Provincial Department of Industry and Information Technology: Notice on Carrying out the Application Work for the "One Enterprise, One Technology" R&D Center and Cultivation Enterprises of Industrial Enterprises in Shandong Province in 2021
Each city's industrial and information technology bureau, relevant units:
为进一步加强企业研发机构建设，强化企业技术创新主体地位，提升企业自主创新能力，根据省科技厅、省工业和信息化厅等十部门《关于印发的通知》（鲁科字〔2021〕15号）和《山东省工业企业“一企一技术”研发中心培育认定工作指南》（鲁工信技〔2020〕37号，以下简称《工作指南》)要求，开展2021年山东省工业企业“一企一技术”研发中心和“一企一技术”研发中心培育企业申报工作。有关事项通知如下：
1. declaration subject
在我省行政区域内登记注册的独立法人中小型工业企业（含软件和信息技术服务企业）（以下简称“企业”）。
2、 Declaration conditions
（一）省级“一企一技术”研发中心基本条件详见《工作指南》。
（二）省级“一企一技术”研发中心培育企业应当具备以下基本条件：
1.企业具有自建研发中心，技术开发仪器设备原值不低于100万元，专职研发人员不少于5人；
2.在所处行业技术领域里，工业企业目前获得的有效自主授权专利不少于5项，其中有效发明专利至少1项；软件和信息技术服务企业目前获得的软件著作权不少于5项；
3.2020年度机构研发经费支出不低于30万元。
The enterprise shall not have the following circumstances within three years before the deadline for application acceptance:
1.因违反海关法及有关法律、行政法规，构成走私行为，受到刑事、行政处罚，或因严重违反海关监管规定受到行政处罚；
2.因违反税收征管法及有关法律、行政法规，构成偷税、骗取出口退税等严重税收违法行为；
3.司法、行政机关认定的其他严重违法失信行为。
三、申报材料及要求
（一）省级“一企一技术”研发中心申报单位按照编写提纲（附件1）填写申报书、汇总表（附件2、4）。
（二）省级“一企一技术”研发中心培育企业申报单位只需填写申请表、汇总表（附件3、5）。
（三）对于涉密企业，须将申报材料做脱密处理，确保涉密信息安全。
四、工作流程
（一）企业申报。本着自愿的原则，企业按照要求提交申报材料至所在市工信部门。
（二）市局推荐。各市工业和信息化局对企业申报材料严格把关，将符合申报条件企业推荐上报省工业和信息化厅。省属企业可直接报送。
（三）公示认定和入库培育。经专家综合审查，省工业和信息化厅对省级“一企一技术”研发中心拟认定名单进行公示，公示无异议的予以认定；符合条件的培育企业纳入省级“一企一技术”研发中心培育库，本着“成熟一批、认定一批”的原则进行重点培育。入库企业不对外公布。
5、 Regarding requirements
请各市工信局认真做好组织申报和推荐工作，于2021年4月20日前将相关材料通过EMS邮寄至省工业和信息化厅科技处，包括推荐文件、汇总表、研发中心申报书和培育企业申请表（纸质版一式一份、电子版光盘全市汇总为一张），汇总表电子版发送至邮箱。省属企业可直接报送。逾期不予受理。

Chapter II Identification of Provincial "One Enterprise, One Technology" R & D Center
第六条 省级“一企一技术”研发中心的认定，原则上每年进行一次。各市工业和信息化局（中央驻鲁及省属企业主管部门）按照省工业和信息化厅通知要求报送申请材料。
第七条 省级“一企一技术”研发中心应当具备以下基本条件：
(I) enterprises have significant development and competitive advantages in the industry, attach importance to the development of cutting-edge technology, and have the ability to carry out high-level technological innovation activities;
In the technical field of the industry, the (II) has key core technologies or software copyrights with independent intellectual property rights, and has obtained more than 15 authorized patents in the past two years, including more than 5 invention patents; software and information technology service companies have obtained software copyrights in the past two years More than 15 items;
(III) enterprises have a better technological innovation mechanism, a sound organizational system, and significant innovation efficiency and benefits;
The (IV) has a high investment in research and development, the expenditure on technical research and development in the previous year is not less than 2 million yuan, the number of full-time research and development personnel is not less than 20, and it has technical leaders with high technical level and rich practical experience;
The (V) has relatively perfect research, development and test conditions, has fixed research and development sites, and the original value of technical development instruments and equipment is not less than 3 million yuan;
(VI) reporting enterprises are defined as small and medium-sized industrial enterprises according to national classification standards.
The (VII) has the qualification of "one enterprise, one technology" research and development center at the municipal level.
The enterprise shall not have the following circumstances within three years before the deadline for application acceptance:
(I) are subject to criminal or administrative penalties for violating the Customs Law and relevant laws and administrative regulations, which constitute smuggling, or administrative penalties for serious violations of customs supervision regulations;
(II) serious tax violations such as tax evasion and defrauding of export tax rebates due to violations of the Tax Administration Law and relevant laws and administrative regulations;
(III) other serious violations of law and breach of trust identified by judicial and administrative organs.
第八条 各市工业和信息化局（中央驻鲁及省属企业主管部门）根据本工作指南及当年通知推荐符合条件的“一企一技术”研发中心，并将推荐名单及材料报省工业和信息化厅。申请材料主要包括“一企一技术”研发中心申请、评价表及必要的证明材料。
