The meeting pointed out that the Internet platform economy is a new way of organizing productivity and a new driving force for economic development. It plays an important role in optimizing resource allocation, promoting cross-border financial development and "mass entrepreneurship and innovation", promoting industrial upgrading, expanding the consumer market, especially increasing employment. In recent years, China's platform economy has flourished. We should follow the rules, follow the trend, and support the healthy development of the platform economy. We need to develop new forms of platform economy. To meet the needs of the people, we will develop the "Internet plus service industry", support social capital to enter the service fields of health care, education, elderly care, home economics, tourism, sports, and provide more high-quality and efficient services for the convenience of the people. To meet the needs of industrial upgrading, accelerate the construction and application of industrial Internet platforms, promote the integration and sharing of manufacturing resources, data, etc., and develop intelligent manufacturing and service-oriented manufacturing. Secondly, we need to optimize the development environment. Promote registration facilitation, relax restrictions on the registration of enterprise names in emerging industries, and simplify the procedures for establishing branch offices of platform enterprises. Guide and supervise relevant local governments to evaluate the implementation of policies in the fields of tourism, homestays, etc., optimize admission conditions, approval processes, and services. Improve policies related to employment and flexible employment for platform enterprises. Strengthen data sharing between government departments and platforms, and establish a nationwide unified electronic license sharing system and electronic invoice public service platform this year. Encourage financial institutions to provide support for the development of platform economy. Third, in accordance with the requirements of inclusiveness and prudence, we should innovate regulatory methods, explore fair regulatory methods that adapt to the characteristics of new business types and are conducive to fair competition, and promote "Internet plus regulation". Strengthen credit constraints, scientifically and reasonably define the responsibilities of platform entities, and punish behaviors such as online fraud, counterfeiting, unfair competition, leakage and abuse of user information in accordance with the law.
The meeting pointed out that further strengthening intellectual property protection in accordance with the deployment of the Party Central Committee and the State Council is an important part of improving the property protection system, which is conducive to optimizing the business environment, promoting scientific and technological innovation, and deepening international cooperation. In recent years, various regions and relevant departments have improved their regulatory and policy systems, increased administrative law enforcement and judicial protection efforts, and achieved positive results in intellectual property protection work. Next, we must continue to strengthen the enforcement of intellectual property rights and protect the legitimate rights and interests of all market entities equally. Accelerate the formulation and improvement of relevant standards for patent, trademark, copyright infringement and counterfeiting judgment, inspection and identification. Highlighting key areas and strengthening rectification, deepening the special action to crack down on intellectual property infringement and illegal activities, and imposing heavy penalties and severe punishments on all types of infringement and illegal activities. Promote rapid collaborative protection of intellectual property rights. Strengthen international cooperation in intellectual property protection and facilitate enterprises to obtain rights and protect their rights overseas. Secondly, we must actively promote the process of amending the Patent Law and the Copyright Law, advance a new round of comprehensive revisions to the Trademark Law, and revise the Implementation Rules of the Patent Law and the Regulations on the Protection of New Plant Varieties, significantly increasing the cost of illegal activities. We must continue to improve the quality and efficiency of intellectual property examination. Accelerate the construction of intelligent systems for patent examination and trademark registration, ensuring the goal of reducing the high-value patent examination cycle to 17.5 months and the average trademark registration examination cycle to within 5 months by the end of the year. At the same time, improve the quality of intellectual property authorization and registration, and promote the increase of high-value and core area patents.
