Notice on Implementing the Support Policies for the 2018 Shandong Province Small and Medium sized Enterprises Innovation Competition Action Plan
Municipal Science and Technology Bureaus:
In order to deepen the reform of the science and technology system, promote major projects for the conversion of new and old kinetic energy, and implement the support policies for science and technology-based small, medium and micro enterprises, in accordance with the relevant requirements of the ''Shandong Province Small, Medium and Micro Enterprise Innovation Competition Action Plan Implementation Plan ", we are now organizing the implementation of relevant support policies for the 2018 Shandong Province Small and Medium Enterprise Innovation Competition Action Plan (hereinafter referred to as the Action Plan), and the relevant matters are notified as follows:
1. supported objects and types
(I) support object. Enterprises and teams that participate in the 2018 action plan and comply with relevant support policies.
(II) support type
1. Science and technology financial subsidies for new and cutting-edge enterprises. From October 16, 2018 to October 16, 2019, follow-up support will be given at 10% of the investment amount for all emerging enterprises participating in the on-site promotion that receive venture capital support such as venture capital funds and industrial funds for the first time; those who obtain the first bank loan will be given discount support for up to two years according to the benchmark loan interest rate of the people's Bank of China for the same period in that year.
2. Team technology financial subsidies. For all entrepreneurial teams participating in the on-site promotion, from October 16, 2018 to October 16, 2019, enterprises registered and established in Shandong Province (excluding Qingdao) can enjoy the support of science and technology financial subsidies for emerging enterprises.
3. Subsidy after team tracking. For the entrepreneurial teams that have won the on-site promotion in each technical field, from October 16, 2018 to October 16, 2019, the companies registered in Shandong Province (excluding Qingdao) will be tracked. According to the results of its transformation projects, those who meet the application requirements of Shandong science and technology plan projects will be given financial support of no more than 500000 yuan.
4. The total amount of funds and financial subsidies for science and technology projects for each enterprise shall not exceed 1 million yuan.
2、 Regarding requirements
1. The relevant municipal science and technology bureaus should earnestly enhance their sense of service, actively guide and help qualified enterprises to declare and enjoy policies, and at the same time conscientiously perform their audit duties to avoid declaration letters caused by lax audit checks.Untrue. Enterprises applying for support shall be responsible for the authenticity and validity of the data and materials submitted.
2. Enterprises that meet the policy support please provide the following materials:
(1) Financial subsidies for science and technology. Enterprises applying for science and technology financial subsidies are required to fill in the Application Form for Science and Technology Financial Subsidy (see Annex 1) and provide the following materials:
Enterprises that obtain investment for the first time shall provide business license, certificate of equity change, articles of association, qualification certificate of investment institution, investment agreement and capital in place certificate and other supporting materials; enterprises that obtain bank loans for the first time are required to provide supporting materials such as business license, enterprise independent inquiry version credit report issued by the credit reference center of the people's Bank of China, loan contract signed between the enterprise and the bank, entry voucher lent by the bank to the enterprise, financial voucher for the enterprise to pay interest to the bank, etc. Team technology financial subsidies are required to provide the same supporting materials in the relevant categories.
(2) Post-tracking subsidy for the team. If the winning team establishes an enterprise, the enterprise legal person must be the team leader, and must provide the business license registered with the industrial and commercial department from October 16, 2018 to October 16, 2019, the articles of association, the core team members serving in the enterprise and other supporting materials, as well as the progress report of innovative competitive projects (see Annex 2 for the outline of the report).
3. After the relevant municipal science and technology bureau has reviewed the enterprise application materials, together with the "Summary of Supporting Policies for the Implementation of the Innovation Competition Action Plan for Small, Medium and Micro Enterprises in Shandong Province" (see Annex 3), it will be formally written before November 10, 2019. Submit to the Provincial Science and Technology Department, and submit electronic versions of various materials to the designated mailbox.
