise Gradient Cultivation and Growth Assistance System (https://tdpy.smesd.com.cn/,技术支持:0531-88985569、67800252) corresponding declaration window (open from May 9 to May 16), online declaration of the 2022 Shandong Province "Specialized, Special and New" small and medium-sized enterprises. The declaration system will automatically extract some data from the "Shandong Province High-quality Small and Medium-sized Enterprise Gradient Cultivation and Growth Assistance System". Enterprises must supplement or modify and improve relevant contents according to the actual situation and submit them for review. After completing the online application, the enterprise shall fill in and print the application form for "specialized and special new" small and medium-sized enterprises in Shandong Province in 2022 (see Annex 1) or the application form for review of "specialized and special new" small and medium-sized enterprises in Shandong Province in 2022 (see Annex 2), prepare relevant supporting materials with reference to the "supporting materials" (see Annex 3), and submit them to the competent department of small and medium-sized enterprises in the city in time.
2. The initial nuclear recommendation of each city. The municipal departments in charge of small and medium-sized enterprises shall conduct preliminary examination and verification according to the indicators listed in the application (7 necessary indicators and 6 optional indicators), complete online recommendation before May 20, and submit the official documents stamped with the official seal, the recommendation summary table (see Annex 4) and the enterprise application form (all of which require paper materials and electronic versions in duplicate) before May 25, postal Express Mail (EMS) to the Innovation and Entrepreneurship Guidance Office of the Provincial Department of Industry and Information Technology, and the supporting materials shall be submitted in PDF (original scan, 1 document for each enterprise). Regarding whether the declared enterprise "meets the relevant national and provincial regulations on energy conservation, environmental protection, and safe production, has good tax credit and social credit, and pays various social insurances in accordance with the law", the competent departments of small and medium-sized enterprises in each city must uniformly solicit the opinions of relevant departments and strictly check them. The verification results are reflected in the reported opinions.
3. Provincial audit announcement. The Provincial Department of Industry and Information Technology reviews the materials of enterprises recommended by each city, and organizes expert reviews in accordance with relevant regulations and work specifications for project review. After the review, the list of enterprises to be identified will be publicized, and those that have no objection will be officially announced as the "specialized, special and new" small and medium-sized enterprises in Shandong Province in 2022 and the enterprises that have passed the review.
2. 2022 "Gazelle" and "Unicorn" Enterprises in Shandong Province
（1） Declaration conditions
The declared enterprises shall meet the conditions listed in the administrative measures for the identification of gazelle and unicorn enterprises in Shandong Province (Lugong Xinfa [2020] No. 8), and mainly focus on the "top ten" industries, producer services and emerging industrial enterprises supported by the province. Enterprises in state monopoly industries and enterprises in real estate development, infrastructure construction and financial services industries are not included in this declaration. The enterprises announced in the notice on the announcement of the list of gazelle enterprises in Shandong Province (the second batch) in 2018 (Lu Gong Xin Xin Xiao [2019] No. 11) may apply for review, and the conditions for participating in the review are the same as those for the new identification.
Key support areas this year: strong innovation ability, standardized management, completed share reform, preparation for listing or listing plan within three years (including submitted listing application, entering counseling period or included in provincial key listing counseling plan); Or in the transformation of new and old kinetic energy "Top Ten" industries, Shandong Province's 42 landmark industrial chains strong chain supplement chain and other major national and provincial strategic deployment, key tasks; or in the fight against the epidemic, digital economic development, 5G applications, digital empowerment, green development and other aspects of outstanding contributions, by the relevant departments at or above the municipal level recognition and recognition.

The declaration system will automatically extract some data from the "Shandong Province High-quality Small and Medium-sized Enterprise Gradient Cultivation and Growth Assistance System". Enterprises must supplement or modify and improve relevant contents according to the actual situation and submit them for review. After completing the online application, the enterprise shall fill in and print the application form of gazelle (unicorn) enterprise in Shandong Province (see Annex 5), bind it into a book (in duplicate) together with other supporting materials, and prepare a PDF electronic version, which shall be submitted to the competent department of small and medium-sized enterprises in the city in time.

3、 Regarding requirements
1. Data is updated dynamically. At present, the provincial high-quality small and medium-sized enterprise gradient cultivation and growth assistance system has completed the phased database construction work, and the next step will continue to optimize, improve, and explore various service decision-making, service industry, and service enterprise functions. Municipalities should organize provincial "specialized and special new" small and medium-sized enterprises, provincial "gazelle" and "unicorn" enterprises and national specialized and special new "little giant" enterprises within the validity period to update the data (including the relevant information of 2022 "first quarter" and "first half forecast") before the end of may, and accurately check the types of high-quality small and medium-sized enterprises to which the enterprises belong, before June 1, the city summary table (including the provincial "specialized and special new" small and medium-sized enterprises summary table, the provincial "gazelle" and "unicorn" enterprise summary table and the national specialized and special new "little giant" enterprise summary table, EXCEL electronic version) exported by the system shall be submitted to the innovation and entrepreneurship guidance office of the provincial department of industry and information technology.
2. Strengthen support for cultivation. The enterprises recommended by the municipal departments in charge of small and medium-sized enterprises this year should be those that have been cultivated in the provincial high-quality small and medium-sized enterprises gradient cultivation and growth assistance system. On the basis of the provincial unified formulation and implementation of the gradient cultivation mechanism for high-quality small and medium-sized enterprises, all cities should focus on improving the innovation ability and professional level of small and medium-sized enterprises, increase the cultivation and assistance, and improve the level of accurate service, optimize the environment for innovation and entrepreneurship, and earnestly do a good job in policies to benefit enterprises, service enterprises, and environmental activities.
3. Strict work standards. The competent departments of small and medium-sized enterprises in all cities should attach great importance to it, be serious and responsible, and earnestly organize and recommend provincial "specialized, special and new" small and medium-sized enterprises and provincial "gazelle" and "unicorn" enterprises as effective means to promote the healthy growth and high-quality development of small and medium-sized enterprises Grasp hands, strictly do a good job in organizing declarations and preliminary review recommendations. To ensure the quality of materials, strictly recommend and declare materials, so that the format is consistent, data specification, content is perfect, the situation is true. To strict time limit requirements, in accordance with the provisions of the time to submit recommendations and application materials, overdue will not be accepted.
The Provincial Department of Industry and Information Technology implements dynamic management of provincial "specialized and new" small and medium-sized enterprises and provincial "gazelle" enterprises, with a validity period of 3 years. If false declarations or violations of laws and regulations are found within the validity period, they shall be revoked immediately upon verification.
