Shandong deploys nine tasks in the battle to build a strong manufacturing province
In 2020, closely following the goal of building a strong manufacturing province and coordinating the dual needs of high-quality development and steady growth, Shandong's industrial sector will implement nine key tasks to ensure that the "14th Five-Year Plan" will lay a good foundation for shaping Shandong's new industrial advantages.
In 2019, Shandong implemented more than 10000 technological transformation projects with an investment of more than 5 million yuan, which provided strong support for expanding industrial investment, stabilizing economic trends, and promoting the conversion of new and old kinetic energy. In 2020, our province will focus on traditional advantageous industries such as chemical industry, food, light industry, machinery, shipbuilding, textile and clothing, refine technological transformation at three levels: single enterprise, industrial chain and industrial cluster, promote the three-year action plan of intelligent technological transformation, implement a new round of "ten thousand technological transformation", promote a new round of "ten thousand enterprise transformation", and transform the stock advantage into incremental advantage.
Focusing on the "top ten" key industries such as the new generation of information technology, high-end equipment, high-end chemicals, and new materials, our province will improve the "6 1" promotion mechanism, sort out and connect scientific research institutions, think tanks, funds, and associations, and at the same time grasp "Four batches", set up work accounts for key projects in special classes, strengthen tracking services, and promote implementation one by one.
Guided by the principle of "up the new and down the old, up the big and down the small, up the high and down, up the whole and down", our province will continue to adjust and optimize the seven high energy-consuming industries in 2020 to ensure that there is room for the development of advanced production capacity. Among them, the chemical industry will strengthen the construction of smart chemical parks on the basis of the implementation of hierarchical and classified management of chemical parks, accelerate the closure of chemical production enterprises that are hopeless for rectification and reform, and promote the relocation and transformation of hazardous chemical production enterprises.
In order to strengthen the basic capacity of the industry and enhance the modernization level of the industrial chain, this year our province will strive to create a national manufacturing innovation center and issue guidelines for the implementation of a strong industrial base. we will speed up the conquering of a number of core, common, key technologies and "stuck neck" problems in the fields of integrated circuits, industrial Internet, major equipment, and electronic infrastructure, and organize the implementation of intelligent manufacturing, green manufacturing, and service-oriented manufacturing "1 N" promotion actions.
At present, some regions are restricted by the imperfect industrial ecology in varying degrees in the "double recruitment and double introduction" and industrial development. This year, our province will pay close attention to the optimization of industrial ecology, relying on the industrial chain, industrial clusters and industrial parks, and make simultaneous efforts from both sides of supply and demand to build an excellent industrial ecology of efficient agglomeration, coordination and symbiosis. To drive the industry with applications, our province will speed up the construction of Jinan-Qingdao artificial intelligence innovation application pilot area, actively cultivate and expand 5G application scenarios, and speed up the demonstration application of Beidou, virtual reality, 4K/8K ultra-high definition video and other technologies.
This year, a long-term mechanism to prevent arrears of accounts will be established, and further clean up the provisions linked to the nature of enterprises, and promote the transformation of support policies to universal and functional. Our province will also build an enterprise echelon cultivation system to vigorously cultivate high-growth enterprises such as individual champions, gazelles and unicorns.
In order to break the bottleneck of industrial development factors, this year our province will study and formulate differentiated control policies for high-energy-consuming industries, comprehensively launch the "per-mu yield benefit" evaluation reform, make good use of the "white list" of industrial enterprises, and promote the implementation of policies such as bank-tax interaction, non-repayment of principal and renewal of loans, and emergency on-lending.
Since the establishment of the provincial industrial operation headquarters, it has focused on key areas, key industries, key enterprises and key indicators, analyzed problems one by one, studied countermeasures, defined objectives, grasped enterprises, projects and services, and the decline in industrial growth has been rapidly reversed, and there have been positive changes in building a bottom and warming up. This year, our province will give full play to the entity operation and leading role of the provincial industrial operation headquarters, optimize the mechanism, strengthen overall planning, and create a high-level industrial operation "command center"; the construction of a comprehensive service platform for industrial operation will also be accelerated. This helps enterprises solve practical difficulties.
Focusing on the goal of building a strong manufacturing province, Shandong will comprehensively evaluate the implementation of the "13th Five-Year Plan" this year, study and put forward the development goals, work ideas and key tasks for the next five years, and prepare the "14th Five-Year Plan" that is in line with reality and leads development. Strive to bring more important issues, key projects, and major projects in our province into the national plan.
