Expert working group for the evaluation of the (IV) competition.
Experts from inside and outside the province are invited to form an expert working group for preliminary evaluation, re-evaluation, and final evaluation, which will conduct evaluation in accordance with the evaluation rules, and propose a list of shortlisted works at each stage to the organizing committee.
(V) competition supervision arbitration working group.
The competition supervision and arbitration working group is set up in the provincial department of industry and information technology. it is composed of Li Changyun, deputy head of the discipline inspection and supervision team in the department, Geng xianhai, director of the policy and regulation department, and Zhang Yuguang, legal adviser of the department. it is responsible for organizing supervision and arbitration.
4. contest form
The third "Governor's Cup" industrial design competition in (I) is carried out by classification, regional collection and comprehensive evaluation. Mainly through the municipal industry and information bureau to organize the collection, to encourage the active participation of colleges and universities.
The third Shandong Industrial Design week was held (II), including the award ceremony of the competition, the exhibition of award-winning products (works), the Industrial Design Summit Forum, the transformation and docking of design institutions, design talents, design achievements and other activities.
(III) review takes the form of online review, on-site physical review, on-site physical review plus defense review to upgrade step by step. Through organizing review, on-site display, award ceremony and other activities, the innovation achievements of industrial design in our province are promoted and publicized.
(IV) set up a long-term exhibition venue for award-winning products (works), focus on displaying previous award-winning products (works) to the society, promote and popularize the innovative concept of industrial design, display the innovative achievements of manufacturing industry in our province, and enhance the innovative brands of excellent enterprises.
The (V) competition will set up an official website https://www.shandongdesign.cn/(online after debugging), fill in the application materials through the network system, organize online evaluation, carry out social publicity, accept social supervision, news publicity and promotion, etc.
5. Participants
(I) enterprises, industrial design institutions and service platforms registered in Shandong Province.
(II) teachers and students of industrial design and related majors in colleges and universities in Shandong Province.
(III) engaged in industrial design and related professional social groups and individuals in Shandong Province.
6. requirements for products and works
(I) participating products (works) should conform to the socialist core values, laws and regulations and industrial policy requirements.
The (II) should fill in the "Application Form for the Third" Governor Cup "Industrial Design Competition of Shandong Province" in accordance with the time requirements, and provide relevant materials in accordance with the requirements of the "Application Form", and will not declare within the time limit.
In principle, (III) participating products (works) must be listed or completed after March 1, 2018, with complete intellectual property rights and strong industrialization characteristics.
7. Contest Groups and Fields
(I) competition is divided into two groups: product group and concept group. The product group is mainly enterprises, and the reported products need to be listed in the past two years; the concept group is mainly universities, and the reported works need to be conceptual works designed in the past two years. All participating units or individuals can declare product group or concept group.
(II) competition is divided into 20 industry sectors: mechanical equipment, intelligent robots, electronic information and communication products, intelligent terminals, vehicles, household appliances, medical health and emergency protection products, supplies for special groups and special fields, office supplies, hardware products, textiles and clothing, urban public facilities, home furnishings and Furniture, tourism and cultural innovation, new materials and new processes, agriculture and marine industries, food, packaging, information big data platform, rural revitalization.
8. Recognition and Awards
（一）奖项设置。
1.设立“省长杯”工业设计大赛金奖10名、银奖20名、铜奖50名，由组委会分别颁发金奖、银奖、铜奖获奖证书和奖杯，进入复评的其他产品（作品）由组委会颁发“优秀奖”获奖证书，所有进入初评的参赛者均可在“省长杯”官网下载电子参赛证书（证书通过识别号验证真实性，仅用于证明参赛，无知识产权归属等证明效用）。
2.设立高校“新星奖”50名，在高校师生参赛者内进行排名，由组委会颁发“新星奖”获奖证书，并与教育厅联合颁发电子获奖证书。该奖项获得者可同时获得大赛其他奖项。
3.设立组织奖若干，由组委会对本次大赛组织工作中成绩突出的单位（包括各市工信局、高校、社会组织、设计园区等）进行表彰。
（二）奖励内容。
1.对获得“省长杯”工业设计大赛金奖主创设计者个人（即决赛答辩环节的主答辩人，在校学生除外），按程序向省总工会申报“山东省五一劳动奖章”。
2.对获得“省长杯”工业设计大赛金、银、铜奖团体或个人颁发获奖证书及奖杯。
3．对获得金、银、铜奖的产品（作品），推荐参评工信部举办的“中国优秀工业设计奖”，推荐参加世界工业设计大会暨设计产业国际博览会，并在山东省工业设计研究院长期展示。
4.山东省广播电视台、山东省工业设计研究院、山东省工业设计协会对大赛高校“新星奖”产品提供产业化转化服务支持。
九、评审
大赛评审分为初赛、复赛、决赛三轮进行：
1.资格审查：由大赛组委会办公室工作人员对参赛作品进行资格审查。
2.初赛：所有通过资格审查的参赛作品均可进入初赛，参赛产品（作品）按照领域和组别兼顾的原则分配给评审专家线上评审打分，最终优选不超过300个产品（作品）进入复赛。
3.复赛：进入复赛的企业或个人，在指定时间内将产品（作品）运送到复评现场，做好调试和展示。专家在复评现场对实物进行评审打分，按照分数取前80名进入决赛。
4.决赛：企业或个人需在实物展示现场进行答辩，答辩者须为主创设计者或团队。评审专家根据实物和答辩效果打分，根据分数排名评选出10名金奖、20名银奖、50名铜奖。
5.高校学生作品独立进行分数排名，按照排名评选出前50名作品为“新星奖”，可同时获得大赛其他奖项。
十、时间安排
（一）征集阶段。
2020年4月22日至5月15日，由大赛组委会办公室组织完成参赛征集和资格审查工作。
（二）初赛、复赛、决赛阶段。
2020年5月16日-6月20日，评审专家工作组评出金奖、银奖、铜奖共80个产品（作品）和50个高校“新星奖”作品，每个阶段上报组委会办公室。
（三）公示阶段。
2020年6月21日-28日，获得金银铜奖的80个产品（作品）在大赛官网向社会公示。
（四）大赛颁奖及展示阶段。
2020年7月3日，举办第三届山东工业设计周，举行颁奖仪式，开展设计创新高峰论坛、展览展示、产业对接、主题推广等工作。
十一、第三届山东工业设计周
（一）颁奖典礼。为80名大赛金、银、铜奖获奖单位（个人）进行现场颁奖，为10名金奖主创者颁发山东省五一劳动奖章、奖状。
（二）工业设计论坛峰会。围绕“工业设计支撑制造业高质量发展”为主题，邀请国内外知名工业设计专家作主旨演讲，组织相关机构、企业和高校参与论坛交流。
（三）专题展。对山东省第三届“省长杯”工业设计大赛的获奖成果进行现场展览展示；在世界工业设计大会、省文博会上设置“省长杯”工业设计获奖作品展区；获金、银、铜奖作品长期在省工业设计研究院展馆展示。
（四）制定线上颁奖、线上展示备用方案，以免活动受疫情影响。采取寄送获奖证书、奖章等方式颁奖，通过官网、省广播电视台、官方公众号等媒体渠道发布获奖名单，并展示获奖作品。
十二、工作要求
（一）承办单位按职责分工，认真做好大赛活动的组织协调、督导工作。
1.省工业和信息化厅牵头做好第三届“省长杯”工业设计大赛工作方案的统筹组织工作，负责大赛和工业设计周工作方案的制定实施，以及各环节流程的运行协调。
2.省教育厅负责省内高等院校师生参赛的宣传和发动工作。
3.省财政厅负责大赛及工业设计周有关资金保障支持。
4.省市场监管局负责参赛作品质量管理、知识产权保护相关的指导支持。
5.省总工会负责基层工会组织和职工参赛的组织发动工作，以及山东省五一劳动奖章、奖状的认定和颁发。
6.山东广播电视台负责大赛和获奖作品（产品）的宣传推广，以及赛程各阶段的直播、转播等宣传相关支持。
（二）各市工信局牵头组织相关企业、机构、高校和个人积极参赛，并按要求组织参加工业设计周、文博会、世界工业设计大会等有关活动。各市教育、财政、市场监管和市总工会等部门积极配合。
（三）各协办单位负责建设、维护第三届“省长杯”工业设计大赛官网和网上申报、评选系统；赛事、颁奖典礼以及会展的物料、人员等保障；充分发挥主流媒体、互联网、微信、微博等平台作用，提升宣传推介效果；推动设计成果省内外合作以及产业化转化。
十三、宣传方案
根据赛事流程，大赛宣传分为四个阶段：大赛启动、作品征集、评选评审、颁奖展览。
（一）大赛启动宣传。
召开新闻发布会。正式发布大赛方案，通过报纸、广播、电视、网络、微信、微博等各类媒体进行广泛宣传报道。
（二）作品征集与宣传。
利用网络、广播等平台展开宣传，开设网络视频访谈节目对大赛进行推介，广泛动员参赛。
（三）大赛评审。
对大赛评审过程全程记录拍摄，同时做好大赛获奖奖项网络公示工作。
（四）大赛颁奖、设计周（主题论坛）。
对大赛颁奖仪式和工业设计周的重点活动全程记录，并通过新媒体平台进行直播；设立现场直播间，对参加设计周的领导、专家、企业进行网络视频直播访谈。
（五）后续宣传报道。
山东广播电视台利用新媒体平台对大赛获奖作品、单位、项目和设计者进行深度报道，通过大赛宣传山东工业设计。
