Notice on the Application for the 2019 Shandong Province Key Research and Development Plan (Soft Science Project)
To the science and technology bureaus of various cities, relevant departments directly under the provincial government, and relevant units:
The "Guidelines for the Application of Key Research and Development Plans (Soft Science Projects) in Shandong Province in 2019" (Annex 1) and relevant matters concerning the application of project organizations are hereby notified as follows:
1、 Project Category
The provincial key research and development plan (soft science project) is divided into three categories: major projects, key projects and general projects.
2、 Declaration conditions and requirements
1. The reporting unit is an enterprise, institution, community organization and other research institutions with independent legal person qualification in our province. The person in charge of the declared project should be an in-service person, and major and key projects should have a professional and technical title or doctorate degree at or above the deputy senior level; general projects should have a postgraduate degree, or an intermediate or above professional and technical title. The researchers in the research group are professional and have a reasonable age structure.
Encourage collaborative research. The application units are encouraged to absorb the personnel of the application units (including civil servants) to participate in the research, so as to enhance the applicability and pertinence of the achievements, but the party and government organs (including the public participation units) can not be the subject undertaking units.
3. In order to avoid more than one topic, cross-application and repeated project initiation, and to ensure that the applicant has enough time and energy to engage in project research, the application for the 2019 Shandong soft science plan project is specially limited as follows:(1) the project leader can only apply for one project in the same year. Group members can apply for up to two projects. (2) If the provincial soft science plan project has not been completed, it cannot be used as the person in charge to declare new projects. (3) The persons in charge of the central ministries and commissions, the provincial natural science fund, the provincial social science project and the members of the research group who apply for the same year cannot apply for the provincial soft science project with the same or similar topics. (4) Anyone who applies for a soft science plan project in Shandong Province on the basis of follow-up research on all levels and types of projects completed shall indicate in the Application Form the connection and difference between the applied project and the undertaken project, and shall not apply for a new project with the same results with basically the same content. (5) Where a project is declared on the basis of a doctoral dissertation or a postdoctoral outbound report, the connection and difference between the project applied for and the dissertation (outbound report) must be noted in the Application Form, and the published content is basically the same. Research results apply for new projects.
4. Applicants should truthfully fill in relevant information. If fraud, plagiarism, plagiarism, or infringement of other people's intellectual property rights are found, once verified, the declaration qualification will be canceled and recorded in the credit file; if the project has been established, it will be withdrawn.
3、 Declaration process
1. Project declaration is implemented online declaration. The applicant shall declare independently, the reporting unit shall review it, and the competent department shall recommend it. Direct declarations from individuals (natural persons) are not accepted. The same reporting unit can only declare through a competent department. Not through the online declaration, recommended declaration of the project will not be accepted. After the application project is recommended by the competent department online, it will not be returned for re-reporting. If the declared items fail to pass the formal examination, they will not be filled separately.
2. The basic process of online declaration. Applicants log in to Shandong Science and Technology Plan Management Information System (https://Wo), download the 2019 application form, fill in and upload it in strict accordance with the instructions, download the application form and print it after the competent department reviews the recommendation (the system will automatically generate the project number after the recommendation is successful). The reporting unit shall promptly contact the competent department for recommendation. The account number of the reporting unit shall be established by the competent department, and the account number of the reporting unit shall be established by the reporting unit.
3. Declaration and submission of materials. To apply for major and key projects, you must fill in the "Shandong Province Key Research and Development Plan (Soft Science Project) Major Project Application" and "Shandong Province Key Research and Development Plan (Soft Science Project) Key Project Application" online, and submit three paper applications.
To apply for general projects, you must fill in the "Shandong Province Key Research and Development Plan (Soft Science Project) General Project Application Form" and the basic project information form online, and submit one paper application form and three basic information forms.
The submitting unit shall uniformly submit a summary table of recommended application items (Annex 2).
4. Reporting time. Online declaration will close at 24: 00 on November 12, 2019. The acceptance date of written materials is 16:00 on November 14, 2019, and will not be accepted within the time limit. The competent department of the project and the reporting unit shall carefully organize, strictly review and organize the reporting according to the requirements.
