Interim Measures for the Management of Major Scientific and Technological Innovation Projects in Shandong Province

Article 1 In order to further deepen the reform of the management of science and technology plans, organize the implementation of major provincial science and technology innovation projects (hereinafter referred to as major projects), and give full play to the leading role of science and technology support, in accordance with the Measures for the Administration of Key R & D Plans of Shandong Province (Luke Zi [2017] No. 185) and other relevant regulations, formulate these measures.

Article 2 Major projects are an important part of the key R & D plan of Shandong Province, focusing on the key development areas of the "top ten" industries in Shandong Province, focusing on major common key technological breakthroughs in the industry, major innovative product research and development, and major innovative achievements transformation and demonstration. Support the implementation of a number of leading, system integration and industrial chain collaborative innovation projects with significant influence in the industry, and accelerate the promotion of breakthroughs in key core technologies, modern engineering technologies and disruptive technologies, support the high-quality development of the industry.

Article 3 The funds for major projects shall be derived from the provincial financial funds for scientific and technological innovation and development established through integration.

Article 4 Major engineering projects shall be supported by means of competition, targeted entrustment, cabinet formation and unveiling, and the support methods shall be adjusted in due course according to needs.

Article 5 The management of major engineering projects shall follow the principles of openness and fairness, competition and merit, honesty and credibility, and consciously accept the supervision of relevant departments and society.

Article 6 the project of unveiling the list refers to the major engineering projects implemented by mobilizing the forces of the whole society to overcome the technical problems that need to be solved urgently in the industrial development of our province, accelerating the transformation of major scientific and technological achievements, and organizing social forces to unveil the list through open solicitation of demand.

The project funds of the unveiling system are mainly self-raised by enterprises and attracting social capital investment, and the provincial finance will give appropriate funding.

Article 7 The project of the unveiling system is divided into two categories: technical research and achievement transformation, and the issuing party is the Provincial Department of Science and Technology.

(I) technology research class. It is mainly by the leading and backbone enterprises in the province to put forward technical problems or major demands. After the provincial science and technology department issues the list, universities, scientific research units, enterprises or various innovation platforms with research and development capabilities inside and outside the province will unveil the list to tackle key problems.

(II) achievement transformation class. Major scientific and technological achievements that are relatively mature and meet the industrial needs of our province are mainly provided by universities, scientific research institutions, enterprises or various innovation platforms inside and outside the province. After the list is issued by the Provincial Department of Science and Technology, enterprises in the province that have technical requirements, application scenarios and meet the application conditions will be unveiled and transformed.

Article 8 The demander of a project under the uncovering list system shall meet the following conditions:

(I) Technology Tackling Class

1. Focus on the cutting-edge technologies, core technologies, key components, important materials and processes of enterprise and industrial development. Through project implementation, the core competitiveness of enterprises can be significantly improved, and the technical level of related industries in the province and even the country can be improved;

2. It has the capital investment to ensure the implementation of the project and can provide supporting conditions for the implementation of the project;

3. The project index parameters, time limit requirements, ownership of property rights, capital investment and other conditions and requirements for the unveiling party shall be clarified.

(II) achievement transformation category

1. It has the basic conditions and successful cases to undertake national or provincial-level scientific research tasks, and has made major breakthroughs in the key core technology research of the stuck neck. The results to be transformed have the conditions for industrialization and promotion and application, and meet the needs of enterprises and industries in our province. Innovation and development needs, give priority to supporting industrial common technologies and the first (set) of major equipment, as well as major achievements with significant public welfare and radiation driving effects;

2. The intellectual property rights of the results to be transformed are clear, and the market users and application scope are clear, which can play a key role in promoting the industrial transformation and upgrading of our province;

3. Have a support team for the transformation of results, and be able to actively participate in and assist in the implementation of the transformation and application plan.

Article 9 The relevant departments (units) directly under the province, the science and technology bureaus of districts and cities, and the central unit in Shandong, as the project competent department, are responsible for guiding the demand side of the region and the industry, focusing on the transformation of new and old kinetic energy into key industries, focusing on the development of regional and industry characteristics, Condensed and put forward major scientific and technological research and scientific and technological achievements transformation needs, put forward the project proposal of the list system, and submit it to the provincial science and technology department after review.

Article 10 The Provincial Department of Science and Technology takes into account the major needs of the province's economic and social development, comprehensively considers the needs and conditions of the unveiling system, and takes the lead in researching and compiling the "Guide to Major Scientific and Technological Innovation Projects in Shandong Province", in accordance with the "mature batch, release batch" The principle is promoted in accordance with laws and regulations.

Article 11 The party who unveils the list of projects under the unveiling system shall meet the following conditions:

(I) Technology Tackling Class

1. Have strong R & D strength, scientific research conditions and stable personnel team, etc., and have the ability to complete the task of issuing the list;

2. Able to put forward feasible plans to overcome key core technologies and master independent intellectual property rights;

3. Give priority to supporting units and teams with good scientific research performance, and encourage industry-university-research cooperation to unveil key problems.

(II) achievement transformation category

1. Have a strong achievement promotion and application team, and be able to put forward a scientific and reasonable achievement transformation plan;

2. Be able to provide the funds, venues, markets and other supporting conditions required for the transformation of results;

3. Encourage the development of demonstration applications, strive to expand the benefits of social applications, and give priority to supporting industry leaders and backbone enterprises.

Two or more legal person organizations may form a consortium to unveil the list. The demander of the same project cannot be the unveiling party.

Article 12 The competent department of the project shall be responsible for guiding the department and the local project unveiling units to fill in the application materials and submit them to the provincial science and technology department through the examination and approval of the Shandong science and technology cloud platform.

Article 13 The Provincial Department of Science and Technology shall adopt methods such as network or conference review, defense review, and on-site inspection to review the qualifications of the unveiling party, the feasibility of the unveiling plan, and the satisfaction of the demand side, and put forward proposals for the establishment of major projects, which shall be submitted for approval according to the procedures. After that, it will be publicized to the whole society.

Article 14 The Provincial Department of Science and Technology shall be responsible for the acceptance and disposal of public objections, and shall perform the project initiation procedures and issue the project initiation documents according to the publicity and objection handling.

Article 15 the Provincial Department of Science and Technology shall, in accordance with the relevant provisions, organize the signing of the project task book on the basis of the application form of major scientific and technological innovation projects in Shandong Province. The task indicators of the project task statement shall not be changed or adjusted in principle. If the project task book is not signed within the time limit, it shall be deemed to have given up the qualification to undertake the project.

Article 16 The cabinet system project refers to the project that is jointly unveiled by multiple legal entities to conduct joint research, and the chief expert responsibility system is implemented.

Article 17 The chief expert shall, with the consent of the project undertaking unit, form a project expert group and organize the implementation of the project in a democratic decision-making manner.

Article 18 The chief expert shall meet the following conditions:

(I) have a high academic level and pioneering and innovative consciousness;

(II) have strong organization and coordination ability;

(III) has a good reputation, democratic style, rigorous;

(IV) the main time and energy for project organization, coordination and research work;

The (V) is generally not more than 55 years old in the year of project establishment.

Article 19 The main duties of the chief expert are:

(I) select project team members and organize research teams;

（二）制定项目研究计划和实施方案；

（三）制定项目资金使用方案；

（四）接受项目承担单位和主管部门的监督。

第二十条实行组阁制的项目立项后，由承担单位在规定的期限内制定组阁制项目实施方案，经主管部门审核后报省科技厅。逾期不报送的，视为自动放弃，取消已立项项目并暂停一年承担单位申报省重大科技创新工程资格。
