In order to implement the spirit of the Joint Conference on Poverty Alleviation Cooperation in Chongqing, Shandong Province and the Framework Agreement on deepening Science and Technology Poverty Alleviation Cooperation between the Department of Science and Technology of Shandong Province and the Chongqing Science and Technology Bureau, the Department of Science and Technology of Shandong Province and the Chongqing Science and Technology Bureau jointly set up the Luyu Science and Technology Cooperation Plan to support relevant universities, scientific research institutes and enterprises in Shandong Province and Chongqing to carry out cooperation, strengthen the transformation and promotion of applicable technological achievements in the field of poverty alleviation, to promote the scientific and technological innovation of the two provinces and cities to work together to promote high-quality economic and social development, the 2020 Luyu Science and Technology Cooperation Plan project application work is now launched. The specific matters are notified as follows:

1、 Project Category

(I) Technology Demonstration Project

Based on the development needs of key poverty alleviation industries in Chongqing, guide and support the cooperation of universities, scientific research institutes and enterprises in the two places, strengthen cooperation in the introduction and demonstration of poverty alleviation technologies, platform construction, and poverty alleviation model innovation, and solve the characteristic industries in poverty-stricken districts and counties The common key technical problems of development have helped Chongqing win the battle against poverty. The amount of funding to be provided for each project is 200000 yuan, and the implementation period shall not exceed one year.

(II) joint project

We will support universities, scientific research institutes and scientific and technological enterprises in the two places to complement each other's advantages, carry out joint and collaborative research around their advantageous areas and key R & D directions, promote the integration of innovation resources between the two places, and enhance the ability of scientific and technological innovation. The proposed funding amount for each project is 50-1 million yuan, and the implementation period is not more than 2 years.

2. Review Procedure

(I) Project Application

The project is jointly undertaken by at least one legal entity each in Shandong Province and Chongqing Municipality. The project application units of both parties shall fill in the project application form (Annex 2) of the Luyu Science and Technology Cooperation Plan in accordance with the requirements of the "2020 Lu-Chongqing Science and Technology Cooperation Plan Project Application Guide" (Annex 1), and sign a formal cooperation agreement (Annex 3) on the project category, task objectives, fund allocation, achievement rights and interests, etc. The project application units of both parties shall submit the project application to Shandong Provincial Science and Technology Department and Chongqing Municipal Science and Technology Bureau respectively according to the relevant requirements of the place of ownership (the cooperation agreement shall be taken as a necessary annex).

(II) project review

The Science and Technology Department of Shandong Province and the Science and Technology Bureau of Chongqing Municipality respectively organize expert reviews to determine the projects to be supported by their respective projects, jointly determine the projects to be jointly supported this year after consultation between the two parties, issue formal project approval documents and allocate project funds to their respective project undertaking units.

(III) process management and performance evaluation

Shandong Provincial Science and Technology Department and Chongqing Municipal Science and Technology Bureau are responsible for the tracking of project implementation, the adjustment of major issues, the supervision of the whole process, and the comprehensive performance evaluation of the project. Follow-up support and other comments and suggestions in accordance with the performance evaluation.

3、 Declaration requirements

The (I) declaration is made in quintuplicate and accompanied by relevant supporting materials, which shall be submitted to the Provincial Department of Science and Technology before 18:00 on May 28, 2020 after being examined by the Municipal Science and Technology Bureau or the relevant competent department directly under the provincial government, and the electronic version (word version and signed and sealed pdf version) shall be sent to the designated mailbox.
