According to the spirit of the notice on carrying out the evaluation of science and technology-based small and medium-sized enterprises in 2020 (Guo Ke Huo Zi [2020] No. 44), in order to promote the innovation and development of science and technology-based small and medium-sized enterprises, the relevant matters concerning the evaluation of science and technology-based small and medium-sized enterprises in our province in 2020 are hereby notified as follows:

1. technology-based small and medium-sized enterprises to implement the evaluation of the whole process of online processing. Please log on to the national information service platform for small and medium-sized technology enterprises (website: www.innofund.gov.cn) registration information (registered enterprises, original account number continues to be valid), submit the Information Form for Small and Medium-sized Technology Enterprises, independently evaluate small and medium-sized technology enterprises, and obtain the storage registration number of small and medium-sized technology enterprises in 2020. Enterprises can query the storage registration number through the information service platform.

The science and technology bureaus of various cities and some counties (districts and cities) in the 2., as the working institutions for the evaluation of science and technology-based small and medium-sized enterprises (hereinafter referred to as the evaluation working institutions), actively organize the storage of small and medium-sized enterprises that have not yet obtained the qualification of high-tech enterprises, and arrange special personnel to review the enterprise information. At the same time, if it is found that the enterprises that have been put into storage do not meet the requirements of science and technology-based small and medium-sized enterprises, they shall promptly report to the provincial science and Technology Department for cancellation.

3., the Provincial Department of Science and Technology will review the enterprises that have passed the review by various evaluation agencies, and publicize one batch every month. The deadline for each batch to be accepted is the 20th of each month. For the month when the enterprise application is concentrated, the publicity batch can be appropriately increased; this year The deadline for enterprises to submit the "Information Form for Technology-based Small and Medium Enterprises" is October 20. The provincial science and technology department shall conduct spot checks on the information of warehousing enterprises and cancel the registration numbers of enterprises that do not meet the requirements.

4. support measures:

1. Assist in the implementation of the policy of risk compensation for loans for the transformation of scientific and technological achievements, and guide banking institutions to provide loan support for warehousing enterprises.

2. Obtain the qualification to participate in the China Innovation and Entrepreneurship Competition and the Innovation Competition Action Plan for small and medium-sized Enterprises in Shandong Province, and the winning enterprises in the competition will be funded.

3. Give subsidies to qualified warehousing enterprises into the provincial high-tech enterprise cultivation library.

4. Support qualified warehousing enterprises to enjoy preferential policies for scientific and technological innovation such as innovation vouchers, small increases, and financial subsidies for enterprise research and development.
