China regards 5G as a new kinetic energy to promote supply-side structural reform, a new opportunity to revitalize the real economy, and a new engine to build a manufacturing power and a network power. In order to seize the opportunity of 5G development and speed up the transformation of new and old kinetic energy in the province, in accordance with the spirit of the instructions of the leaders of the provincial party committee and provincial government, the Provincial Department of Industry and Information Technology took the lead in compiling the "implementation opinions on speeding up the Development of 5G Industry" (hereinafter referred to as "implementation opinions"). 1. Background and Process of Compiling Implementation Opinions
5G and its related industries are the key areas of the current global new round of scientific and technological revolution, the commanding heights of the development of the digital economy, and have a significant impact on the future development of key industries. Grasp the new opportunities for industrial development brought about by 5G, accelerate the layout of infrastructure and related industrialization, promote the deep integration of 5G with cloud computing, big data, artificial intelligence and other technologies, and accelerate the formation of 5G industrial advantage clusters, which is of great significance to the realization of high-quality economic development in Shandong.
In accordance with the deployment requirements of the province, at the beginning of this year, the Provincial Department of Industry and Information Technology, in conjunction with the Provincial Communications Management Bureau, Huawei, China Academy of Information and Communications Technology and other units, set up a special work class, through questionnaire surveys, centralized discussions, and field visits, the province's 5G network Construction, integrated applications and industrial infrastructure conducted special investigations, and systematically studied the development experience and policy documents of Beijing, Guangdong, Zhejiang and other provinces and cities, huawei (Shandong), Inspur, Haier, Hisense, Unicom and other key enterprises were organized to hold many discussions, and the "implementation opinions" were carefully compiled and drafted. The implementation opinions are divided into four sections, including overall objectives, key tasks, special actions and safeguard measures.
In the overall goal part, the general idea of the development of 5G industry in our province is established. The general idea is to "take network construction as the basis, application demonstration as the breakthrough, and industrial development as the main direction". Through 5G networking and integrated application, the development of relevant manufacturing industries in our province will be accelerated. In terms of implementation steps, based on the actual situation of our province, we put forward two phased goals: first, by 2020, we will achieve continuous coverage of 5G networks in areas with key application needs in districts, cities and urban areas, and take the lead in realizing 5G scale commercial use in the country. Second, by 2023, continuous coverage of 5G networks in urban areas above the county level will be achieved, with network scale, user scale, traffic scale, 5G industry application and industrial integration development ranking first in the country.
In the part of key tasks, closely combined with the current major strategies and development reality of our province, this paper puts forward the main paths of three key tasks: network facilities construction, industry application driving, and industrial innovation and development, and defines the specific development priorities.
For the construction of network facilities, the focus is on the overall layout and the orderly expansion of the scope of the pilot. For example, in 2019, commercial trials and site selection deployment will be carried out to complete network coverage in the core urban areas of Jinan, Qingdao and Yantai.
Driven by industry applications, the focus is on 11 major areas such as industrial Internet, cultural and sports tourism, smart government, smart transportation, smart medical care, smart ocean, smart agriculture, smart emergency, Internet finance, Zhi'an Chemical Park, and smart power grid.
For industrial innovation and development, we will focus on 5G core industries and related industries, and build 5G core industrial clusters with Shandong characteristics by optimizing and strengthening 5G core industries. Through the development and expansion of 5G related industries, we will accelerate the upgrading of the scale level of related industries such as application software, cloud computing, big data, artificial intelligence, intelligent equipment and ultra-high definition video.
In the special action part, four special actions are put forward closely following the task objectives: first, the innovation and promotion action, focusing on the implementation of the core technology research plan, creating a number of innovation carriers, and building an innovation cooperation mechanism; specific tasks are put forward for pilot drive, platform construction, network security, etc. The second is pilot-driven action, focusing on implementing a number of pilot projects, cultivating a number of smart industrial clusters and creating a number of 5G industrial parks (bases); The third is the platform construction action, focusing on the construction of 5G test and verification service platform, the construction of 5G industry dynamic monitoring platform and the development of 5G-based industrial Internet platform. 总体上看，我省信息基础设施完善，电子信息产业较为发达，在推动5G产业发展方面具有一定优势。
一是产业发展态势良好。基础产业方面，具备5G芯片及碳化硅、氮化镓、多层陶瓷电容器介质粉等关键材料研发生产能力，拥有海尔、海信、歌尔等5G智能终端生产研发企业。前沿产业方面，拥有从事云计算、大数据、人工智能、物联网、AR/VR等众多软硬件研发企业，2018年全省新一代信息技术产业增速保持在15%以上。其中，从事物联网产业研发、生产、应用等的企业达1000多家，年业务收入1600多亿元。产业聚集方面，以济南、青岛、烟台等市为代表的信息技术产业规模占全省的70%以上，确立济南、青岛、济宁三大数据产业聚集区；建成了济南物联网研发基地、国家虚拟现实高新技术产业化基地等，积极推动大数据、物联网、虚拟现实等产业园区建设。

一是设立5G产业创新发展专项资金，对试点示范效果好、评价等级高、地方财政贡献大的项目予以资金支持。同时，建立完善税收优惠政策，落实研发费用加计扣除和固定资产加速折旧等政策，推动设备更新和新技术应用。
二是落实电费优惠政策，支持5G基站建设运营。支持有条件的市对居民小区、写字楼等基站依托“一户一表”政策实施直供电改造，纳入直供电范围；对不具备改造条件的，转供电单位收取的预购电价标准，不得高于工商业单一制电价不满1千伏电压等级高峰时段电度电价；鼓励各市、县（市、区）对基站用电费进行补贴。支持有条件的市、县（市、区）对所属地基站建设进行奖补。
