Yanchun:

Good morning, ladies and gentlemen. Welcome to the press conference of the State Council Information Office. Today, we are very pleased to invite Mr. Xin Guobin, Vice Minister of industry and information technology, to introduce the development of industrial communication industry in the first half of 2019 and answer questions from journalists. Also present at today's press conference were Mr. Huang Libin, Director of the Operation Monitoring and Coordination Bureau of the Ministry of Industry and Information Technology and spokesperson, and Mr. Wen Ku, Director of the Information and Communication Development Department of the Ministry of Industry and Information Technology and spokesperson. Next, I would like to give an introduction to Mr. Xin Guobin.

Xin Guobin:

Good morning, ladies and gentlemen, friends from the press. Welcome to today's press conference. Next, I would like to briefly introduce the development of China's industry and communication industry in the first half of this year.

Since the beginning of this year, in the face of the complex and changeable internal and external environment and downward pressure on economic operation, relevant departments in all regions have conscientiously implemented the spirit of the Central Economic work Conference and the deployment of the "Government work report." in accordance with the eight-character policy of "consolidation, enhancement, promotion, and smooth flow" and the requirements of "six stability", we regard the promotion of high-quality development of the manufacturing industry as an important support for steady growth, in the first half of the year, the overall operation of the industrial economy was stable and steady, and the development momentum of the information and communication industry was stable, mainly reflected in the following aspects:

Industrial production remained basically stable. In the first half of the year, the added value of industries above designated size nationwide increased by 6% year-on-year, which was within the expected target range of annual growth; among them, the added value of manufacturing increased by 6.4 year-on-year.

The conversion of new and old kinetic energy is advanced in an orderly manner. In the first half of the year, the added value of high-tech manufacturing increased by 9%, 3 percentage points higher than that of all manufacturing industries. Investment in technological transformation in the manufacturing industry increased by 13.1, 10.1 percentage points higher than that of all manufacturing investment. The output of new industrial products with high technological content and added value maintained double-digit growth.

Private enterprises small and medium-sized enterprises operating conditions improved. We will implement inclusive tax cuts for small and micro enterprises, reduce the value-added tax rate, reduce the burden of social security contributions, help enterprises to travel light and stimulate development vitality. In the first half of the year, the added value of private enterprises above designated size and small and medium-sized industrial enterprises increased by 8.7 and 8.1 respectively.

The information and communication industry has increased its role in supporting the economy and society. According to the constant price of the previous year, the total volume of telecommunications business increased by 25.7. The 5G license was officially issued on June 6. The average tariff for mobile network traffic and the average tariff for broadband for small and medium-sized enterprises continue to decrease. Software and information technology services business revenue growth of 16%.

However, it should also be noted that the current industrial economic operation is still facing many unstable and uncertain factors, the trend of differentiation between industries and regions has intensified, the growth rate of industrial product exports has fallen more, and the pressure of stable industrial growth is still greater. In the second half of the year, all relevant departments in all regions should follow the overall deployment of the Party Central Committee and the State Council for this year's economic work, adhere to the general tone of the work of seeking progress while maintaining stability, and implement the eight-character policy of "consolidation, enhancement, promotion, and smooth flow" and the requirements of "six stability"., Make every effort to do a good job in the field of industrial communications, and celebrate the 70th anniversary of the founding of the the People's Republic of China with outstanding achievements.

Next, my colleagues and I are willing to answer your questions. Thank you all.

Yanchun:

Thank you Mr. Xin Guobin for your introduction. Now let's move on to the question-and-answer session. Before asking questions, please inform your news organization. Please ask questions.

CCTV reporter:

The main data of economic operation in the first half of the year have been released by the National Bureau of Statistics. How does the Ministry of Industry and Information Technology evaluate the highlights of China's industrial economic situation in the first half of the year, what are the policy effects, and what difficulties and pressures still exist in the economic operation? Thank you.

Xin Guobin:

In my opening remarks just now, I made a brief introduction to the operation of the industrial economy in the first half of the year. I would like to further summarize it in five sentences: first, the overall economic operation is stable and in line with expectations; second, positive progress has been made in optimizing the supply structure and strengthening the foundation; third, leading by high and new technology and strong momentum; fourth, reducing costs and increasing efficiency to help small and micro businesses; fifth, maintaining pressure in stability and being organic in danger.

Overall stable, in line with expectations, refers to the counter-cyclical macro-control led by the first half of the main industrial operation indicators of stable performance, better than expected. The growth rate of industrial value added above designated size was 6%, which is at the upper limit of the expected target of 5.5 to 6% for the whole year. At the beginning of the year, we anticipated the performance of the industrial economy for the whole year, and we believe that maintaining a 5.5 to 6 per cent is an acceptable indicator. From the first half of the year, the overall industrial economic growth was 6%. Among the 41 major industrial sectors, 39 industries maintained growth in production, and more than half of the industries accelerated their growth. Although the monthly data fluctuated due to some objective factors and the base of the same period last year, none of them affected the overall situation of smooth operation.

Optimizing supply and strengthening the foundation refers to promoting the high-quality development of the manufacturing industry as an important support for steady growth, consolidating the achievements of steel and other industries to reduce production capacity, implementing major equipment to make up for shortcomings and other strong foundation projects, and continuously promoting industrial transformation and upgrading development. In the first half of the year, the growth rate of the added value of the raw materials industry accelerated by 3.2 percentage points year-on-year, and the capacity utilization rate of the steel and non-ferrous metal industries reached 80.2 and 79.7 respectively. This is also a goal we pursue.

In the first half of the year, the investment in technological transformation of the manufacturing industry increased by 13.1 year-on-year, 10.1 percentage points higher than the total investment in the manufacturing industry. In the previous stage, I went to Shanghai and Suzhou to conduct a survey. Shanghai's industrial investment has been above double digits for 15 consecutive months. In the first half of this year, Shanghai's industrial investment growth rate remained at about 17%. Investment in biomedicine, green chemical industry, automobile manufacturing and other fields has increased by nearly 50%, and some have exceeded 50%. Industrial investment in Suzhou also maintained a high growth rate, with industrial investment increasing by 13.2 percent, of which investment in technological transformation increased by 18.4 percent. These two cities are of landmark significance to China, so these two sets of data also indicate that there will be a good foundation for future development.

Xin Guobin:

High-tech leadership and strong succession refer to the continuous strengthening of scientific and technological support and the leading role of emerging industries, making every effort to promote the "stuck neck" key core technology research and the "iterative" application of innovative products, comprehensively promote the development of new materials and other industries, and promote the continuous conversion of new and old kinetic energy. In the first half of the year, the added value of high-tech manufacturing increased by 9%, and the added value of strategic emerging manufacturing increased by 7.7, 2.6 and 1.3 percentage points faster than the overall manufacturing industry. New energy vehicles, urban rail vehicles, service robots, 3D printing equipment, high-end medical equipment, and biomedicine have all maintained a relatively high growth rate.

Reducing costs and increasing efficiency and helping small and micro businesses refers to the full implementation of larger-scale tax and fee reduction measures, improving the support policy system for financial services to private enterprises and small and micro enterprises, clearing up arrears of accounts owed to private enterprises and small and medium-sized enterprises, and significantly enhancing enterprises' sense of policy acquisition. In the first five months, the decline in profits of industrial enterprises above designated size narrowed by 1 percentage point compared with the first quarter. Profits rose 1.1 per cent in the month of May, while the added value of private and small and medium-sized industrial enterprises above designated size increased by 8.7 per cent and 8.1 per cent respectively in the first half of the year, an acceleration of 2.7 and 1 percentage point respectively over the same period last year. Profits in the first five months increased by 6.6 per cent and 6.7 per cent, respectively.

This is the last sentence. At present, the global economy as a whole is slowing down, and trade bullying is very popular, which has brought great uncertainty to the world economy. Under the background of economic globalization, it is impossible for any country to stay out of the matter, and there is no winner in the trade war. In addition to the overall tightening of the external environment, China also has the pain of domestic transformation and upgrading and the existing structural and institutional contradictions, and the factors of uncertainty and instability have increased significantly. In accordance with a series of decisions and deployments of the central government and this year's economic work, we will deepen the implementation of the eight-character policy of "consolidation, enhancement, improvement, and smooth flow", focus on the "six stability" work, and promote the high-quality development of the manufacturing industry as an important support for stable growth. Continuously enhance independent innovation capabilities, continue to promote the optimization and upgrading of the industrial structure, and strive to create new momentum and new advantages for the smooth operation of the industrial economy. We believe that the goals and tasks for the whole year can be achieved. Thank you all.

Wall Street Journal Reporter:

My question is, why is 5G technology so important to China, and when will China deploy 5G technology, especially in rural areas.

Xin Guobin:

Please ask Mr. Wenku to answer this question.

Wenku:

Thank you for your question. The reason why 5G technology is important is that I think it has been discussed in the media for a long time. I will briefly repeat it here.

5G technology is different from 4G and has something in common. Apart from the large bandwidth use of 4G, such as high-speed browsing and high-speed imaging, when 5G technology was originally designed, some other applications were also taken into account in addition to connecting people to people's communication. On many occasions, everyone said that 5G has changed the world. In addition to large bandwidth, there are also low latency, high reliability, and large connections. That is to say, in addition to traditional 4G applications, 5G also has Internet of Things applications and industrial control. Similar to some low latency and high reliability control applications, its development will be of great significance to the future development of society and some other applications.

With regard to the countryside, I think it has always been the focus of our development. At present, we have been working for many years through the universal service compensation mechanism. I believe that the reporters present here have also visited the countryside. Our goal is to achieve the same speed on the same network in rural and urban areas. At present, we can basically do it. We have almost all administrative villages across the country connected to optical fiber. According to the measured speed, the average network speed can reach more than 60 megabytes. Mobile coverage is also very important. Before 5G arrived, we had already started to deploy 4G networks in rural areas on a large scale. By the end of this year, preliminary estimates show that more than 98% of the 550000 administrative villages in the country will have 4G network coverage.

In terms of 5G, network deployment is usually a slowly rising curve. This year, 5G is mainly deployed in some key places, especially in some hot spots and big cities. With the next step of work, 5G will be gradually deployed in rural areas like 4G. Thank you.

Xin Guobin:

I would like to add a word to this question. 4G changes life, 5G changes society. Any country and people have the right to pursue a better life. 5G is not only important to China, but also to all countries in the world. Thank you.

Guangming Daily reporter:

This year's government work report proposed that more than half of the arrears to enterprises should be paid off before the end of the year, and no new arrears should be added.

Xin Guobin:

Clearing up the arrears of private enterprises and small and medium-sized enterprises is an important decision and deployment made by the Party Central Committee and the State Council. On this work, General Secretary Xi Jinping made two important instructions. On November 1 last year, the General Secretary organized a symposium on private small and medium-sized enterprises. At the meeting, he clearly stated that we must attach great importance to the problem of triangular debt and correct local governments and large enterprises. The behavior of enterprises defaulting on the accounts of private enterprises. After that, on November 9, at the 30th executive meeting of the State Council, it was specially studied and decided to carry out a special action to clean up the debts owed by local governments and large state-owned enterprises to private enterprises and small and medium-sized enterprises.

At the "Two Sessions" in March this year, the Prime Minister clearly stated in the "Government Work Report" that this year, the task of clearing up more than half of the arrears of private enterprises and small and medium-sized enterprises will be completed, and no new arrears will be allowed. In accordance with the decision-making and deployment of the Party Central Committee and the State Council, all regions and relevant departments work together and cooperate closely to actively promote the work of clearing debts. As the lead unit of the inter-ministerial joint meeting mechanism to reduce the burden on enterprises, since the launch of the special action, the Ministry of Industry and Information Technology has strengthened overall coordination, established detailed ledgers, organized special training, announced reporting telephone numbers and complaint platforms, and at the same time strengthened the scheduling and notification of progress, and interviewed Some areas with slow progress and carried out on-site supervision. The Ministry of Finance has organized and supervised enterprises to conscientiously carry out the work of clearing arrears, and actively studied and issued a fund guarantee policy to support the use of arrears. The central enterprises under the jurisdiction of the State-owned Assets Supervision and Administration Commission have accelerated the "clearing" of non-divergent arrears, and the National Audit Office has deployed special audits to promote the clearing of arrears and effectively promote the clearing of arrears.

In accordance with the requirements of "territorial management, hierarchical responsibility, who supervises, who is responsible", all localities strengthen organization and coordination, and pay close attention to the implementation of work. At present, the overall progress of various tasks is relatively smooth. From November last year to the end of June this year, government departments at all levels and large state-owned enterprises have cleared up more than 380 billion yuan in arrears to private enterprises and small and medium-sized enterprises. Among them, central enterprises have completed 88% of the total. One third of the provinces have reached half or even higher. At the same time, the work of clearing debts is also facing some difficulties and problems. The work in some areas is not real and detailed, the progress is relatively slow, and there are zero reports in some areas. If we continue to push forward at this rate, there may be a drag in some places by the end of the year. Of course, there are objective reasons for the complexity of arrears, but what is more important is that some places do not pay enough attention, the working mechanism is not perfect, and the implementation of responsibilities is not in place. In this regard, it is necessary to further improve the ideological understanding, face up to the difficulties, carefully analyze the existing problems, and start to solve them, so as to effectively grasp the actual results of the work of clearing debts.

Xin Guobin:

Doing a good job in clearing debts is to implement the requirements of General Secretary Jinping's important speech at the private enterprise symposium. It is also an important measure to support the development of private enterprises and small and medium-sized enterprises. It corresponds to the current downward pressure on the economy and international economic and trade frictions, and optimizes the business environment. Maintaining the credibility of the government is of great significance. In the second half of the year, we will urge local governments and large state-owned enterprises to further improve their political positions, effectively unify their thinking with the decision-making and deployment of the Party Central Committee and the State Council, make persistent efforts, work steadily, and take more effective measures to ensure the completion of the annual goals and tasks.

There are several specific measures:

One is to strengthen scheduling interviews. Scheduling the progress of debt settlement on a monthly basis, and reporting, urging areas and units with slow settlement progress to increase their work, and when necessary, interview the person in charge of the relevant areas. Regarding the overall progress in the first half of the year, we will hold the first quarterly scheduling meeting later this week. In addition to the participation of these units in the inter-ministerial joint meeting mechanism to reduce the burden on enterprises, the Secretary-General in charge of the State Council will also participate in this scheduling meeting.

The second is to strengthen supervision and inspection, and conduct a comprehensive inspection of the implementation of the work of clearing debts in various places through the State Council's major supervision and inspection, the national burden reduction special supervision and special audit, etc., to supervise and urge the reform to ensure the completion of the annual goals and tasks. Here I can also tell you that this year's State Council inspection will still clean up the arrears of private enterprises and small and medium-sized enterprises as an important content. The National Audit Office has also stepped up its work in this regard. At present, 2000 audit teams have been set up across the country to strengthen supervision and audit in areas where the progress of debt clearance is slow and in some areas with zero reports, and urge local governments to earnestly grasp this work.

The third is to strengthen the supervision of reporting, promptly accept and verify the problems reported by enterprises, and respond to social concerns. The Ministry of Industry and Information Technology has set up a reporting platform, and each province has also set up a reporting platform to accept complaints from enterprises and list them for supervision. Any report will be sent to all relevant regions for verification and verification. Typical cases of malicious arrears and protracted delays will be publicly exposed.

The fourth is to study the establishment of a long-term mechanism, accelerate the study of supporting legislation for the SME Promotion Law, explore the inclusion of prevention and resolution of arrears in the legal and regulatory system, and gradually establish a long-term mechanism to solve these arrears from the source. Administrative means have a certain effect, but fundamentally speaking, to put an end to new arrears, there must be legal protection. Therefore, we have also increased the progress of legislation in accordance with the requirements of the central government, hoping to further clarify this issue from the rule of law. That's all I answered. Thank you.

China Daily reporter:

I have two questions to ask the Ministry of Industry and Information Technology. The Standing Committee of the State Council has made it clear that the "number portability transfer" will be fully implemented nationwide by the end of November. What is the current progress? What are the next steps to ensure the smooth implementation? In addition, there are media reports that, affected by the international situation, foreign-funded enterprises are speeding up their withdrawal or transfer out of the Chinese market, and some Chinese enterprises are also laying out in Southeast Asia. What does the Ministry of Industry and Information Technology think about this problem?

Xin Guobin:

I would like to ask Director Wen Ku to answer the first question.

Wenku:

"Number portability" is a popular project that is highly concerned by the whole society. It is also an important measure to implement General Secretary Xi Jinping's people-centered development thinking and make information and communication services better benefit the people. In order to implement the "number portability and network transfer" work, after the "two sessions" this year, we immediately organized three basic telecommunications companies and China Tower Corporation to formulate a "three-stage" work schedule for system construction and transformation, joint debugging and testing, and service provision., Deploy to promote the "number portability and network transfer" work across the country. At present, all kinds of work are being promoted in an orderly manner, and five pilot provinces and cities have completed the work of 2.3 million users' number portability.

For a long time, mobile phone number is an important mark for various communication companies to provide services for users. Each company has its own number. For example, you may be familiar with mobile 139, Unicom 186, telecom 189, etc. After the reform of the telecommunications system, our country's communications market has basically formed a pattern of full competition among three basic telecommunications companies. Each company's products and services have their own characteristics, attracting user groups with different needs to move between the networks and replace the service providers. operator. With the upgrading of mobile communication technology and the rapid development of mobile Internet, mobile phone number is not only the identification of communication users, but also widely used in the Internet of all walks of life, becoming the "ID card" of network operation space ". Changing mobile phone numbers not only requires high time and economic costs, but also may cause property and security risks. "Number portability" can resolve these contradictions, and users can choose the operator to provide services for them without changing the number. From the perspective of comprehensive implementation, it is necessary to properly deal with the two major challenges of huge data volume and wide coverage.

To this end, we should do a good job in two aspects: one is to carry out the necessary transformation of the network and operation system of the three basic telecommunications enterprises. As we all know, our country is close to 1.6 billion mobile users, and the operation system of 1.6 billion mobile users is updated. Such a large-scale project is unprecedented from the perspective of the world. It takes a lot of complicated and meticulous work, just like climbing Fragrant Mountain and climbing Mount Everest. Therefore, this gap is very large, and you can see its difficulty.

The second is to carry out simultaneous transformation of third-party platforms such as banks, insurance, securities, and Internet companies. Mobile phone numbers are widely used in information applications in all walks of life. In order to maintain the original application unaffected, it is necessary to cooperate with the application systems of all walks of life to ensure the user experience after "carrying the number to the network.

In order to achieve the goal of "carrying, transferring quickly and using well", in the next step, we will ensure the smooth implementation of "carrying number to network" from four aspects.

First, after the completion of the national system construction and transformation, organize and carry out the national joint debugging and testing work to ensure that the system operation meets the requirements of the specification.

Xin Guobin:

Wenku:

Xin Guobin:

Wenku:

Yanchun:

Wenku:

Economic Daily reporter:
