Shandong's Regulations on Promoting the Conversion of New and Old Driving Forces will be reconsidered, with 6 highlights to be seen first
It was learned from the press conference of the Standing Committee of the Provincial People's Congress held on July 16th that the 13th meeting of the Standing Committee of the 13th Provincial People's Congress will review regulations such as the "Regulations on Promoting the Conversion of New and Old Energy in Shandong Province", the "Regulations on the Protection of Marine Ecology on Governor's Island in Shandong Province", and the "Regulations on the Work of Township People's Governments in Shandong Province".
In order to promote the transformation of new and old driving forces in our province, eliminate institutional barriers, and deepen the reform of "streamlining administration, delegating powers, and improving services", the 7th meeting of the Standing Committee of the 13th Provincial People's Congress conducted the initial review of the "Shandong Province New and Old Driving Forces Transformation Promotion Regulations (Draft)" in December 2018. As of now, the "Regulations (Draft)" have been reviewed three times by the Standing Committee of the 13th Provincial People's Congress and will be submitted for further review at the 13th meeting of the Standing Committee of the 13th Provincial People's Congress. This regulation will be the first provincial-level local regulation in China regarding the conversion of new and old kinetic energy.
Yao Qianxun, Director of the Legislative Affairs Commission of the Standing Committee of the Provincial People's Congress, introduced the innovation and highlights of the "Regulations (Draft)" in terms of institutional design from six aspects. One is to establish a differentiated resource allocation system, which stipulates a performance evaluation system for enterprises guided by the output benefits of unit resource elements such as land, water, energy consumption, and pollutant emissions, and establishes a classification evaluation system for enterprises with per mu benefits and a provincial-level unified allocation system for energy consumption indicators. Second, optimize the path of upgrading traditional industries and cultivating emerging industries. On the basis of clarifying the development direction of "ten industries", highlight "Internet plus", big data and artificial intelligence, and develop new models of manufacturing industry and new formats of service industry. The third is to provide long-term stable legal guarantees for the development of the private economy, establish a negative list system for market access and a fair competition review system, and establish a sound financing risk compensation mechanism. The fourth is to establish and improve incentive mechanisms for technological innovation and the integration of industry and education, stipulate a series of financial and tax support and financial service measures to promote technological innovation, and encourage the establishment of industry technology innovation alliances led by enterprises. The fifth is to create a fair, transparent, and predictable business environment, simplify the procedures for enterprise deregistration, establish a complaint service mechanism for enterprises, and the government and its relevant departments should fully fulfill various contracts and policy commitments made in accordance with the law. The sixth is to build a sound institutional system to encourage responsible behavior and entrepreneurship, establish a comprehensive incentive mechanism for cadres, and establish a sound mechanism for fault tolerance, exemption from responsibility, and clarification of protection.
The draft of the Shandong Governor's Island Marine Ecological Protection Regulations has been reviewed twice by the Standing Committee of the 13th Provincial People's Congress. The draft regulation implements the strictest ecological environment protection system, focusing on the following three aspects to increase the precise supply of the system: first, adhering to the priority of protection and promoting green development. Through regulations on planning, regional functional control, ecological restoration measures, and coordinated land and sea pollution prevention and control, a fully covered legal barrier will be created for the ecological protection of Long Island. The second is to respond to the concerns of the masses and pay attention to the needs of people's livelihood. Widely solicit grassroots opinions on the most concerning, direct, and practical issues for the masses, such as the conversion of offshore aquaculture, cleaning of roadbed aquaculture facilities, and control of the number of motor vehicles, and carefully revise them repeatedly to ensure that regulations are grounded and feasible. The third is to highlight the characteristics of islands and focus on institutional innovation. Standardize the unique ecological resources, historical and cultural relics, and island scenery of Long Island, and focus on solving the difficulties and pain points in the prevention and control of island pollution, such as land-based waste disposal, sewage discharge, oil spill pollution, and management of three no ships.
In order to improve the grassroots governance system, further reduce the burden on the grassroots, and enhance service efficiency, according to the work arrangement of the Provincial Party Committee, the Standing Committee of the Provincial People's Congress has made the formulation of the "Regulations on the Work of Township People's Governments in Shandong Province" a key task for this year. At present, the "Regulations (Draft)" have been discussed and passed at the executive meeting of the provincial government, and the 13th meeting of the Standing Committee of the 13th Provincial People's Congress will conduct the initial review.
