Notice of Shandong Provincial Development and Reform Commission on Organizing to Declare Major Provincial Projects in 2021

The municipal development and reform commissions and relevant departments directly under the provincial government:

In order to do a solid job in the application of major projects in 2021, relevant matters are hereby notified as follows:

1、 Scope and conditions of declaration

Scope of (I) declaration. In 2021, the provincial major project declaration work should be closely linked with major strategies, major plans, and major policies, and closely focus on the "14th Five-Year Plan", the Yellow River Basin ecological protection and high-quality development plan, and the construction of a domestic and international "double cycle" new development pattern, Eight major development strategies to plan, highlighting the "top ten" industries as the main major industrial projects, major infrastructure projects, major platform projects and major livelihood projects.

Basic conditions for (II)

While the declared project meets the relevant requirements of the "Shandong Province Major Project Management Measures", it must meet the following conditions:

1. High project quality. Major industrial projects should closely follow the development of the "top ten" industrial clusters, focusing on projects with independent intellectual property rights, leading technology at home and abroad, breaking foreign technology monopoly, and filling the gaps in the industrial layout of our province; major infrastructure projects should focus on new infrastructure construction projects (new infrastructure) and old infrastructure projects based on backbone channels and hub projects; people's livelihood projects focus on projects that complement shortcomings, strengths and weaknesses, and improve quality in public services in the social field; platform projects focus on major innovation platforms and support carriers with significant regional and industry influence.

2. Strong enterprise strength. The strength of the enterprise is strong, with the financial strength, technical capacity and talent support to match the implementation of the project.

3. Good construction conditions. The technical conditions of the project are mature and there is no significant uncertainty about industrialization. The construction scale of the project is reasonable and is in line with the investment strength of the project unit and the market demand. Construction projects must meet the requirements of land, planning, environmental protection, etc., and those involving village construction must strictly implement the "county report, city approval, and provincial filing" procedures for village relocation and provide the review and approval opinions issued by the provincial work team.

2、 Application materials

The declared project shall apply for code assignment through the online approval and supervision platform for investment projects. After obtaining the code, the declared project shall be put into storage through the new and old kinetic energy conversion major project management service platform. No code project shall not be put into storage for examination. At the same time, submit the following materials:

(I) written materials. Official application documents of the Municipal Development and Reform Commission or provincial departments (in triplicate, with a summary of the declared projects).

(II) electronic materials. 1. Summary of application projects (Excel file);2. Project declaration form (one document for each project, compiled according to the outline, submitted to Pdf draft and Word draft respectively). 3. Video image materials related to the project.

3、 Regarding requirements

The relevant departments of (I) cities and provinces should attach great importance to it, seriously organize, strengthen the examination and control of the application materials, verify the investment scale and annual investment plan, and ensure that the information provided is true and effective. Once the fraudulent project is verified, the application qualification will be canceled, and those selected for the project list will be withdrawn, and the relevant personnel will be seriously investigated for responsibility. The lax audit control leads to false and inaccurate project information, and the number of projects will be deducted accordingly in cities with serious conditions.

(II) project application materials shall be provided in strict accordance with the requirements of this notice, and materials unrelated to the project shall not be attached.

Please submit relevant (III) materials to the Key Projects Department of the Provincial Development and Reform Commission before October 31.
