Chapter I General Provisions

Article 1 In order to implement the spirit of the "Implementation Opinions of the General Office of the People's Government of Shandong Province on Promoting the Integration of Provincial Financial Science and Technology Innovation Funds" and the "Notice of the General Office of the People's Government of Shandong Province on Several Measures to Deepen Scientific and Technological Reform", Strengthen and standardize the management of financial subsidy funds for upgrading high-tech enterprises (hereinafter referred to as "subsidy funds") for small, medium and micro enterprises, and micro enterprises, and improve the efficiency, these Measures are formulated in accordance with the relevant provisions of the Interim Measures for the Administration of Provincial Science and Technology Innovation and Development Funds in Shandong Province.

Article 2 the term "subsidy funds" as mentioned in these Measures refers to the funds arranged by the provincial financial budget to subsidize small and medium-sized enterprises recognized by high-tech enterprises for the first time, and science and technology enterprise incubation carriers for cultivating high-tech enterprises.

Chapter II Organization and Management

Article 3 The Provincial Department of Finance shall be responsible for the budgeting of subsidy funds, the review of expenditure policies, the lead in budget performance management, and the allocation of budget funds. The Provincial Department of Science and Technology is responsible for recommending the budget arrangement of subsidy funds, specifically organizing the implementation of the budget, and formulating the allocation plan of subsidy funds.     

Article 4 The municipal science and technology bureaus shall be responsible for the specific organization of declaration, examination and policy publicity of subsidy funds. The Municipal Finance Bureau, in conjunction with the Municipal Science and Technology Bureau, cooperates with the Provincial Department of Finance and the Provincial Department of Science and Technology to carry out performance evaluation and supervision and management.

Chapter III Subsidy Objects

Article 5 The enterprises receiving subsidy funds include:

(I) is a small, medium and micro enterprise that has been recognized by the Shandong High-tech Enterprise Recognition Management Agency for the first time and has a total of no more than 500 employees and an annual sales income of no more than 0.2 billion yuan in the previous year.

Heze City, (II) through the high-tech enterprises identified enterprises.

Article 6 Incubation carriers of science and technology enterprises that receive subsidy funds shall meet the following conditions:

The (I) is registered in Shandong Province and has the status of an independent legal person. It is a provincial-level (including provincial-level) technology business incubator, crowd-creation space and specialized crowd-creation space that has been recognized (filed) by the science and technology department at or above the provincial level, or approved by the provincial-level science and technology department or education department. University Science and Technology Park above the provincial level approved by the department.

The operation performance of (II) incubation is good, and more than one (including) incubating enterprises in the incubation period are upgraded to high-tech enterprises.

No major safety, major quality accidents or serious environmental violations have occurred in the (III) in the past year, and no serious scientific research dishonesty has occurred.

Article 7 In the second paragraph of Article 6 above, the upgrading of an incubated enterprise to a high-tech enterprise during the incubation period refers:

The registration place, main R & D and office space of (I) enterprises are all in the incubation carrier of science and technology enterprises to be declared for subsidy funds, and the incubation time shall not exceed 48 months (for enterprises in the technical fields of biomedicine, modern agriculture and integrated circuits, the incubation time shall not exceed 60 months); for enterprises that have been registered before entering, the establishment time of the enterprise shall be within 36 months; excluding the application for high-tech enterprises identified as the year of entry of enterprises.

For the first time in the year, (II) enterprises have passed the accreditation of Shandong high-tech enterprises.

Chapter IV Subsidy Standards

Article 8 A subsidy of 100000 yuan will be given to small, medium and micro enterprises that have passed the recognition of high-tech enterprises for the first time; a subsidy of 150000 yuan will be given to small, medium and micro enterprises that belong to the field of integrated circuits and hydrogen energy and have passed the recognition of high-tech enterprises for the first time.

Except for the small, medium and micro enterprises that have passed the high-tech enterprise certification for the first time in Heze City, other enterprises that have passed the high-tech enterprise certification for the first time will be given a subsidy of 50000 yuan; a subsidy of 30000 yuan will be given to the high-tech enterprises re-recognized in Heze City.

Article 9 According to the annual performance of the incubation carrier of science and technology enterprises, a subsidy of 100000 yuan shall be given to each high-tech enterprise, and the maximum subsidy for each incubation carrier of science and technology enterprises shall be 2 million yuan per year.

Chapter V Subsidy Procedures 

Article 10 The Provincial Department of Science and Technology shall issue a notice of declaration work in the first quarter of each year, and at the same time issue a list of enterprises and technology business incubation carriers that meet the subsidy conditions after preliminary screening.

Article 11 The municipal science and technology bureaus shall organize qualified enterprises and technology enterprise incubation carriers to declare.

Article 12 The application of subsidy funds for the incubation carrier of science and technology enterprises shall provide an agreement on the incubation of enterprises. If the name of the technology business incubation carrier operating institution or the cultivated high-tech enterprise changes, the corresponding name change certification materials shall be provided.

Article 13 The Municipal Science and Technology Bureau shall, after examining the application materials of the subsidy funds of this Municipality, submit them to the Provincial Science and Technology Department.

Article 14 The Provincial Department of Science and Technology shall review the application materials for subsidy funds of each city, and if the subsidy conditions are met after review, it shall be publicized to the public on the portal website for 5 working days.

Article 15 After the expiration of the publicity period, the Provincial Department of Science and Technology issues a subsidy plan, and the Provincial Department of Finance arranges subsidy funds. The subsidy funds are directly allocated by the Provincial Department of Science and Technology to the unit receiving the subsidy.

Chapter VI Supervision and Performance

Article 16 The subsidy funds shall be used for the expenditure of enterprises in carrying out research and development activities and improving the service capacity of incubation carriers of science and technology enterprises. Units that receive subsidy funds should strengthen the management of the use of funds, strictly implement financial rules and regulations and accounting methods, and effectively improve the efficiency of the use of funds.

Article 17 all cities are encouraged to formulate supporting policies to jointly promote the cultivation of science and technology-based enterprises, guide the incubation carriers of science and technology enterprises to improve their incubation performance and achieve high-quality development.

Article 18 The Provincial Department of Finance and the Provincial Department of Science and Technology organize experts or entrust a third party to carry out performance evaluation on the implementation of the subsidy policy as an important basis for subsequent improvement of the policy.

Article 19 for enterprises and relevant responsible persons who commit illegal acts such as fraudulently obtaining subsidy funds by means of fraud and other means, they shall be investigated for corresponding responsibility and recover financial subsidy funds in accordance with the regulations on punishment and punishment of financial illegal acts (Order No. 427 of the State Council) and other relevant provisions.

Chapter VII Supplementary Provisions

Article 20 These Measures shall be interpreted by the Provincial Department of Science and Technology and the Provincial Department of Finance.

Article 21 These Measures shall enter into force on August 1, 2021 and shall be valid until July 31, 2026.
