According to the spirit of the Announcement on Doing a Good Job in the Evaluation of Professional Titles in 2020 issued by the Provincial Department of Human Resources and Social Security, in order to do a good job in the submission of materials for the evaluation of senior professional and technical titles in natural science research in Shandong Province in 2020, relevant matters are hereby notified as follows:
Review Scope of 1. Declaration and Relevant Policies
（1） Declaration scope
1. All professional and technical personnel who are engaged in natural science research professional and technical work in various enterprises, institutions and social intermediary organizations in our province, and who have determined the labor (employment) relationship with the employer, as well as freelancers engaged in natural science research professional and technical work, can apply for and evaluate the corresponding professional titles according to the prescribed standard conditions. The professional and technical personnel of non-public economic organizations can be declared by their work units through the county (city, district) human resources and social security bureau or through the personnel agency. Freelancers can be declared by the personnel agency, and each city can further smooth the channels according to the actual situation.
2. Professional and technical personnel from Hong Kong, Macao and Taiwan who are employed in our province, as well as foreign personnel who hold permanent residence permits for foreigners or residence permits for high-level overseas talents, participating in the application and evaluation of professional titles in our province must meet the requirements of the guiding opinions of the Ministry of Human Resources and Social Security on deepening the Reform of the professional title system of natural science researchers (Ministry of Human Resources and Social Affairs [2019] No. 40), which is not subject to the qualification restrictions.
3. If the central unit stationed in Shandong and other provinces entrust our province to evaluate senior professional titles, a letter of entrustment shall be issued by the department with authority. The entrustment letter of the central unit in Shandong is handled in accordance with the "Notice of the Shandong Provincial Department of Human Resources and Social Security on Simplifying the Procedures for the Entrusted Evaluation of Senior Professional Titles of the Central Unit in Shandong" (Lu Renshe Zi [2019] No. 163).
4. Civil servants (including those listed in public institutions managed by reference to the Civil Service Law) and retirees are not allowed to participate in the evaluation of professional titles.
(II) related policies
1. The evaluation of professional titles of high-level talents shall be carried out in accordance with the notice of Shandong Provincial Department of human resources and social security on the decentralization of professional title service management authority and the establishment of a "through train" system for the evaluation of senior professional titles of high-level talents (Lu people's society word [2019] No. 128).
2. The personnel of non-enterprises and institutions (including participating management units) are exchanged and hired to work in professional and technical positions in enterprises and institutions, and have been engaged in professional and technical work in their current positions for more than one year. Those who meet the requirements of the corresponding professional title after assessment can apply for review Corresponding title.
3. Township professional and technical personnel can enjoy the policies of direct evaluation in accordance with the notice of Shandong Provincial Department of human resources and social security on printing and distributing several measures to promote the revitalization of rural talents (No. 40, 2018) and the notice of Shandong Provincial Department of human resources and social security on issues related to the evaluation and appointment of township professional and technical personnel titles (No. 17, 2019).
4. The professional and technical personnel of public institutions shall apply for the evaluation of professional titles, and the municipal and provincial departments divided into districts shall make specific requirements in accordance with the relevant regulations on the management of public institutions and in combination with the actual conditions of their own departments in the region. The application for professional and technical personnel who have been approved to work part-time or leave their posts for innovation and entrepreneurship shall be implemented in accordance with the relevant provisions of the Shandong Provincial Human Resources and Social Security Department of the Organization Department of the Shandong Provincial Committee of the Communist Party of China on the implementation of the document No. 137 issued by the Ministry of Human Resources and Social Security to further support and encourage the innovation and entrepreneurship of scientific research personnel in public institutions (Lu 2020 No. 28).
5. Encourage the development of compound talents. Professional and technical personnel who have obtained a series (professional) title and are employed in the corresponding position can, with the approval of the unit, apply for review or apply for other series (professional) titles of the same level in combination with their work, without being restricted by the position of the unit.
6. Professional and technical personnel need to change their series (professional) application and evaluation of professional and technical post qualifications at the same level as the original professional and technical post qualifications due to job post adjustment. They should work in the currently employed professional and technical post for more than one year, and only those who meet the corresponding professional and technical post qualification conditions can be recommended for application. Failure to obtain the corresponding series (professional) qualifications in accordance with the regulations shall not apply for the evaluation of higher-level professional and technical post qualifications, unless otherwise stipulated by the state and the province. The length of service before and after the series of changes can be calculated cumulatively, and the relevant performance results can be used as the basis for declaring the qualifications of higher-level professional and technical positions.
7. Graduated from the intermediate class, senior class and preparatory technician (technician) class in technical colleges, they can apply for and evaluate the corresponding professional titles according to their Secondary specialized school, junior college and undergraduate degrees respectively.

In 2020, the application and evaluation of professional and technical titles of natural scientific research series in the whole province shall be carried out in strict accordance with the relevant provisions of the state and the province, mainly based on the guiding opinions of the Ministry of human resources and social security on deepening the reform of the professional title system of natural science researchers (No.40 [2019] of the Ministry of human resources and social security). Applicants should fill in the application materials realistically, and provide various supporting materials and representative works, papers, achievements and award-winning projects that can reflect their professional and technical level, ability and performance since taking up their current post. Dilute the requirements for the number of papers and awards, implement a representative work system, and fill in no more than 3 papers (professional papers written independently or published by the first author in publicly published journals; or professional works written and published by myself); No more than 3 scientific research achievements and award-winning projects related to natural science research. Other materials related to natural science research can be filled in, including project results, research reports, translations of monographs, technical standards and specifications, independent intellectual property rights, invention patents, results of achievement transfer and transformation, completed projects that have passed the appraisal, scientific and technological consulting and Management service results or rewards that fully reflect my work performance, etc.
In order to promote technology transfer and achievement transformation, a technical brokerage major will be added in 2020, and pilot work will be carried out in universities and scientific research institutes in Jinan. Please refer to the annex for relevant pilot standards. Applicants should focus on the following results: presided over technology transfer service projects or services and facilitated transaction volume, economic and social benefits generated by the transformation of scientific research results, presided over national and provincial science and technology exhibition projects or technological achievements docking activities, presided over the completion of construction Technology transfer platform, etc.
(II) requirements for exceptional declaration
For the professional and technical personnel who meet the "Shandong Province Senior Professional and Technical Position Qualification Application Guidance Conditions (Trial)" (Lu Renfa [2005] No. 15), the professional and technical personnel who apply for the natural scientific research series of senior professional and technical titles shall be submitted to the review committee for separate review after the business test. The time and place of the test will be notified separately.
(III) continuing education conditions
Continuing education conditions, in accordance with the "Shandong Province Professional and Technical Personnel Continuing Education Regulations" and related policies and regulations, provide continuing education certification materials for the past five years.
(IV) years of service requirements
The term of office is calculated to the end of 2020; the deadline for the submission of achievements, works, papers, awards and other materials is the end of 2020, and those overdue will not be recognized and will not be accepted.
There is no longer a limit on the number of years required for academic qualifications obtained after taking part in the work.

(I) online filing requirements

2. Academic degree information: Please fill in and upload the original scanned copy accurately. The evaluation shall be based on the academic qualifications recognized by the state.
3. Current professional and technical titles: Please accurately fill in and upload the current professional and technical post qualification certificate, the original scanned copy of the employment document or employment letter published by the unit.
To change the series of applicants, they also need to upload the original scanned copy of the original "Professional and Technical Title Evaluation Form" or "Professional and Technical Position Presentation Form", or the scanned copy of the copy that has been reviewed by the personnel department of the unit, signed by the person in charge and sealed by the unit.
4. Experience of study, training and continuing education in the past five years: fill in the continuing education in the past five years and upload scanned copies of the original certification materials.
5. Representative achievements and awards since taking up the current job: fill in no more than 15 items and upload scanned copies of the original. It is not allowed to fill in achievements and awards before and without original titles.
6. Representative papers, works and works published since taking up his current post: the number shall not exceed 3, and scanned copies of the original shall be uploaded (papers shall be uploaded with the cover, catalogue and original text of periodicals reflecting the serial number, and works shall be uploaded with the cover, editorial page, catalogue page and content page, etc.). Papers, works and works before obtaining the current title and without the original shall not be filled in; "Time" fill in the publication time of the newspaper or book.
7. Upload other attachments: upload the "Six Openings" Supervision Card, the exceptional recommendation report issued by the unit to which the exceptional declarer belongs and stamped with the official seal of the unit, and other original scanned copies of other certification materials that must be uploaded.
Requirements for submission of (II) paper materials
1. Five copies of "Shandong Province Professional and Technical Title Evaluation Form" (A3 paper type, subject to systematic export, double-sided printing, original).
2. The reporting unit shall provide one copy of the "Roster of Declarers" and affix the official seal of the unit.
3. The cover of the submitted materials shall clearly indicate the detailed name and quantity of various materials, the reporting department, the name of the applicant, the work unit, the job qualification to be declared and the declaration method. The actual number of materials must be consistent with the portfolio cover catalog.
(III) application materials review and other requirements
1. Unit audit. The unit where the professional and technical personnel belong shall carefully review the legality, authenticity, completeness and validity of the application materials, organize the application and recommendation work, make public before the application, and fill in the unit recommendation opinions as required. Among them, the applicant's unit must indicate in the unit opinion column of the "Shandong Province Professional and Technical Title Evaluation Form": "This unit has reviewed the application materials provided one by one, is true and accurate, and agrees to recommend", signed by the person in charge and stamped with the unit Official seal. Materials that do not meet the reporting conditions shall be returned in a timely manner and the reasons shall be explained to the applicant.
The unit shall, in accordance with the regulations, publicize the application materials, complaint acceptance departments and telephone numbers in a prominent position of the unit, and qualified units shall publicize them on the homepage of the unit's website at the same time, and the publicity time shall not be less than 5 working days. Other application materials can be placed in public places such as conference rooms for inspection.
2. The competent department and the reporting department shall review. The competent department of the unit and the reporting department shall carefully examine the application materials. The application materials submitted that do not meet the application conditions, exceed the scope of acceptance of the jury or violate the entrusted evaluation procedures shall be returned in time according to the original submission channel, and the employer shall inform the applicant in writing. Any one of the following circumstances will not be accepted:(1) does not meet the evaluation conditions;(2) does not meet the filling specifications;(3) does not comply with the prescribed time and procedures;(4) without or in accordance with the provisions of the publicity;(5) there is fraud;(6) other does not conform to the provisions of the professional title policy.
3. Time and place of submission of materials. All reporting units are requested to upload the reporting materials through the system before February 6, 2021 as required, and submit the paper-based review materials to the personnel department of the provincial science and technology department before February 7, which will not be accepted within the time limit.
