Measures of Shandong Province for the Administration of the Identification of Gazelle and Unicorn Enterprises
Chapter I General Provisions
The first article is to implement the spirit of the "Ten Opinions of the Shandong Provincial People's Government of the Shandong Provincial Committee of the Communist Party of China on Supporting the Healthy Development of the Non-public Economy" (Lufa [2017] No. 21), the "Shandong Provincial People's Government on Printing and Distributing the Implementation of Major Projects for the Conversion of New and Old Kinetic Energy in Shandong Province" (Luzheng Fa [2018] No. 7) and "Several Opinions of the People's Government of Shandong Province on Supporting the High -2018, further standardize the identification and management of gazelle and unicorn enterprises, improve the accuracy and effectiveness of the cultivation of gazelle and unicorn enterprises, and formulate these measures.
Article 2 The term "gazelle and unicorn enterprises" as mentioned in these Measures refers to the legal and compliant production and operation in Shandong Province, which has crossed the death valley of the entrepreneurial period, and has steadily entered a high growth period with the support of new technologies, new business formats, and new models. Excellent benchmarking enterprises with outstanding comprehensive benefits, great industry influence, high social integrity, and strong demonstration drive, which have played an obvious role in leading the transformation and upgrading of small and promoting the development of private economy.
Article 3 The declaration of gazelle and unicorn enterprises shall follow the principle of voluntariness and be declared by the enterprises themselves. The Provincial Department of Industry and Information Technology, in conjunction with relevant departments, in accordance with the principle of fairness, fairness and openness, selected some outstanding high-growth enterprises to be identified as provincial-level gazelle and unicorn enterprises, and took the lead in coordinating policy support and cultivation support.
Chapter II Declaration Conditions
Article 4 The declaration of provincial gazelle enterprises shall meet the following basic conditions:
The subject of (I) declaration is an independent legal person enterprise registered in Shandong Province with good tax payment and credit status.
The (II) industry is in line with the national and provincial strategic development direction, covering strategic emerging industries, the "top ten" industries for the conversion of new and old kinetic energy, and the "four bases" of industry, and actively develop new technologies, new industries, new formats, and new models. The specific scope of support is determined by the annual declaration notice according to the overall work deployment of the state and the province and the innovation and development focus of small and medium-sized enterprises in the province.
The (III) declared company must continue to operate for more than three years (full three fiscal years), have standardized corporate management, clear development goals, reasonable market layout, and an asset-liability ratio of less than 70%. It is a company controlled or acquired by a non-listed company, and has not yet Listed on the domestic and foreign stock markets (except the New Third Board and various domestic and foreign over-the-counter markets).
(IV) growth indicators: the company's revenue in the previous year ranged from 10 million yuan to 20 million yuan, and the compound growth rate of revenue or net profit in the past two years continued to reach 25%; the company's revenue in the previous year ranged from 20 million to 0.1 billion yuan, and the revenue in the past two years Or net profit compound growth rate continued to reach 20%; last year's revenue was above 0.4 billion, and the compound growth rate of revenue or net profit continued to reach 10% in the past two years.
(V) innovation capability index: if the enterprise's revenue in the previous year was 0.1 billion yuan or more, the R & D investment intensity (R & D) should continue to reach 2.5 in the past two years; If the income is less than 0.1 billion yuan, the R & D investment intensity should continue to reach 5% in the past two years. At the same time, the enterprise has at least 2 invention patents authorized, or has obtained no less than 8 utility model patents and software copyrights, or leads the formulation of one international standard, national standard or industry standard.
(VI) enterprise credit index: a comprehensive credit score of not less than 75 points by an independent third-party credit rating agency.
Article 5 To declare a unicorn enterprise, in addition to meeting the basic conditions for a gazelle enterprise, the following conditions must also be met:
The enterprise has been established or transformed for no more than 10 years, the valuation of the last round of financing in the past two years is greater than $1 billion, and the enterprise credit score score is greater than 85 points.
Chapter III Determination Procedure
Article 6 The Provincial Department of Industry and Information Technology takes the lead in the cultivation, identification and management of high-growth enterprises such as gazelles and unicorns in the province. Organize an annual declaration, together with the relevant departments of the province issued an annual declaration notice, put forward specific requirements.
Article 7 The competent departments of small and medium-sized enterprises in each city shall be responsible for the promotion of enterprises in the region, and the acceptance, review and recommendation of materials. Enterprises that meet the basic identification conditions shall, in accordance with the requirements of the annual declaration notice, voluntarily declare to the competent department of small and medium-sized enterprises in the place where the enterprise is registered. The competent departments of small and medium-sized enterprises in each city, in conjunction with relevant departments, review the authenticity and integrity of enterprise materials, and recommend them to the Provincial Department of Industry and Information Technology with official documents after selection and summary.
Article 8 The Provincial Department of Industry and Information Technology entrusts a third-party professional organization to conduct an independent review of the compliance and integrity of the enterprise's application materials; organizes experts in industry, finance, finance, investment, etc. to form an expert group to conduct an evaluation of the applicant enterprise Demonstration; organize experts to conduct due diligence for those companies to be assessed as unicorn companies; according to the review, demonstration and investigation, the companies that meet the identification conditions are identified as the primary candidates for gazelle and unicorn companies; in conjunction with relevant departments and commercial banks, the preliminary selection list will be finally reviewed, and the list of gazelle and unicorn enterprises to be recognized this year will be formed, which will be submitted to the office of the director of the Provincial Department of Industry and Information Technology for study and approval, and then publicized to the public. After the announcement was made without objection, the Provincial Department of Industry and Information Technology, together with relevant departments, released the annual list of gazelle and unicorn enterprises in Shandong Province.
Chapter IV Policy Support
Article 9 the financial department shall actively coordinate the relevant funds, which are mainly used for the guidance and support of gazelle and unicorn enterprises' innovation ability cultivation, talent introduction, market development, efficiency improvement, mode transformation, etc. For the first time, enterprises identified as provincial gazelles and unicorns will implement support and incentives according to relevant policies. Encourage the city and county governments to give matching financial support.
Article 10 gazelle and unicorn enterprises recognized at the provincial level may, according to their own needs, enjoy policy financing projects such as provincial private economic development fund (financing), government financing guarantee and emergency on-lending, and apply for government equity financing, gazelle quick loan, gazelle credit loan and other preferential policies, The specific preferential policies shall be subject to relevant policy documents, Jinan Branch of the people's Bank of China and relevant documents of various financial institutions. The Provincial Department of Industry and Information Technology, in conjunction with relevant departments, will give priority support and key guarantees to gazelle and unicorn enterprises to declare government equity investment and various government and policy financing projects.
Chapter V Management and Services
Article 11 The gazelle and unicorn enterprises that have been officially recognized shall be subject to dynamic management, with a validity period of 3 years. After the expiration of the enterprise can apply for review, the conditions to be met, the materials provided and the accreditation procedures are the same as the requirements of the current year's enterprise review, and the gazelle and unicorn enterprise qualifications will continue to be retained if the review meets the standards.
Article 12 After an enterprise is officially recognized, it will automatically enter the "Shandong Gazelle and Unicorn Enterprise Cultivation Bank", and the Provincial Department of Industry and Information Technology will entrust relevant institutions to monitor and evaluate the enterprises in storage. Build a platform for senior management training, cooperation and exchange, management consulting, market development, digital empowerment, investment and financing, and in-depth cooperation between industry, university and research for warehousing enterprises to provide all-round services.
Article 13 Actively strive for policy support from finance, science and technology, finance, human resources and social security, taxation and other departments for warehousing enterprises in terms of technology research and development, listing and cultivation, financing services, social security payment, talent policy, tax reduction and exemption, etc.
Article 14 Organize bank-enterprise communication and docking activities, recommend the newly assessed gazelle and unicorn enterprises each year to major banks and other financial institutions and well-known funds, strive for financing support for enterprises with financing needs, and encourage financial, Guarantee, investment and other institutions provide special services. Support qualified enterprises to go public and raise funds and issue bonds.
Article 15 An enterprise that has falsified and withheld, misappropriated, misappropriated, or defrauded funds in the declaration process shall, once verified, cancel the enterprise's declaration qualification for the year, and the identified enterprise shall be removed from the cultivation library, the support funds obtained shall be recovered and included in the enterprise's integrity record, and shall not declare again within three years. If the circumstances are serious, the relevant units and relevant personnel shall be investigated for responsibility according to law.
Article 16 These Measures shall come into force on October 15, 2020 and shall be valid until October 14, 2023. The Provincial Department of Industry and Information Technology is responsible for the interpretation.
