Notice on Carrying out the Pilot Work of National Integration of Production and Education
Municipal development and reform commissions, relevant provincial departments, relevant schools and enterprises:
In order to conscientiously do a good job in the pilot work of the national industry-education integration construction, according to the Circular on issuing the pilot implementation Plan of the National Industry-education Integration Construction (Development and Reform Society [2019] No. 1558, hereinafter referred to as the "Circular") and the relevant requirements of the provincial government, the relevant matters are hereby notified as follows.
1. pilot city declaration
According to national requirements, in principle, pilot cities should meet the following conditions:
1. It has strong economic and industrial foundation support, relatively concentrated population distribution, high urban density, more than 3-5 dominant leading industries or characteristic industrial clusters, and the basic conditions for undertaking the transformation of scientific and technological achievements in colleges and universities.
2. The conditions of educational talent resources are relatively concentrated, with solid basic conditions for vocational education, and the basic conditions for large-scale training of technical and skilled personnel.
3. The reform of industry-education integration has taken substantial steps. The party committee and the government attach great importance to the reform of industry-education integration. They have a strong will to promote the reform, shape ideas and clear goals. They have launched solid and effective reform measures, which can play a leading role in demonstration.
Please apply for the first batch of national industry-education integration city pilot cities before November 12, 2019, and submit the pilot city construction plan and list (see Annexes 1 and 2 for specific requirements) to the Provincial Development and Reform Commission. The provincial development and Reform Commission will organize the evaluation according to the national requirements. According to the evaluation results, one city will be recommended to apply for the first batch of national pilot cities for the integration of industry and education. At the same time, 3-5 cities will be selected as the pilot cities in the province for construction and cultivation.
2. Industry-Education Integration Enterprise Construction and Cultivation
In order to further promote the integration of industry and education, in accordance with the relevant spirit of the state, the Provincial Development and Reform Commission and relevant departments drafted the "Shandong Province Industry-Education Integration Enterprise Construction and Cultivation Plan" (Annex 3). All cities are requested to actively guide relevant enterprises in their jurisdictions according to relevant requirements Carry out declaration and construction and cultivation work, organize qualified and willing enterprises to fill in the "Shandong Province Industry-Education Integration Enterprise Construction and Cultivation Application Form", after examination at the municipal level, the city shall be reported to the sdcjrh@shandong.cn mailbox of the provincial development and reform Commission. The Provincial Development and Reform Commission will review with relevant departments, and the reporting enterprises that have passed the review will be included in the information reserve for the construction of industry-education integrated enterprises for construction and cultivation. The quantity and quality of enterprise declaration will be used as an important evaluation reference for the pilot work of the integration of production and education in each city. Provincial enterprises shall be summarized by the provincial state-owned supervision department and submitted to the Provincial Development and Reform Commission. There is no time limit for enterprise declaration and it can be declared at any time.
The declaration of central enterprises and national super large private enterprises shall be organized and implemented by the national development and Reform Commission and the Ministry of education in conjunction with relevant ministries and commissions, and shall be implemented in accordance with the notice of the general office of the national development and Reform Commission and the general office of the Ministry of education on printing and distributing the work plan for the pilot construction and cultivation of national industry education integrated enterprises (No. 964, 2019), All localities are requested to organize qualified enterprises to declare according to apply.
3、 Regarding requirements
The Provincial Development and Reform Commission, the Provincial Department of Education, the Provincial Department of Human Resources and Social Security, the Provincial Department of Finance, the Provincial Department of Industry and Information Technology, and the Provincial State-owned assets Supervision and Administration Commission are responsible for the overall planning and coordinated promotion of the pilot project of industry-education integration in Shandong Province. Municipal governments and relevant departments do a good job in organizing the implementation of pilot construction within their jurisdiction.
All pilot cities should closely focus on the innovation of the system and model of industry-education integration, focus on improving development planning and resource layout, promoting the reform of personnel training, reducing institutional transaction costs, innovating the construction of major platform carriers, and exploring system and mechanism innovation. We should carry out pilot projects as a whole, implement support policies, strengthen organization and implementation, and ensure that the pilot objectives are achieved on schedule. For the construction and cultivation enterprises that are included in the construction information reserve of industry-education integrated enterprises, the municipal government must implement various preferential policies for the state to support enterprises to participate in the organization of vocational education, implement regular follow-up services, ensure landing, and approve projects and purchase services., Financial support, land use policies and other aspects to provide convenient support for construction and cultivation enterprises.
Industry-education integration enterprises should formulate and publicly release to the public a three-year plan for industry-education integration and school-enterprise cooperation within 3 months after storage, and report to the Provincial Development and Reform Commission for the record. After at least one year of enterprise storage construction and cultivation, those who meet the national certification standards shall be declared to the state to enter the certification catalogue of production-education integrated enterprises and enjoy the relevant national support policies.
