Article 1 In order to standardize and strengthen the use and management of financial subsidy funds in the innovation and entrepreneurship community (hereinafter referred to as the "community") of Shandong Province, these measures are formulated in accordance with the opinions of the people's Government of Shandong Province on deepening the reform of provincial budget management and the implementation opinions of the people's Government of Shandong Province on building an innovation and entrepreneurship community of "government, industry, University and research fund.
Article 2 The term "subsidy funds" as mentioned in these Measures refers to the special funds arranged by the provincial fiscal budget for community construction (hereinafter referred to as "subsidy funds"). The subvented Community shall meet the following requirements:
(I) Community Around the Conversion of New and Old Kinetic Energy in Shandong ProvinceThe "Top Ten Industries" and strategic emerging industries effectively gather innovative elements to achieve the predetermined construction goals and have good operating performance.
The leading unit of (II) community construction shall be registered in Shandong Province, have independent legal personality and have good financial status.
The (III) Community and its member units have not had major safety, major quality accidents or serious environmental violations in the past year, and no serious scientific research dishonesty has occurred.
Article 3 The management and use of subsidy funds shall follow the following principles:
(I) government approval, reasonable allocation. Follow the law of scientific and technological development, give full play to the leading role of the government, strictly follow the goals, tasks and performance of community construction, and arrange funds scientifically and rationally by the Provincial Department of Science and Technology and the Provincial Department of Finance to eliminate arbitrariness.
(II) decentralization and empowerment, clear responsibilities. Insist on decentralization and give the community more decision-making power. AccordingThe principle of "who spends, who is responsible" strengthens the management of funds, and reports the use of subsidy funds to the Provincial Department of Science and Technology and the Provincial Department of Finance for the record.
(III) results-oriented, tracking effectiveness. With tasks as the core, results and goals as the orientation, in accordance with the content and goals of community construction, a performance evaluation system is established, the community is regularly evaluated and dynamically adjusted, funds are determined by performance, and the efficiency of fund use is improved.
Article 4 Department responsibilities:
The Provincial Department of Science and Technology of the Ministry of (I) is responsible for proposing the budget arrangement of subsidy funds, specifically organizing the implementation of the budget, and proposing the fund allocation plan; formulating the community performance appraisal method, and being responsible for the expenditure progress, use performance, safety and standardization of funds.
The (II) Provincial Department of Finance is responsible for organizing the budgeting and review of subsidy funds, the issuance of fund indicators, and leading the organization of budget performance management.
The recommendation department (city) of the (III) community is mainly responsible for raising matching funds, guiding and supervising the use of subsidy funds, and assisting in performance evaluation, supervision and inspection.
Chapter II Scope of Capital Expenditure
Article 5 The subsidy funds are mainly used for development funds established by the community, the construction of public R & D service platforms, and the research and development of major technology projects, the transformation and industrialization of scientific research results, and scientific and technological services.
(I) research and development of major technology projects. Around the development of industrial innovation, to solveFor major technical problems such as "stuck neck", the research and development of major technical projects determined and implemented by the community can refer to the relevant national and Shandong Province financial scientific research project funds use management methods to spend subsidy funds.
(II) the transformation and industrialization of scientific research results. The community undertakes the transfer and transformation activities of scientific research achievements formed by national, local and enterprise projects or advanced scientific research achievements introduced from home and abroad, as well as high-tech industrialization projects implemented by the community.
(III) technology services. Technology evaluation, technology integration and transformation, technology transfer intermediary and other professional and technical services, scientific and technological information exchange, scientific and technological training, technical consultation, technology incubation, intellectual property services and other scientific and technological service activities carried out by the community.
(IV) public R & D service platform construction. The platform built by the community to provide services for the innovation and research of small and medium-sized enterprises, including incubators, achievement transformation bases, testing and testing public technical service platforms, etc.
(V) the introduction of high-level talents. The community introduces financial subsidies from high-level innovative and entrepreneurial talents and their teams who are in urgent need of key core technologies in the country and Shandong Province.
Development Fund established by the (VI) Investment Community. Participation in development funds established by the Community by way of equity investment.
Article 6 Subsidy funds shall not be used for infrastructure construction, fines, donations, sponsorship, foreign investment, etc., and shall not be used in disguised form to distribute employee benefits and subsidies, and it is strictly forbidden to seek personal gain in any way.
Article 7 The expenses incurred in the community's entrepreneurial activities, operation and management, etc. shall be included in the community's self-financing.
Chapter III Appropriation of Funds
Article 8 The subsidy funds shall be allocated in accordance with the mission statement, construction progress and performance of the community construction plan, and shall be allocated directly to the lead unit of the community.
Article 9 After the community is approved for construction, the provincial science and technology department, the community recommendation department (city), and the lead unit jointly sign the construction plan task book, clarify the responsibilities of all parties, and determine the budget estimate for the use of subsidy funds. Maximum subsidy per Community50 million yuan, 40% of the subsidy funds allocated in advance according to the signed construction plan task book.
Article 10 The Provincial Department of Science and Technology organizes the mid-term performance evaluation of community construction, and the community submits performance evaluation materials to the recommended department (city), and at the same time, it shall not be higher than the subsidy funds.40% apply for the use of subsidy funds. After reviewing the application materials, the recommending department (city) shall summarize and submit them to the provincial science and technology department. Application materials include:
Application Form for (I) Community Grant Funds;
(II) subsidy fund expenditure budget and performance target table;
(III) the self-assessment form and self-assessment report on the performance target of the subsidy funds allocated in advance;
(IV) other materials that need to be submitted.
Article 11 The Provincial Department of Science and Technology reviews the application materials, reasonably adjusts the amount of subsidy funds according to the completion of the community construction task objectives and performance objectives, and determines the allocation plan of subsidy funds. After the distribution plan of subsidy funds is submitted to the provincial finance department for approval, the community will be given a subsidy of up to 40%.
Article 12 At the end of the community construction period, the provincial science and technology department organizes the overall performance evaluation, and then gives the expected performance target.20% subsidy; If the performance target is not reached, the corresponding funds invested in the previous period will be recovered.
Chapter IV Use and Management of Funds
Article 13 The lead unit of the community shall be directly responsible for the safety and standardization of the use and management of the subsidy funds.
The member units of the community shall use and manage in accordance with the requirements of the relevant financial and scientific research funds management measures, the community construction plan, the plan and the fund allocation plan, and shall not change the scope of expenditure or adjust the investment without authorization. If it is really necessary to change or adjust, it shall be reported for approval in accordance with the prescribed procedures.
Article 14 The community shall establish and improve the internal management mechanism of subsidy funds, formulate internal management measures, implement separate accounting and earmarking of special funds.
Article 15 补助资金支出属于政府采购范围的，应按照《政府采购法》及政府采购的有关规定执行。
Article 16 使用补助资金购置的大型科学仪器设备、科学数据等，按照规定开放共享，提高资源使用效率。
Article 17 由其他渠道投入共同体的经费应与补助资金支持内容有效衔接，形成合力。
Article 18 共同体发生变更、撤销等情况，省科技厅、省财政厅应及时调整、取消或追回补助资金。
Article 19 补助资金的结余经费，按照国家和山东省有关规定执行。
第五章 绩效评价
Article 20 省科技厅、省财政厅设置可测量、可比较、可追踪的差别化评价指标，建立和完善科学合理的绩效评价体系。
Article 21 省科技厅组织共同体推荐部门（市）会同各共同体制定补助资金绩效目标，准确反映预期实现的产出和效果。绩效目标表纳入建设任务计划书，作为绩效评价的重要依据。
Article 22 共同体建设中期或建设期满后，省科技厅组织进行绩效自评，并将绩效自评报告报省财政厅。
Article 23 省科技厅、省财政厅择机进行重点绩效评价。绩效评价可采取第三方评价方式，提高绩效评价的质量和公信力。
Article 24 强化评价结果应用，评价结果作为资金安排的重要依据。
第六章 监督检查
Article 25 省科技厅会同推荐部门（市）对预算执行进度和绩效目标完成情况开展“双监控”,对监控中发现的管理漏洞和绩效目标偏差，及时采取措施予以纠正。
Article 26 共同体存在下列行为之一的，取消补助资格，并收回前期投入资金，列入“黑名单”，并向社会公告。
（一）弄虚作假，套取补助资金；
（二）将补助资金用于与共同体建设任务书无关的支出；
（三）提供虚假财务会计资料；
（四）未按规定执行和调整预算；
（五）虚假承诺、自筹经费不到位；
（六） 其他违反国家财经纪律的行为。
Article 27 省财政厅、省科技厅、共同体推荐部门（市）及共同体主动接受人大、纪检监察、审计等方面的监督。对在各项审计和监督检查中发现的违规违纪问题，按照《中华人民共和国预算法》《中华人民共和国公务员法》《中华人民共和国监察法》《财政违法行为处罚处分条例》（国务院令第427号）等有关规定追究相应责任。
第七章 附 则
第二十八条 本管理办法由省科技厅、省财政厅负责解释。
第二十九条 本管理办法自发布之日起实施，有效期至2024年12月31日。
